SUBJECT: APPLICATION FOR REZONING - GEORGE AND MARY
FOWLER
PART LOT 14, CONCESSION 2, BOWMANVILLE

RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-8-84 be received, and
2. That the application sumbitted by George and
Mary Fowler to rezone a 0.202 ha parcel in
Part Lot 14, Concession 2, former Town of
Bowmanville, to permit the use of the subject
site for residential purposes on private well
septic system be referred to staff for

processing and a subsequent report and public
hearing.

BACKGROUND:
On December 7, 1983, the Planning Department received an
application submitted on behalf of Mr. & Mrs. Fowler, by Mr.
Irwin Hamilton, solicitor, to rezone a 0.202 ha. ( .499
acres) parcel of land in Part lot 14, Con . 1 , former Town of
Bowmanville (see attached map) . The purpose of the rezoning
would be to permit the development of the site for
residential purposes ; being one lot ; served by private well
and septic system.
The application has been circulated to various agencies and
Town departments for their comments and attached is a copy
of the circulation letter and key plan for Council 's
information.
It is recommended that the application be received for
information and referred back to Staff for a subsequent
report. At such time as the necessary circulation has been
completed, staff shall schedule this application for a
public meeting of the General Purpose and Administration
Committee pursuant to the requirements of the Planning Act.
Staff would furthermore note, for the Committee's

information that an Official Plan Amendment; - "83-26/0"
to accommodate urban severance applications and to permit
development of existing lots of record, on private services
was forwarded to the Region of Durham in June of 1983.

Accordingly, the requested by-law amendment will require the
approval of Offical Plan Amendment #83-26/D.

The Town of Newcastle Planning and Development Committee is considering
an application for an amendment to Zoning By-law #1587 and, pursuant to
its procedure for processing applications, wishes to obtain your
comments before submitting its recommendations to the Town of Newcastle
General Purpose and Administration Committee for the meeting in
February, 1984.
