SUBJECT: AMENDMENT NO. 3 TO THE HAYDON HAMLET
DEVELOPMENT PLAN - G. DALLAS

RECOMMENDATION:

It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following :
* 1 . That Report PD-30-84 be received; and
2. That Amendment No. 3 to the Haydon Hamlet
Development Plan attached to this report , be
approved in accordance with Resolution
#GPA-945-83.

BACKGROUND:
On November 21 , 1983, the General Purpose and Administration
Committee considered Staff Report PD-177-83, which dealt
with an application submitted by Mr. G. Dallas to amend the
Haydon Hamlet Development Plan to permit the severance of a
1 hectare (2.5 acre) parcel fronting onto Nelson Street,
into two 0.5 hectares (1 .25 acre) lots. The report noted
that the Hamlet Development Plan identifies surface drainage
as a problem in parts of Haydon, and indicates that, prior
to development occuring, the applicant must demonstrate to
the satisfaction of the Town and the Durham Regional Health
Unit, the methods whereby sanitary sewage and storm run-off
would be dealt with in order to improve existing drainage if
necessary, and prevent possible contamination of wells. The
Public Works Department requested that the applicant submit
a Site Drainage Plan for the subject property to the
department for approval .
The report further noted that there appeared to be
insufficient frontage along the maintained road to meet the
minimum frontage requirements for two lots as required by
the "R-3" zone of By-law 2111 of the former Township of
Darlington.
The report noted that, should the amendment be approved by
Council , the applicant would be able to apply for the
severance of the two lots, and that the preparation of a
Site Drainage Plan and the granting of a minor variance with
respect to the frontage of one of the lots could be listed
as Town conditions of approval of severance.

The report recommended that the proposed amendment to the
Hamlet Development Plan be forwarded to Council for approval
at such time as the Council of the Regional Municipality of
Durham has considered the amendment. Committee resolved
(Resolution #GPA-945-83) to approve the recommendations in
Report PD-177-83.
On January 10, 1984, the Planning Department was advised
that Regional Council considered the proposed amendment on
December 21 , 1983 and resolved to advise the Town of
Newcastle that Regional Council has no comment to make with
respect to the proposed amendment.
Staff are now bringing Amendment No. 3 to the Haydon Hamlet
Development Plan forward for final approval , in accordance
with Resolution #GPA-945-83. It is therefore recommended
that Council approve Amendment No. 3 to the Haydon Hamlet
Development Plan as attached to this report.
Staff note that an application to sever one lot from the
subject property has been received by the Regional Land
Division Committee, and was considered by the Committee on
January 30, 1984. Town staff have recommended approval of
the severance application , and included among the Town's
conditions of approval are the approval of a Site Drainage
Plan for the subject property by the Public Works
Department, and the granting of any required minor variances
with respect to lot frontage.
