HomeMy WebLinkAboutPD-33-84 4 CORPORATION OF THE TOWN OF NEWCASTLE T.T.EDWARDS PLANNING AND DEVELOPMENT DEPARTMENT TE (416)263-2231,Director HAMPTON,ONTARIO LOB UO REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF JANUARY 16, 1984 REPORT NO. : PO-33-84 SUBJECT: APPLICATION FOR OFFICIAL PLAN AMENDMENT SRI INAI INTERNATIONAL INCORPORATED PART LOT 7, CONCESSION 2, FORMER TOWNSHIP OF DARLINGTON, NOW INTHE TOWN OF NEWCASTLE RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following : 1 . That Report PD-33-84 be received; and 2. That the Region of Durham be advised that the Town of Newcastle has no objections to an Official Plan amendment, submitted on behalf of Sri Inai International Incorporated, to redesignate Part of Lot 7, Concession 2, former Township of Darlington , now in the Town of Newcastle, to permit a private school with dormitory facilities ; and 3. That a copy of Staff Report PD-33-84 and Council 's resolution be forwarded to the Region of Durham and the applicant. �1 REPORT NO. : Pn-33-84 Page 2 BACKGROUND: On December 16, 1983 the Planning Department received an application submitted on behalf of Sri Inai International Inc. to rezone a 106.73 acre parcel of land in Part Lot 7, Concession 2, former Township of Darlington. The purpose of the rezoning was to permit the development of a private school and dormitory facilities on the site of the former Pine Ridge Training School . The application as noted within Staff Report PD-13-84 was circulated to various departments and agencies for comment. In response to staff' s request, the Region of Durham advises as follows : 1 . The subject site is predominantly designated "Permanent Agricultural Reserve" on Map AS of the Durham Regional Official Plan. A private school is not a permitted use within this landuse designation. 2. The provisions of Section 6.2.8 of the Durham Regional Official Plan are also applicable to site. This section states that : "Notwithstanding Section 6.2.1 , institutional uses may be permitted outside the urban areas on individual services in accordance with the provisions of Section 8.5 within the sites indicated below: a) the St. John Training School in the Township of Uxbridge; and b) the former Pine Ridge Training School in the Town of Newcastle." Institutional uses are defined in Section 8.5.2.1 of the Durham Plan as uses of "Public or quasi -public purposes of a Regional nature, such as hospitals, penal institutions, colleges and universities." It is the Regional staff' s considered opinion that the proposed private college does not qualify as an institutional use as envisaged in the Durham Regional Official Plan. , . .3 REPORT NO. : PD-33-84 Page 3 Accordingly, the applicant has been advised of this situation and provided with an application to be submitted for an Official Plan amendment to permit the private school on the former Pine Ridge Training School site. STAFF COMMENTS: The Town of Newcastle has been advised by the Region of Durham, that it has received an application to amend the Region of Durham Official Plan, to permit the use of the above-noted property for a private school with dormitory facilities. In consideration of the opinion of the Regional staff respecting conformity of the proposed private school to the Region of Durham Official Plan , staff have no objections to the approval of the Official Plan amendment as submitted. Accordingly, staff would recommend that the General Purpose and Administration Committee recommend to Council , that the Region of Durham be so advised, that the Town of Newcastle has no objections to the application to amend the Durham Regional Official Plan for the above-noted use.
