That Report PD-62-84 be received , and 2. That Application for rezoning DEV 84-2 be tabled pending resolution of the subdivision question . I I i REPORT NO. : PO-62-84 Page 3 The property subject to the rezoning application was also the subject of Land Division Applications LO 38/84 to LO 43/84. These applications proposed the creation of six single family residential lots. In comments to the Land Division Committee, Town staff noted that the proposed lots are designated "Residential " by the Durham Regional Official Plan and the Newcastle Village Small Urban Area Plan. The Regional Plan states that the Land Division Committee, when determining whether a plan of subdivision is necessary, may consider three lots as the maximum number of division by consent. The Newcastle Village Plan states that development within residential neighbourhoods shall generally be by means of subdivision. Three of the proposed lots, as well as the remainder of the lots to be severed in the northern portion of the property subject to the rezoning application , would front onto Regional Road 17 and would have individual accesses onto the road. Staff noted that Regional Road 17 is classified as a Type "R" arterial road by the Regional Plan and the Plan states that there shall be 16.2 metres between adjacent access points onto such a road in an urban area. Staff further noted that the pattern of development established by the proposed severances is not in conformity with; a draft Neighbourhood Plan prepared by Town staff and does not have regard for the development of adjacent lands. I Town staff recommended denial of the severance applications. Land Division Committee considered the applications on February 13, 1984 and resolved to table the applications for one year. . .-e4 C REPORT NO. : PO-62-84 Page 5 It is therefore recommended that the subject rezoning application be tabled pending resolution of the subdivision question.
