SUBJECT: PLAN OF SUBDIVISION - 18T-81023

TOWNSHIP OF DARLINGTON - PROPOSED REVISIONS
RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following:
1 . That Report PD-70-84 be received ; and
2. That the Region of Durham be so advised, that
the Town of Newcastle has no objections to the
amending of Draft Condition #2 whereby the
wording "this shall include Block I" is deleted
and furthermore, that draft Condition #7 is
deleted in its entirety; and
3. That a copy of Staff Report PD-70-84 be
forwarded to the Region of Durham.

BACKGROUND:
The above-noted Plan of Subdivision - 18T-81023 was granted
draft approval , by the Region of Durham, on July 9, 1982,
subject to the conditions issued by the Region, in a letter
dated June 16, 1982. Within said letter, Conditions #2 and
#7 stated as follows :
"Condition No.2 - that the road allowances included
in this draft plan, shall be dedicated as public high-
way. This shall include Block I."
"Condition No. 7 - that Blocks F,G and H be dedicated
to the Town for public walkway purpose."
COMMENTS:
A request of staff has recently been made regarding the
possibility of amending the above-noted conditions. The
applicant has requested the deletion of Block "I" from the
plan, and including this portion of the site within the
limits of Lots 15 and 16.

The Town' s Public Works Department advises the single access
via the long cul-de-sac, would be acceptable. Fire
Department staff did express concern pertaining to emergency
service access, however, would be satisfied with the
internal road ending in a fully paved cul -de-sac. It was
noted that consideration be given to the limiting of parking
on one side of the street only to further assure sufficient
road width for fire truck maneuvering. This would require
an amendment to the Town' s Parking By-law, and should be
considered at such time as the road is assumed by the Town .

Blocks F, G and H, as shown on Plan of Subdivision
18T-81023, are proposed for walkway purposes. The applicant
has indicated an interest in retaining Block H remain in
private ownership, and that such would be privately
maintained.
Staff would have no objection to this suggestion , noting
that the subdivision agreement could address same. Blocks F
and G are proposed to be included within Block A upon
registration, and similarly these Blocks will also be
privately maintained.
Staff would have no objections to the revisions as noted
above, and accordingly, request Council 's consideration and
disposition of this matter as noted.
