COUNCIL IUNUTES
A Special meetincs of Bowlllanville To\.,n Council convened at
10:00 a. m. on Saturday March 9, 196) with His ~orship Mayor
I. M. Hobbs in the Chair. All members present except Cons.
Nichols and Shackelton.
His "orship advised that the meeting had been called to con-
sider the 1963 Budget By-Law.
Dep-Reeve Stevens presented the following report in respect
to 1963 estimates.
"To the Mayor &. lVlembers,
of Town CounCil,
Bowmanville, Ontario.
Councillor Oke & Gentlemen:
I submit herewith for your consideration the estimates for
the year 1963 as prepared by the Finance Committee over the past
few months.
As you are undoubtedly aware the increase in Public and
High School requisitions has placed an additional demand of
p67,000.00 over their requirements of 1962. This actually rep-
resents 8.35 mills. Your Committee faced with this increased
expenditure has been forced to reduce the General Levy to ease the
burden on the tax payers, however to supply the essential services
the reduction of the General Rate only amount to approximately 2
mills leaving a net increa$e of 6.05 mills on the Residential rate
and 6.4 mills on the Commercial and Industrial rate. At a meeting
of the Finance Committee held on Thursday March 7th, 1963, Repre-
sentatives of the Public hnd High School Boards made it quite
clear to the members present that they had no way in which to re-
duce their requisitions.,
Needless to say your committee wished to bring in a budget
which would not have increased the 1962 rates but I am sure you
can realize how impossible this is when we are faced with this
increased education cost.

That leave be granted to bring in the following By-Law:
A By-law to govern and regulate the Finances of the Town of
BOWffianville for the Fiscal year ending December 31st, 1963.
Carried.
Moved by Con. Hughes and Hooper:
That the By-law be read a first time referred to Council in
Committee of the whole and read a second time, Mayor in the Chair.
Carried.
Moved by Dep-Reeve Stevens and Reeve Little:
That we rise and report successful second reading of the by-
law in Committee of the Whole.
Carried.
Moved by Con. Hooper and Fice:
That the report of Council in Committee of the Whole on the
By-law be received and adopted, the same be now read a third time,

follows:

Moved by Con. Hooper and Oke:
That prior to commencement of any major project the Reads
and Streets Committee be instructed to present a report for
adoption by Council.
Carried.
