HomeMy WebLinkAboutPD-80-84 CORPORATION OF THE TOWN OF NEWCASTLE PLANNING AND DEVELOPMENT DEPARTMENT T.T.EDWARDS,M.C.I.P.,Director HAMPTON,ONTARIO LOB 1JO TEL.(416)263.2231 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF APRIL 16, 1984 REPORT NO. : PD-80-84 SUBJECT: APPLICATION FOR REZONING - 1927 INVESTMENTS LTD PLAN OF SUBDIVISION 18T-81013 BEING PART LOT 19, CONCESSION 8, DARLINGTON FILE: DEV 84-5 RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following : 1 . That Report PO-80-84 be received; and * 2. That the attached By-law to amend Zoning By-law 2111 , as amended, be forwarded to Council for approval , at such time as the Council of the Region of Durham has considered the amendment to the Enniskillen Hamlet Development Plan within Staff Report PD-16-84. REPORT NO. : PD-80-84 Page 2 BACKGROUND: On February 14, 1984 the Planning Department received an application submitted by 1927 Investments Limited to rezone a 12.60 hectare parcel of land in Part Lot 19, Concession 8, former Township of Darlington. The purpose of the rezoning would be to implement the development of a twenty-six (26) lot residential Plan of Subdivision as approved by the Town of Newcastle on January 23, 1984 (Staff Report PD-16-84). In accordance with departmental procedure, the application was circulated to obtain comments from other departments and outside agencies. Staff would note for Committee's consideration and information, the majority of the comments received pertaining to the rezoning expressed no objections to the rezoning of the property. Responses expressing no concern were received from the following: Town of Newcastle Community Services , Ministry of Natural Resources , Central Lake Ontario Conservation Authority, Regional Municipality of Durham Health Unit, Region of Durham Planning Department , Town of Newcastle Works Department, and Town of Newcastle Fire Department . Staff would note that the above department/agencies did provide comment with respect to the Plan of Subdivision when it was being considered for approval and that the comments/concerns expressed reflected the draft plan as recommended for approval , and/or to be included within the Subdivision Agreement. Pursuant to Council 's policy requiring applicants to provide public notice in respect of any rezoning application, an informational sign was installed upon the subject property identifying the requested rezoning along with the date and . . .3 I C� i REPORT NO. : PD-80-84 Page 3 location of the public meeting in accordance with the requirements of the Planning Act. Staff would note for Committee' s information, the attached by-law amendment has been prepared in consideration of the conditions of draft approval as requested by the Town of Newcastle , thereby implementing Plan of Subdivision 18T-81013. Staff as noted within Report PD-73-84, recommended the approval of an amendment to the Enniskillen Hamlet Development Plan pertaining to staging of development. It is anticipated that the submission of the "Engineering Report" will provide the necessary background information to justify the necessity for staging development. In consideration of the above, staff would have no objection to the approval of the By-law amendment attached hereto, and as identified within the recommendations of this report. Respectful d, f T.T.
