Hobbs in the Chair. All members were present except Con. Hooper and Shackelton. LORD t S l'RA YER : ROLL CALL: ADOPTION OF MINUTES: Moved by Con. Hughes and Oke: That the minutes of the meeting held on Monday January 21, 1963 be received and adopted. Carried. IV COMMUNICATIONS: . e . 1. Robert M. Stephens: "I would like to bring to your attention the deplorable aondition of , the sidewalk in front of my home, I understand the reason. for this condition was due to a poor grade of cement used on the sidewalk installations around the time that ours was replaced and many in town have been capped with a more suitable composit- ion.. I mentioned the state of our sidewalk to the town engineer Mr._ Stewart and he instructed me to write to you about the matter. I hope that you will ~ive this matter your immediate considerati~n." - Moved by Con.. Hughes and Reeve Little:' That the letter from Robert M. The firm provides reports, design) operatin~ and ma~n- tel'lance instructions; and supervision of construction for munici" pal and industrial utilities and structuresl As senior engineer, I have many years, of experience in roadwork, bridges, drainage; water supply and water treatment, sewage collection and wast water disposall My background also includes railway and indust- rial con~truction, municipal consultant and engineering and town engineering. For the past five years I have been Chief Sanitary Engineer for the Department of National Defence, R.C.A.F.., in charge of design and operation of water and sewerage facilities for all stations in Canada and Eurppe. I would be pleased to discuss with you, any projects which require the services of a consultant engineer. Your requests will reCeiVe prompt and person- al attention." The Railway Association of Canada:: "The Spring and Summer train schedules of Canadian Railways in 1963 will become effective at 12:01 a. m., Sunday, April 28th, until 12:{):l a.m.., Sunday,. October 27th. In keeping with past practices, the railways are most anxious to accommodate their patrons by setting up snbedules which will be most convenient, particularly where suburban train service is involved.. If it is the intention of your community to adopt Daylight Saving Time in f -2- . 1963, we would respectfully solicit your co-operation in the selection of dates which will coincide with the railways' Spring and Summer train schedules. It will be much appreciated if you would advise us at your earliest convenience, whether or not your community will be adopting Baylight Saving Time and, if so, the dates for which it will be effective during 1963." Oke: That Daylight saving time be effective in the Town of Bowman- ville commencing Sunday April 28, at 12:01 a.m., until Sunday October 27, at 12:01 a.m. and that notice to be inserted in Press. Carried. . 4. Roman Catholic Separate School .B0ard: "We are taking advantage of section 61 of the Public School Act and are asking you to levy and collect taxes from Catholic Rate payers of this area for the Roman Catholic Separate Board of Bowmanville. The Finance Committee has not been able to arrive at their requirement from local taxes as the Department of Edu- cation has not given us the percentage figure in relation to the assessment. We will notify your office as soon as we know." Moved by Con. Hughes and Oke: That the letter from the Roman Catholic Separate School Board dated February 2, 1963, respecting the levying and collection of taxes from Separate School supporters be received and filed, Carried. . 5. Mr. E. Richard Lovekin. B.A., LL.B.: "The engineers who are doing the layout for this development are interested in considering the possibility of using services from Bowmanville. I understand that any SUch suggestion would have to gb before the Board of Works before it goes to Council. A rept:esf.1ntative of H. V. Anderson, Consulting Engineers, and Mr, tJel~age and Robert Smythe of Imperial Oil would like to see your Boa1'd. of Works.:Qommittee at their earliest convenience conoerning tnJ:s suggestion.';';'.' ACCOUNTS: Moved by Dep-Reeve Stevens and Reeve Little: That the accounts of the Paid Prior in the total amount of $5S,20S.96 be and are hereby passed far payment. Carried. A By-law authorizing the Mayor and Clerk to execute and affix the Corporate Seal to a certain Agreement be'tween the Corp- oration of the Town of Bowmanville and N. E. Sweet Co. 3. A by-law ~uthorizing the Mayor and Clerk to execute and affix the Corporate Seal to a certain Agreement between the Corp- oration of the Town of Bowmanville and Planet Enterprise Ltd. Carried. Moved by Con. Fice and Hughes: That the by-laws be read a first time referred to Council in Committee of the "hole and read a Second time, Mayor in the Chair. Carried. e Moved by Con. Liberty Street Sidewalk: Nothing further to report in this respect. 4. Frank Street Road Allowance: Nothing further to report in this respect. 5. Referred to Roads and Streets Committee: A. W. Dempsey's Storm Sewer Report: Lowe & Division Street Drainage: To be de It with by Roads and Streets at their budget session, 6. Tree Removal: Con. Nichols advised that in order to carry out the desired tree ;emoval and trimming programme an expenditure of approximately ~2000.00 would be required. ~Qved by Con. Nichols andOke: That we authorize the Roads and Streets Committee to proceed with a tree trimming and removal programme at an estimated cost of $2000.00. . Carried. . 7. SCUgOg !toad: A reply from the County Council is awaited. S. Foam. Banlc: This matter is pending a report from the Fire Committee. ~. Port Darlington Harbour Commission: Moved by Con. Oke and Fice: That this Council respectfully request Mr~ R. Honey, member of Parliament for Durham to investigate the status of land occupied by the Port Darlington Harbour Commission with a view of possible acqui.sition of this land by the Corporation..
