Mr. John Seto, owner of the Coronation Restaurant and Mr. Robert Lawton, President of the Chamber of Commerce, appeared before Council and presented a petition in opposition to By-Law No. 69-32, which prohibits parking in the parking meter zone from midnight to 9 a.m., to facilitate snow clearing and street cleaning. It was contended that this was a hardship for certain local businesses as it prevented their early morning customers from parking c10s.e to their place of business. e Committee To Be Se.t Up To Inves tigate Re By-Law No. 69-32 Mr. J. THAT a Committee of two be set up to investigate the complaint and report to the next Committee of the Whole and furthermore that the Police and By-Law Enforcement Officer be requested not to enforce the provisions of the by-law in the meantime. "CARRIED" The Mayor appointed Councillors Cobban and Bell. Mr. Jack Vandenberg appeared before Council alleging that he and his fri.ends had been discriminated against in a local restaurant because of his long hair style and requested that Council might have some solution to the problem. Mayor Hobbs pointed out that Council had no jurisdiction in this matter, but advised that any citizen who felt that he or she was being discriminated against had certain recourse under the "Human Rights Code." THAT the request for retopping and widening Washington Street be referred to the Committee of the Whole, and discussed in conjunction with the Road Budget. THAT a Committee of three be appointed to look into the matters of widening and retopping Washington Street and the drainage problem on Veterans Avenue and report back to the Committee of the Whole. Peel be appraised and the value reported to the next Council meeting, relative to the letter from Strike & Strike stating that Mr. Peel requests compensation for his land on Church Street which is required for Church Street widening. THAT the letter dated January 21st, 1970 from the Minister of Financial and Commercial Affairs regarding lotteries be received and filed pending the receipt of further information. "CARRIED" Resolution #C-99 Moved by Con. Hooper, seconded by Deputy Reeve Stephen. THAT the letter from the P.U.C. regarding By-Law No. 69-17, be received and filed. "CARRIED" Resolution #C-100 Moved by Con. Prout, seconded by Con. Hooper. THAT the request from Marks and MC1<eely for a quit claim deed be checked with the P.U.C. and Town Solicitor. "CARRIED" Resolution #C-10l Moved by Con. Hooper, seconded by Con. Prout. THAT the complaint from Mrs. M. Crough of 208 Church Street regarding the hydro pole outside her house, be referred to the P.u.C. and Mrs. Crough so advised. "CARRIED" Resolution #C-102 Moved by Reeve Dykstra, seconded by Gen. Allin. THAT the budget as presented by the Central Ontario Joint Planning Board be concurred with. "CARRIED" Resolution #C-103 Moved by Reeve Dykstra, seconded by Con. Bell. THAT the Treasurer's Report on penalties and interest charges be approved, and appropriate by-laws be introduced to increase current charges in accvrdance with current legislation. "CARRIED" The Information Bulletin from the Oshawa Area Planning And Development Study, was received and filed. Resolution #C-107 Moved by Con. Prout, seconded by Con. Cobban. THAT the Statement of Accounts for the period of January '15th, 1970 to January 31st, 1970, in the amount of $32,412.37, be approved. "CARRIED" Resolution #C-108 Moved by Con. Hooper, seconded by Reeve Dykstra. THAT a letter be written to the Department Head involved that Council considers that he was in error in signing the lease agreement and that in future, any such action will not be condoned by Council and also that a letter be sent to all Department Heads advising them that the Clerk-Administrator only will sign Purchase Orders, lease agreements, etc.; and furthermore that the outstanding balance owing for the typewriter be paid off.
