CO-OPERATIVE TENDER
T282-2003, THE SUPPLY AND DELIVERY OF WINTER SAND
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1, THAT Report COD-038-03 be received;
2, THAT the Lafarge Canada Inc, Stouffville, Ontario, with a total unit price of $6.50 (Spec, I)
per tonne for Orono Yard and $7,00 (Spec I) per tonne for Hampton Yard, being the lowest
responsible bidder meeting all terms, conditions and specifications of the Co-operative
Tender T282-2003, be awarded the contract to supply and deliver Winter Sand to the
Municipality of Clarington, as required by the Department of Operations;
3. THAT pending satisfactory pricing, service and agreement by the Durham Purchasing
Co-operative, the contract be extended for a second and third year; and
4, THAT the funds be drawn from the Operations approved Winter Maintenance Accounts for
the respective years winter season requirements.

BACKGROUND AND COMMENT
Tenders were called on a co-operative basis by the Region of Durham, which included the Winter
Sand requirements of the Municipality of Clarington. Tenders were received and tabulated for
approximately 10,000 tonnes of Winter Sand to each of Orono and Hampton Operation Yards, as
required by the Municipality of Clarington, as per Schedule "A" attached.
The material testing provided by the Region of Durham resulted in the product from both Kovacs
Sand and Gravel and C.D.R. Young Aggregates being rejected as it did not meet the specification
requirements, The Region has advised that they will be working with the various suppliers to review
the specifications to determine if changes are required for future tenders.
After review and analysis of the bids by The Durham Purchasing Co-operative, Purchasing and
Operations staff, it was mutually agreed that the low acceptable bidder, Lafarge Canada Inc"
Stouffvilie, Ontario, be recommended for the contract to supply and deliver Winter Sand to the
Municipality of Clarington, The required funds will be drawn from the respective years winter
season requirements.
The Director of Finance has reviewed the funding requirements and concurs with the
recommendation. Queries with respect to department needs, specifications etc" should be
referred to the Director of Operations.
The prices submitted for 2003 by Lafarge Canada Inc. reflect an average 11 % increase over the
2002 prices submitted.
Lafarge Canada Inc. have previously provided satisfactory service to the Municipality of Clarington,
