1. Background
The Greater Toronto Clean Air Council(GTA C.A.C.) was established through
the Intergovernmental Declaration of the Federal and Provincial governments,
and the City of Toronto in 2000. It has since expanded its membership to
include various federal and provincial agencies such as N.R. Canada,
Ministry of Transportation, Ministry of Environment, Utility companies and 26
of the GTA municipalities. In Durham Region, the Region, Ajax, Pickering,
Oshawa,Whitby and Clarington are members.
Clarington, by Resolution #GPA-262-03 authorized the Mayor and the CAO to
take all necessary actions to represent the Municipality of Clarington on the GTA
Clean Air Council and to participate in clean air initiatives. The Manager of
Special Projects attends the GTA Clean Air Council on behalf of the CAO and
keeps the Mayor and CAO abreast of the initiatives and call to action. The Mayor
and CAD attended the June 21St, 2003 Smog Summit and the Mayor signed'the
declaration on behalf of the Municipality.
This year as the Smog Summit (attachment 1) is on a GPA meeting date, neither
the Mayor or CAO are able to attend; however, the municipality is involved in the
drafting of the inter-governmental declaration (attachment 2) and is considered a
signator to the declaration.
_2. Goal of the C.A.C.
The primary goal of the C.A.C. is to reduce smog by promoting and
implementing various clean air initiatives; including the annual signing of
Inter-governmental Declarations setting out the challenge for the next annum.

3. Strategy of the C.A.C.
• Explore opportunities and best practices among all agencies
■ Encourage members to undertake local initiatives
Host Smog Summit to heighten public awareness
■ Provide GTA-wide education campaigns
4. Role of Municipalities
In support of the effort, C.A.C. municipalities are encouraged to undertake as
many clean air initiatives as possible, including but not limited to the following
actions:
■ ' Promote local transit
■ Explore and utilize green power such as wind, biogas, solar and other
renewable energy sources, e.g. solar energy for municipal facilities,
bio-diesel fuel for municipal fleet
• Anti-idling by-law
■ Community outreach to local businesses and industries
■ Education.and promotion, e.g. walk to school program
r Bicycle and pathway development as alternate transport modes
• Coop with other municipalities to purchase green power such as bio-
diesel
■ Greening of urban area
• Promote smart growth
■ Green procurement policies
• Energy efficiency initiatives
• Smog alert response plan

5. Clarington Initiatives
Clarington has already undertaken a number of actions and initiatives that
meet the objectives of the C.A.C., including Clarington Transit,the Backyard
Burning Bylaw, property acquisitions and other stewardship initiatives.
Clarington's initiatives were listed as part of the 2003 Declaration, we will be
providing a progress report on these activities to the GTA-CAC in July. Our
initiatives and partnerships for 2004 are listed in attachment #3.

Your support of the annual Toronto Smog Summit has helped to make this the premier event on
solutions to smog and clean air in the GTA. I am writing to invite you to again join municipal leaders
from across the GTA and ministers from the federal and provincial governments to take part in the fifth
annual Smog Summit to be held in Metro Hall on June 21, 2004.--
Communities across the GTA are concerned about air quality and have shown their willingness to
take action by joining the GTA Clean Air Council. Occasionally, we need to take time to showcase the
steps we are taking to address air quality; the Smog Summit provides an ideal occasion to highlight our
clean air initiatives with the public, media and other governments. I know that we can build on the
successes of the first four Smog Summits and the historic Toronto and Region Inter-governmental
Declarations on Clean Air.
At Smog Summit 2004 on June 21 you are welcome to:
• join a roundtable discussion with other mayors and regional chairs to summarize new municipal
government commitments;
• highlight your municipality's clean air initiatives to the media; and
• take part-in-the signing ceremony for the Inter-governmental Declaration on Clean Air.
Arrangements for String Summit 2004 are well in hand (a draft agenda is enclosed), and I am
pleased tlhaty6ut r representative has joined in the discussions of the GTA Clean Air Council to help
plan the event. For more information on the Smog Summit, please see www.smogsummit.org.
