Minutes of a regular meeting of Council held on the above date at 7:30 p.m. in the Town Hall with His Worship Mayor Ivan M. Hobbs in the Chair. Present: Mayor Reeve Deputy Reeve Councillors Ivan M. THAT the minutes of a regular meeting of Council held on Oct- ober 3, 1966 be approved. "CARRIED" Recreation Dept. re park Resolution #C-509 Moved by Con. Nieks, seconded by Con. Rundle. THAT Couneil aecept the advise of the Bowmanville Recreation Department that a proposed site on Hilltop RQad is not suit- able for play lot purposes. THAT a poppy wreath be purchased for laying at the cenotaph at the Legion Remembrance Service on November 5, 1966. "CARRIED" Resolution #C-51i Moved by Con. Rundle, seconded by Con. Oke. Bowmanville THAT Council accept with appreciation the proposals of the Horticultural Bowmanville Horticultural Society to beautify the cenotaph Society area and municipal owned land at the intersection of Base Line Road and Liberty Street. THAT the third and final reading of the following by-laws be approved: 1. aaby-law to amend By-law No. 1957, being a by-law to authorize the purchase of land required for the establishment of industry in the Town of Bowmanville and to provide for the borrowing of $30,000.00 upon debentures therefor by reducing the amount to be borrowed to $24,000.00 and making certain other changes. _ being a by-law to authorize the borrowing of $102,800.00 upon debentures to pay the cost of constructing a sanitary sewer, a watermain and a bridge over the Soper Creek on the Base Line Road. By-law No. 1973 - 2. By-law No. 1987 3. By-law No. 1988 - a by-law to amend By-law No. 1927, being a by-law to provide for the borrowing of $148,824.00 upon debentures for the pur- pose of constructing and equipping a Public Library, by reducing the amount to be 8ebentured to $54,500.00 and by mating certain other changes. 4. By-law No. 1989 - a by-law to amend By-law No. 1946, being a by-law to authorize the construction ,'of a Works Department building and to provide for the borrowing of $53,727.00 upon deb- enture s therefor, by increasing the amount to be debentured to $53,800.00 and making certain other changes. a by-law to authorize the borrowing of $Z~,OOO.OO upon debentures to pay the Ql)st of constructing certain works as local improvements works under The Local Improve- ment Act. 5. By-law N&. 1990 - 6. By-law No. 1991 - a by-law to authorize the borrowing of $9,200.00 upon debentures to pay the cost of constructing a sanitary sewer as a local improvement under The Local Improve- ment Act. 7. By-law No. 1992 - being a by-law to consolidate the sums authorized to be borrowecl by By-laws Nos. 1987, 1990, 1927 as amended by 1988, 1991, 1946 as amended by 1989 and 1957 as amend- ed by 1973 into one sum of $268,300.00 and to borrow same by the issue of debentures therefor. ltCARRIEDIt Tenders re purchase of debentures Purchase of parking meters Dept. of Highways re interim payment of subsidy e e - 3 - Resolution #C-5l5 Moved by Reeve Little, seconded by Con. Hughes, seconded by Con. Prout. THAT parking meters for installation on the new Church Street off-street parking lot, be purchased for a total amount of $3,557.13. THAT application be made to the Department of Highways for an interim payment of subsidy based upon payments made by the Corporation on works authorized by By-laws Nos. 1964 and 1971, during the period January 1 to September 30, 1966.~ "CARRIED- Resolution #C-5l8 Moved by Con. Remembrance THAT the Clerk arrange in conjunction with the Civic Committee, Service the Royal Canadian Legion and the Ministerial Association, arrangements and the printing of programmes for the Remembrance Service on November 5, 1966. Daylight Saving Time Ad re littering "CARRI ED" Resolution #C-5l9 Moved by Con. Rundle, seconded by Con. Oke. THAT the Mayor proclaim that the Town of Bowmanville will revert to Daylight Saving Time at 12:01 a.m. on Sunday, October 30, 1966. "CARRIED" Resolution #C-520 Moved by Con. Hughes, seconded by Con.
