Shackelton Council Minutes Resolution #C-213 Moved by Con. Shackelton, seconded by Con. Prout. THAT the minutes of the regular meeting of Council held on April 1, 1968, be approved as printed. "CARRIED" Resolution #C-214 Moved by Con. Prout, seconded by Con. Fry. Special Board THAT the minutes of the Special Board of Works Committee of Works meeting, held on April 8, 1968, be approved as printed. "CARRIED" Special Council Resolution #C-21~ Moved by Con. Coombes, seconded by Con. Fry. THAT the minutes of the Special meeting of Council, held on April 8, 1968, be approved as printed. , "CARRIED" Special Council Resolution #C-216 Moved by Con. Dykstra, seconded by Reeve Oke. THAT the minutes of the Special meeting of Council, held on April 10, 1968, be approved as printed. "CARRIED" Auditor's Report &: Financial Statements Messrs. J. Scott and R. Gardner, Auditors, were present to present the 1967 Auditor's Report and Financial Statements. Mr. Scott mentioned that it had been a "trying" year getting all the information and past history. However, this had been accomplished and the situation was now satisfactory. Mr. Scott reviewed the Statements page by page with Council. e e - 2 - E.M.O. Resolution #C-217 Moved by Con. Prout, seconded by Con. Coombes. THAT advice from the United Counties with respect to E.M.O. be received and filed. "CARRIED" Florence Night ingale Lodge - Church Parade Resolution #C-218 Moved by Con. Prout, seconded by Con. Dykstra. THAT permission be granted to the Florence Nightingale Lodge No. 66 to hold a Church Parade on Sunday, April 28, 1968 and that the Police Department be notified accordingly. THAT advice from the Town and Village Section of the Ontario Municipal Association of a meeting May 10 and 11, 1968 be received and filed. "CARRIED" Rotary Club Fireworks Display Resolution #G-220 Moved by Reeve Oke, seconded by Con. Shackelton. THAT permission be granted the Rotary Club to hold a Fireworks Display on Monday, May 20, 1968 and assistance as detailed in their letter of request dated April 15, 1968, be given. Prout. THAT advice of a one day conference sponsored by the Community Planning Association on the Smith Report be received and filed. I'CARRIED" Resolution #C-225 Moved by Con. Prout, seconded by Deputy Reeve Rundle. THAT the recommendation of the Chief of Police to promote Constable R. Kouhi to the rank of Third Class Constable, effective February 1, 1968, be accepted. "CARRIED" Resolution #C-226 Moved by Con. Prout, seconded by Con. Shackelton. THAT a reward of $50.00 be offered to anyone for information leading to the conviction of any person found defacing or stealing street signs. I'CARRIED" Resolution #C-227 Moved by Con. Prout, seconded by Deputy Reeve Rundle. THAT a reward of $50.00 be offered to anyone for information leading to the conviction of any person found setting fire to or removing material from the MUnicipal dump. "CARRIED" Resolution #C-228 Moved by Reeve Oke, seconded by Deputy Reeve Rundle. THAT the five year forecast of capital expenditures for the years 1968 to 1972 inclusive as presented be approved. "CARRIED" Resolution #C-229 Moved by Deputy Reeve Rundle, seconded by Con. Coombes. THAT leave be granted to introduce By-law No. 68-13, being a supplementary by-law to provide for the 1968 expenditures on roads or streets and that the by-law be now read a first time. "CARRIED" Resolution #C-230 Moved by Con. Nichols, seconded by Con. Prout. THAT the second reading of By-law No. 68-13 be approved. "CARRIED" 3rd reading Deputation Fire Dept. Fire Dept. S al ary Increases, Etc. Adjournment e e - 4 - Resolution #C-23l Moved by Con. Prout, seconded by Reeve Oke. THAT the third and final reading of By-law No. 68-13 be approved. "CARRIED" Fire Chief T. Lyle and several members of the Bowmanville Volunteer Fire Department were present to protest that the raise in pay was not adequate, that a Committee of the Fire- men was not recognized by Council and that he held seventeen resignations in his hand. The Clerk read from notes presented by the firemen stating the nature of their requests. Resolution #C-232 Moved by Con. Fry, seconded by Con. Nichols. THAT the request of the members of the Volunteer Fire Depart- ment for an annual increase of $150.00, an additional tele- phone in the Fire Station and short wave radios be approved.
