Dykstra, seconded by Deputy Reeve Rundle. THAT the motion to adopt the minutes of a Council Meeting held on November 4, 1968 be amended by deleting Resolution 4IC-596 relating to dispensing with Board of Works meetings. THAT the minutes of the Council Meeting held on November 4, 1968 be approved as printed. Resolution 4IC-600 "CARRIED" Moved by Con. Fry, seconded by Con. Coombes. THAT the minutes of the Protection to Persons & Property Committee meeting held on November 5, 1968 be approved as printed. "CARRIED" Mr. Ken Hooper spoke to Council concerning remarks made at the previous meeting of Council with regard to police matters and in particular reference to the hiring of former Constable Hart. Mr. Hooper went on to say that having sat on Council he realized the value of Board of Works Committee. He asked Council if they were going to reduce their remuneration in recognition of lesser meetings. e Signs re Walkway SU1lDDerfield Court Sidewalk - King St. E. Simpson Avenue e - 2 - Mr. Gerald Cockwell of Summerfield Court complained that Commercial vehicles were using the walkway between his street and Sunset Road. He requested a center post be installed to prevent the passage of vehicles. Resolution llC-60l Moved by Con. Prout, seconded by Con. Coombes. THAT the Town immediately put up signs that no vehicles are permitted to use the walkway and that the Works Superintendent do something to stop vehicles going through. "CARRIED" Mr. Cockwell made mention of the center section of the turning circle on SU1lDDerfield Court being used for parking cars to the detriment of the sod and flower beds. THAT the Works Department erect no parking signs on the center boulevard and place concrete blocks in a manner to prevent parking. "CARRIED" Mr. Don Welsh acted as spokesnan for residents of Sunset Road protesting over the impossible condition of Liberty Street and the lack of access to Third Street caused by the reconstruction of the railway overpass. Deputy Reeve Rundle promised to contact the Counties Engineer and convey the latter's comments to Mr. Wel sh. Mrs. Glenholme Hughes addressed Council concerning the reporting of the proceedings of Council. Resolution llC-603 Moved by Con. Dykstra, seconded by Con. Fry. THAT the Clerk be instructed to send Mrs. Purdy of King Street East a letter on the status of her request for a sidewalk. "CARRIED" Resolution #C-604 Moved by Con. Dykstra, seconded by Reeve Oke. THAT the recommendation of the Planning Board to subdivide the lands east of Simpson Avenue be approved. Prout, seconded by Con. Dykstra. THAT the resignation of Valerie Gaul effective December 27, 1968 be accepted and that a letter of regret be sent. "CARRIED" Resolution fIC-608 Moved by Con. Dykstra, seconded by Con. Coombes. THAT the Clerk be instructed to investigate costs of installing air conditioning in the Public Library and report back to Council. THAT in the matter of a confidential memorandum dated November 15, 1968, the Clerk be authorized to carry out whatever procedures are necessary to comply with the by-laws and statutes to ensure that everyone is treated in a like manner. THAT leave be granted to introduce By-Law No. 68-45 being a by-law to appoint a Welfare Administrator and to define his duties and that the said by-law be now read a first time. Shackelton. THAT the third and final reading of By-Law No. 68-45 be approved. "CARRIED" Reference was made to the poor lighting on each side of the Elgin Street Bridge. THAT the Chairman call a meeting of the Protection to Persons & Property Committee to review requests concerning street lighting with power to act. "CARRIED" Resolution #C-6l9 Moved by Con. Dykstra, seconded by Deputy Reeve Rundle. THAT the Clerk be requested to advertise for a secretary. "CARRIED" Resolution f/C-620 Moved by Con. Shackelton, seconded by Reeve Oke. To rescind the former action to establish Board of Works Committee meeting. THAT Council support the proposal put forth by the Council of the Town of Whitby for a Netropolitan Oshawa region.
