THAT the minul:es of Council dal:ed July 7th, 1969, be approved as printed. "CARRIED" Mrs. J. M. Kennedy acted as spokesman for a delegal:ion from Lambs Lane enquiring ahoul: the promised acl:ion to ban parking on I:he lane. Mrs. Kennedy was advised suil:able signs were on order and wAn received would be installed as soon as possible. Mrs. Foresl: Dilling, secrel:ary of the Bowmanville Beach Ratepayers Association spoke on behalf of a delegation. A letter dated August 5th, 1969 was read to Council. Resolution #c-395 }bved by Con. Dykstra, seconded by Con. Coombes. THAT I:he Mayor appoint a Conunil:tee of three to investigate the problems raised in the letter from the Bowmanville Beach Ral:epayers Association and reconunend action to be I:aken to resolve I:he problems. THAT the special conunittee be empowered to acl: on the problem of algae. "CARRIED" Mr. Maurice Preston of Rehder Avenue enquired of Council whether anything would be done I:his year wil:h regard 1:0 extending sanil:ary sewer service 1:0 the Jackman Road, Rehder, Frederick and Edsall Sl:reet area. THAT the sanitary sewer servicing of the area south of Jackman Road and easl: of Scugog Road be carried out pursuant to the provisions of Section 8 of The Local Improvemenl: Act and that the work be included in I:he 1970 capital forecast. Mr. Sturrock also enquired about a decision regarding the resurfacing of Sturrock Road. Mr. Reginald Willatt complained that Council was neglecl:ing a request to erect stop signs at Fourl:h on Prospect and Elgin Streets. Resolution UC-398 Moved by Con. Coombes, seconded by Con. Vroom be advised of the action proposed to be taken in I:he mal:ter of providing sanitary sewer service to Jackman Road. "CARRIED" Resolution UC-401 Moved by Con. Shackell:on, seconded by Deputy Reeve Rundle. THAT a request from I:he Bowmanville Lions Club for permission to hold I:heir annual carnival parade on Friday, August 22nd, be approved. THAT approval be granted to the construction of drying beds to accepl: I:real:ed sludge from the sewage treatment planl: at an estimated cosl: of $85,000. "CARRIED" Resolution #C-403 Moved by Con. THAT with respecl: 1:0 the Oshawa Area Planning and Development Study, I:he Council of the Town of Bowmanville endorses the following cost-sharing arrangement: Cost Sharing Of O.A.P.D. Study Township Of Clarke Re Animal Control Services Chapel Street Sanitary Sewer e e - 3 - 1. That the cost of the study be $850,750.00 as set out in the Final Appraisal; 2. That the Province agree to pay one hundred per cent (100%) of I:he Regional Government Review componenl:, namely, $110,000.00; 3. That I:he Province agree to pay seventy-five per cent (75%) of the development component of I:he study, namely, seventy-five per cenl: (75%) of $740,750.00 and to defer all costs to the municipalities until the end of monl:h 12 of the sl:udy; 4. That the municipalities in the basic study area, namely, the City Of Oshawa Town Of Whil:by Township Of East Whitby Township Of Darlington Town Of Bowmanville Township Of Pickering Village Of Pickering Town Of Aj ax Township Of Clarke Village Of Newcastle be responsible for twenty-five per cent (25%) of the development component of the study, namely 25% of $740,750.00 on a per capita basis, as they are billed following the twelfl:h (12th) month ci the sl:udy; 5.
