Bruce Taylor, Member, at 9:40 a.m. Mayor G. B. Rickard, Member, until 11:30 a.m. Councillor Ann Cowman, attending, at 9:35 a.m. Deputy Clerk, G. Gray, Secretary Also Present: Director of Community Services, T. A. Fanning Deputy Director of Community Services, J. Caruana Resolution #CS-118-81 Moved by Councillor Hubbard, seconded by Councillor Hamre THAT the minutes of the meeting held on June 22, 1981 be adopted as read. 'CARRIED' Resolution #CS-119-81 Moved by Mayor Rickard, seconded by Councillor Hubbard Fire Report THAT the monthly Fire Report for June 1981 be received June 1981 for information. "CARRIED" Resolution #CS-120-81 Moved be Councillor Hubbard, seconded by Councillor Hamre Zion Park THAT the Director's report re correspondence from Mr. John Association Pittens, President of the Zion Park Association relative to financial assistance, be received for information. "CARRIED" Community Services Committee - 2 - July 20 1981 Resolution #CS-121-81 Moved by Councillor Taylor, seconded by Councillor Hamre Ball Diamonds THAT the Director's Report relative to Men's and Ladies Lobb File 68.31.2 Ball Associations regarding the conditions of certain ball diamonds be received for information. Resolution #CS-122-81 Moved by Mayor Rickard, seconded by Councillor Taylor Delegations THAT the rules of procedure be suspended to allow delegations to be heard at this time: Mr. George Piper, Mr. Ken Nixon and Mr. Dave Gilchrist. "CARRIED" D. Gilchrist Mr. Dave Gilchrist, President of the Bowmanville Baseball Bowmanville Association, speaking for the Association, said that they Baseball had the utmost respect for the Community Services Department, Association the diamonds were well maintained. He stated that he travelled all over Ontario with All Star Teamsand found Bowmanville among the best kept ball diamonds in the Province. Ken Nixon Mr. Ken Nixon of Orono, said that the problems with the ball Orono diamonds in Orono were problems with water lying on the field, Diamonds lights out and diamonds not properly dragged. George Piper Mr. George Piper asked why 6 Ladies' Lobb Ball Teams could Memorial Park only use the Memorial Park Diamond one night a week while Diamonds 5 Fast Ball Teams were allowed 3 nights. He also stated that he felt Lobb Ball Teams could use Hard Ball Diamonds without harming them. Resolution #CS-123-81 Moved by Mayor Rickard, seconded by Councillor Taylor THAT Resolution #CS-121-81 be amended by adding that the concerns of the delegations be acknowledged and staff, along with committee, endeavour to resolve the problems regarding the use of various facilities. "CARRIED On being put to a vote, Resolution #CS-121-81 was "CARRIED AS AME 1=1. Community Services Committee - 3 - July 20 1981 Councillor Prout vacated the Chair and asked Vice- Chairman Hubbard to take over the meeting. Resolution #CS-124-81 Moved by Councillor Hamre, seconded by Councillor Taylor Bowmanville Week THAT the Director's report regarding Jaycees Bowmanville Week at the Darlington Sports Centre be received for information. "CARRIED" Resolution #CS-125-81 Moved by Councillor Taylor, seconded by Councillor Harare Insurance THAT the Director's report relative to Insurance Coverage Coverage of participants involved on Municipal, School and other properties in the Town of Newcastle, be received for information. "CARRIED" Resolution #CS-126-81 Moved by Mayor Rickard, seconded by Councillor Taylor Repairs to THAT the Director's report relative to the Zamboni Ice Zamboni Surfacing Machines at the Darlington Sports Centre being repainted and repaired at a_cost of $608.00 by Tom Cowan Pontiac of Bowmanville, be received for information and a letter of appreciation be sent to St. Mary's Cement Co. of Canada for paying for these repairs. "CARRIED" Resolution #CS-127-81 Moved by Councillor Taylor, seconded by Councillor Hamre Sit-On Lawn THAT the Director's report of the explosion of the Allis Mower Explosion Chalmer Sit-on Lawn Mower at Orono Park on July 9 1981 be received for information. "CARRIED" Resolution #CS-128-81 Moved by Councillor Hamre, seconded by Councillor Taylor Recess THAT there be a 10 minute recess. "CARRIED" Community Services Committee - 4 - July 20 1981 Chairman Prout resumed the Chair at this point. Resolution #CS-129-81 Moved by Councillor Hamre, seconded by Councillor Hubbard Lease of Park THAT the following recommendation in the Director's report Depot dated July 14, 1981 be endorsed: 1) the report of the Director of Community Services dated July 14th 1981 be approved; 2) staff be authorized to prepare a lease agreement respecting the lease of the Parks Depot from Mr. Harry Locke; 3) the lease be for a term of two (2) years at an annual rental of $8,400.00 payable monthly from July 1, 1981 to June 30, 1983; 4) that the Mayor and Clerk be authorized to execute the agreement on behalf of the Town of Newcastle; 5) Mr. Harry Locke, owner of the land, be so advised. I IDST' Resolution #CS-130-81 Moved by Mayor Rickard, seconded by Councillor Taylor THAT the Director supply more information regarding the rental charge per square foot of useable floor space, comparisons with other buildings, etc. and report to Council. "CARRIID AS AMENDED" Resolution #CS-131-81 Moved by Councillor Hubbard, seconded by Councillor Hamre THAT the foregoing resolution be amended by adding that the Director of Community Services and the Mayor negotiate with the owner and make a mutual report to Council. "CARRIED" Commmunity Services Committee - 5 - July 20 1981 Resolution #CS-132-81 Spring & Sumner Moved by Councillor Taylor, seconded by Councillor Hamre Facilities & Programmes THAT the Director's report relative to Spring and Summer Facilities and Programmes be received for information. "CAR.RIED" Resolution #CS-133-81 Moved by Councillor Harare, seconded by Councillor Hubbard Recreation & THAT the Director's report regarding the Ministry of Culture Culture and Recreation Conference be referred back to staff for a Conference recommendation to Council. "CARRIED" Resolution #CS-134-81 Moved by Councillor Hamre, seconded by Councillor Hubbard Resignations THAT the letters of resignation from the Orono Zbwn Hall Orono Town Hall Board of Mrs. Madeleine Hadley and Mr. Sterling Mather be Board referred to the Striking Committee. "CARRIED" Resolution #CS-135-81 Moved by Councillor Taylor, seconded by Councillor Hubbard Next Meeting THAT the Community Services Committee meeting scheduled for August 17, 1981 be cancelled and the next meeting be at the call of the Chair in connection with a Council meeting. "CARRIED" Resolution #CS-136-81 Fence Moved by Councillor Hamre, seconded by Councillor Hubbard Newcastle THAT the Director bring in a report dealing with the need for a Village Park fence on the north and west boundaries of Newcastle Village Park to be considered in 1982 budget and he confer with abutting owners as to cost sharing. "CARRIED" Community Services Committee - 6 - July 20 1981 Resolution ##CS-137-81 Moved by Councillor Taylor, seconded by Councillor Hubbard Adjournment THAT the meeting adjourn at 12 noon. ''CARRIED'' REPORT # 1 i Mayor Rickard and Members of Council:- The following is a report of the meeting of the Community Services Committee held on July 20 1981: 1. Receive for Information It was recommended to Council that the following be received for information: (a) Monthly Fire Report for June 1981. (b) Director's Report re Zion_ Park Association request for financial assistance. (c) Director's Report re Jaycees Bowmanville Week at the Darlington Sports Centre. (d) Director's Report re Insurance Coverage on Participants involved on Municipal School and other properties in the Town of Newcastle. (e) Director's Report re Explosion of Lawn Mower, Orono Park. (f) Director's Report re Spring and Sumner Facilities and Programmes. 2. Ball Diamonds Zne Director's report relative to Men's and Ladies Lobb Ball Associations regarding conditions of certain ball diamonds was received for information and the concerns of the delegations were acknowledged and staff, along with the committee endeavor to resolve the problems regarding the use of various facilities. 3. Zamboni Repairs It was recommended to Council that the Director's report relative to the Zamboni ice_. Surfacing Machine at the Darlington Sports Centre be received for information and a letter of appreciation be sent to St. Mary's Cement Co. of Canada for paying for the repairs. 4. Lease of Park Depot The Director was directed to supply more information regarding the rental charge per square foot of useable floor space at the Park Depot, comparisons with other buildings etc. and he and the Mayor negotiate with the owner and make a mutual report to Council. 5. Recreation and Culture Conference It was recommended that the Director report to Council with a recommendation regarding the Ministry of Culture and Recreation Conference. 6. Next Meeting It was recommended that the meeting scheduled for August 17 1981 be cancelled and the next meeting be at the call of the Chair in connection with a Council meeting. Respectfully submitted Maurice Prout, Chairman REPORT # 2 Mayor Rickard and Members of Council:- The following recommendation to Cot.meil was made at a Special Meeting of the Comrnznity Services Committee held on August 18 1981; Radio Frequency for Fire Department ' THAT the Fire Chief be authorized to proceed with the obtaining of a V.H.F. Radio Frequency for the Fire Department's use, at an. amount not to exceed $6,300.00 and the Administrator and Fire Chief investigate and report on the means of funding.''
