HomeMy WebLinkAbout1981-04-27 TOWN OF NEWCASTLE Community Services Committee April 27, 1981 Minutes of a meeting of the Community Services Committee held on Monday, April 27, 1981 at 9:30 a.m. in the Bell Building Committee Room Roll Call Present were: Councillor Maurice Prout, Chairman Councillor Diane Hamre, Member Councillor Marie Hubbard, Member Councillor R. Bruce Taylor, Member Mayor G. B. Rickard, Member Deputy Clerk, G. Gray, Secretary Also Present: Director of Community Services, T.A.Fanning Deputy Director of Community Services, J. Caruana Fire Chief, J. Hayman Resolution #CS-54-81 Moved by Councillor Hubbard, seconded by Councillor Hamre THAT the minutes of the meeting held on March 16, 1981 be adopted as read. "CARRIED" There was no delegation present from Memorial Park Association. Radio Frequency Mr. M. E. Powers, Manager of the Toronto District of the Fire Federal Department of Communications and Mr. J. Nosotti Department Technician, Toronto Section Head, Equipment were present relative to the problems with the Radio Communication Frequency of the Fire Department. Chief Hayman explained Mr. M. Powers the problems with co-channelling a frequency with the Borough of East York. Mr. Powers explained that it was necessary to co-channel because there were not enough frequencies available . Mr. Nosotti Mr. Nosotti stated that he had conducted a further investigation following the previous meeting and had made recommendations. He explained the changes which East York had made to try to alleviate the problem. His recommendations were in a letter to the Mayor dated March 13, 1981. There was a lengthy discussion relative to the matter. i Community Services Committee - 2 - April 27, 1981 Resolution #CS-55-81 Moved by Mayor Rickard, seconded by Councillor Taylor FC-3-81 THAT Report FC-3-81 be received and referred to the Fire Radio Chief to liaise with the necessary agencies and come back Frequency with a recommendation. "CARRIED" Resolution #CS-56-81 Moved by Councillor Hubbard, seconded by Mayor Rickard Durham Region THAT Report FC-4-81 advising that Newcastle Fire Department Quarterly will be hosting the June Durham Fire Chief's Quarterly Meeting Meeting on Wednesday, June 3, 1981 at 8:00 p.m. in Court Fire Chiefs Room #2 be approved. "CARRIED" Resolution #CS-57-81 Moved by Councillor Taylor, seconded by Councillor Hamre Regional THAT the following recommendation in Report FC-5-81 be Fire approved that consideration be given to enroll the Training allotted five members along with an additional three School members if space is available, 1 officer and 1 fire- fighter from each station of personnel are available, with a rate of $250.00 a week for any lost wages; maximum total of 8 personnel with monies from Account #7102-203-001, 002 and 003. at the Regional Fire Training School in Pickering. "CARRIED" Resolution #CS-60-81 Moved by Councillor Taylor, seconded by Councillor Hubbard VHF Radio THAT Report FC-6-81 relative to Communication System Frequency VHF Radio Frequency Information, be received for Information. information. "CARRIED" Resolution #CS-61-81 Moved by Mayor Rickard, seconded by Councillor Taylor Decoration THAT the recommendation in the Report of the Director of Day Community Services be endorsed and Decoration Day be held Cemeteries on Sunday, July 19th, 1981 at Bowmanville Cemetery and Bond Head Cemetery. "CARRIED" Resolution #CS-62-81 Moved by Councillor Hamre, seconded by Councillor Hubbard Quotes THAT the recommendation in report of Community Services Pool Director be endorsed and the quote of Advanced Pools Chemicals Services Ltd. of $8,372.65 for Pool Chemicals be adopted. "CARRIED" Community Services Committee - 4 - April 27, 1981 Resolution #CS-64-81 Moved by Councillor Taylor, seconded by Councillor Hubbard Part-Time THAT the Director's report on Part Time Employee Wage Employee Rates for Spring and Summer 1981 and Fall and Winter Wage Rates 1981-1982 be adopted. "CARRIED" Resolution #CS-65-81 Moved by Councillor Taylor, seconded by Councillor Hubbard Bazaar THAT Director's report regarding the cancellation of the Darlington Bazaar at the Darlington Sports Centre on Saturday, May 9, Sports Centre 1981 be received for information. "CARRIED" Resolution #CS-66-81 Moved by Councillor Hamre, seconded by Councillor Taylor THAT the following be appointed to the Brownsdale Community Centre Board for 1981: Brownsdale Norman Elgear Community Josie Welter Centre Jeanne Grol Board Tom Simpson 1981 Casey Grol "CARRIED" Resolution #CS-67-81 Moved by Councillor Taylor, seconded by Councillor Hubbard Fees THAT the recommendation in report of Director relative to (a) Proposed Fees - Spring & Summer, 1981 (b) Proposed Fees - Fall & Winter 1981-82 (c) Poposed Fees - Newcastle Fitness Centre Multi Purpose Room be approved. "CARRIED AS AMENDED" Community Services Committee - 5 - April 27, 1981 Resolution #CS-68-81 Moved by Councillor Hamre, seconded by Councillor Hubbard THAT the previous resolution be amended and (a) Spring and Summer Fees - 1981; and Sauna and Whirlpool only for the Newcastle Fitness Centre - Adult $1.00 or 10 tickets for $8. Sr. Citizens .50 or 10 tickets for $4. be approved. "CARRIED" Resolution #CS-73-81 Moved by Councillor Taylor, seconded by Councillor Hubbard Fitness THAT Director's report dated April 16, 1981 relative to Centre the Newcastle Fitness Centre Operation Review be received Operation for information and each recommendation be dealt with Review separately. "CARRIED" Resolution #CS-74-81 Moved by Councillor Taylor, seconded by Mayor Rickard THAT Item (a) be approved as follows: Memberships The Community Services Department consider offering in 1982 Annual Memberships 12 months Bi Annual Memberships 6 months Quarterly Memberships 3 months and a new fee structure be introduced in the Fall of 1981 to be implemented in 1982. "CARRIED" Other Business Resolution #CS-77-81 Moved by Mayor Rickard, seconded by Councillor Hubbard Stage THAT the stage at the Darlington Sports Centre be accepted Darlington from the Bowmanville Jaycees and be under the supervision Sports Centre of the Community Services Department. "CARRIED" Resolution #CS-78-81 Moved by Councillor Taylor, seconded by Mayor Rickard THAT the meeting adjourn at 12:35 p.m. "CARRIED" REPORT # 1 Mayor Rickard and Members of Council:- The following is a report of the meeting of the Community Services Committee held on April 27, 1981: 1. Durham Region Quarterly Meeting of Fire Chiefs It was recommended to Council that the Fire Chief's Report that the Newcastle Fire Department will be hosting the June Durham Fire Chief's Quarterly meeting on Wednesday, June 3, 1981 at 8:00 p.m. in Court Room #2, be approved. 2. Regional Fire Training School It was recommended to Council that the allotted five members, along with an additional three members, if space is available, 1 officer and 1 firefighter from each station of personnel are available, be enrolled in the Regional Fire Training School in Pickering June 8 to 12, 1981, with a rate of $250.00 a week for any lost wages; maximum of 8 personnel. The monies from Account #7102-2-3-001, 002 and 003. 3. It was recommended to Council that the Monthly Fire Report for March 1981, be received for information. 4. It was recommended to Council that the Fire Chief's Report relative to VHF Radio Frequency Information, be received for information. 5. Decoration Day It was recommendedto Council that Decoration Day be held on Sunday, July 19, 1981 at Bowmanville Cemetery and Bond Head Cemetery. 6. Pool Chemicals It was recommended to Council that the quote of Advanced Pools Services Ltd. of $8,372.65 for Pool Chemicals, be accepted. 7. Darlington Sports Centre Summer Schedule It was recommended to Council that the Director's report on the Summer Schedule for the Darlington Sports Centre be received for information. 8. Part-Time Employees Wage Rates It was recommended to Council that the Director's report on Part Time Employee Wage Rates for Spring and Summer 1981 and Fall and Winter 1981-1982 be adopted. 9. It was recommended to Council that the Director's report regarding the cancellation of the Bazaar at the Darlington Sports Centre on Saturday, May 9, 1981 be received for information. - 2 - Report #1 10. BroTAnsiale Community Centre Board for 1981 It was recommended to Council that the following be appointed to the Brownsdale Community Centre Board for 1981: Norman Elgear Josie Welter Jeanne Grol Tom Simpson Casey Grol. 11. Spring and Summer Fees It was recommended to Council that the following recommendations in the report of the Director relative to Fees for Spring and Summer 1981 be adopted: (a) Spring and Summer Fees - 1981; and Sauna and Whirlpool Only - Newcastle Fitness Centre Adults $1.00 or 10 tickets for $8.00 Senior Citizens .50 or 10 tickets for $4.00. 12. Summer Maintenance Programme Policy It was recommended to Council that the Summer Maintenance Programme Policy in the Director's report dated April 16, 1981, be endorsed. 13. Municipal & School Board Facilities Use It was recommended to Council that the Director's report, dated April 16, 1981 relative to use of Municipal and School Board Facilities (Indoor-Outdoor) be received for information. 14. Fitness Centre Operation Review It was recommended to Council that the Director's report dated April 16, 1981 relative to the Newcastle Fitness Centre Operation Review be received for information and: (a) Item be approved as follows: The Community Services Department consider offering in 1982 - Annual Memberships for 12 months; Bi Annual Memberships for 6 months and Quarterly Memberships for 3 months and a new fee structure be introduced in the fall of 1981 to be implemented in 1982; and (b) Staff monitor and bring in a further report in the Fall of 1981 for consideration in the 1982 budget relative to a full time cashier. - 3 - Report #1 15. Dog Obedience Classes It was recommended to Council that the Director's report relative to Dog Obedience Training Classes being held in Hampton Hall be received for information. 16. Stage at Darlington Sports Centre It was recommended to Council that the stage at the Darlington Sports Centre be accepted from the Bowmanville Jaycees and be under the supervision of the Community Services Department.
