HomeMy WebLinkAbout1981-03-16 TOWN OF NEWCASTLE ( Community Services Committee March 16, 1981 Minutes of a meeting of the Community Services Committee held on Monday, March 16, 1981, at 9:30 a.m. in the Bell Building Committee Room Roll Call Present were: Councillor Maurice Prout, Chairman Councillor Diane Hamre, Member Councillor Marie Hubbard, Member Councillor R. Bruce Taylor, Member, at 9:45 a.m. Mayor G. B. Rickard, Member Deputy Clerk, G. Gray, Secretary Also Present: Area Fire Chief, J. Hayman Director of Community Services, T.A.Fanning Facilities Manager, F. Payne Resolution #CS-41-81 Moved by C ouncillor Hubbard, seconded by Councillor Hamre THAT the minutes of the meeting of February 16, be adopted as read. "CARRIED" R. Graham Mr. Rae Graham addressed the Committee regarding problems Burketon in Burketon relative to dogs, abandoned cars, condition of property, lack of recreational facilities etc. He stated that he favoured a Maintenance and Occupancy By-law for the Town. Bowmanville Mr. Bob Marjerrison spoke for severallmembers of the Oldtimers Bowmanville Oldtimers Hockey Team requesting the approval Hockey Team of Council to apply for a Special Occasion Liquor Permit for Bowmanville Arena for a Tournament to be held on April 4, from noon until 7 p.m. Resolution #CS-42-81 Moved by Councillor Hubbard, seconded by Councillor Hamre THAT the rules of procedure be suspended to deal with this matter at this time. "CARRIED" 1 Community Services Committee - 2 - March 16, 1981 1 Resolution #CS-43-81 Moved by Councillor Hubbard, seconded by Councillor Hamre Special THAT notwithstanding previous action of Council, the Occasion Committee recommend to Council that they approve the Liquor Permit request of the Bowmanville Oldtimers Hockey Team to for Bowmanville apply for a Special Occasion Liquor Permit for a Arena Tournament to be held in the Bowmanville Arena on April 4, 1981. "CARRIED" Resolution #CS-44-81 Moved by Councillor Taylor, seconded by Councillor Hamre Memorial THAT the report of the Director of Community Services Park relative to Memorial Park Property be received for Property information. "CARRIED" Resolution #CS-45-81 Moved by Councillor Taylor, seconded by Councillor Hubbard February THAT the Monthly Fire Report for February, 1981, be Fire Report received for information. "CARRIED" Resolution #CS-46-81 Moved by Councillor Hubbard, seconded by Councillor Hamre Oil Burner THAT Report FC-1-81, relative to Newcastle Arena Oil Efficiency Burner Efficiency be received for information and Newcastle referred to the Clerk for immediate action and a report Arena back to this Committee. "CARRIED" Community Services Committee - 3 - March 16, 1981 Resolution #CS-47-81 Moved by Councillor Taylor, seconded by Councillor Hubbard Fire Department THAT Report FC-2-81, relative to interference with the Communications Fire Department Communications System and the correspondence System from the Department of Communications of the Government of Interference Canada, dated March 13, 1981 and which was handed out at the meeting, be received for information. "CARRIED AS AMENDED" Resolution #CS-48-81 Moved by Councillor Hamre, seconded by Councillor Hubbard THAT there be a 10 minute recess to allow the members to read the additional correspondence. "CARRIED" Resolution #CS-49-81 Moved by Mayor Rickard, seconded by Councillor Hubbard THAT Resolution #CS-47-81 be amended by adding that Mr. Seibel or Mr. Power be invited to the next meeting of the Committee. "CARRIED" Resolution #CS-50-81 Moved by Councillor Taylor, seconded by Councillor Hamre Dog THAT the report of the Director of Community Services Obedience relative to Dog Obedience Classes be received for Classes information as well as the verbal information regarding the use of the Lions Centre and the Director liaise with Mrs. Miller and investigate other avenues outside the urban area of Bowmanville. "CARRIED" Community Services Committee - 4 - March 16, 1981 f Resolution #CS-51-81 Moved by Councillor Taylor, seconded by Councillor Hubbard Newtonville THAT the recommendation in the Deputy Clerk's report relative Community to appointments to the Newtonville Community Hall Board be Hall Board approved and the following be appointed to the Board for 1981 and the first five (5) named be insured under the Town's Policy: Wallace Boughen Maurice O'Neill Olive Henderson Rowena Tizzard Clinton Farrow Berneice Milligan Frank Stapleton Norma MacInnis Lena Clydesdale "CARRIED" Resolution #CS-52-81 Moved by Councillor Hamre, seconded by Councillor Hubbard Tyrone THAT in response to the correspondence from the Tyrone Community Community Centre Board regarding insurance for members Centre of the Board, they be advised that Council appreciates Board the work which they are doing but, in an effort to keep Insurance costs down, Council has established the policy of insuring five (5) members of each Board and are not prepared to change the policy at this time. "CARRIED" Resolution #CS-53-81 Moved by Councillor Hubbard, seconded by Councillor Taylor THAT the meeting adjourn at 11:15 a.m. "CARRIED" 1 REPORT # 1 Mayor Rickard and Members of Council:- The following is a report of the meeting of the Community Services Committee held on March 16, 1981: 1. Special Occasion Liquor Permit - Bowmanville Arena It was recommended to Council that, notwithstanding previous action of Council, the Committee approve the request of the Bowmanville Oldtimers Hockey Team to apply for a Special Occasion Liquor Permit for a Tournament to be held in the Bowmanville Arena on April 4, 1981. 2. Received for Information The following were recommended to Council to be received for information: (a) Memorial Park Property Report be Director of Community Services. (b) Monthly Fire Report for February 1981. 3. Fire Department Communications System Interference It was recommended to Council that the Fire Chief's report, FC-2-81 relative to interference with the Fire Department Communications System and the correspondence from the Department of Communications of the Government of Canada, dated March 13, 1981 and which was handed out at the meeting, be received for information and Mr. Seibel or Mr. Power be invited to the next meeting of the Committee. 4. Newtonville Community Hall Board It was recommended to Council that the following be appointed to the Newtonville Community Hall Board for 1981 and the first five (5) named be insured under the Town's Policy: Wallace Boughen Maurice O'Neill Olive Henderson Rowena Tizzard Clinton Farrow Berneice Milligan Frank Stapleton Norma MacInnis Lena Clydesdale. 5. Tyrone Community Centre Board Insurance It was recommended to Council that, in response to the Correspondence from the Tyrone Community Centre Board regarding insurance for members of the Board, they be advised that Council appreciates the work which they are doing, but, in an effort to keep costs down, Council has established the policy of insuring five members of each Board and are not prepared to change the policy at this time.
