Minutes of a meeting of the Community
Services Committee held on Monday,
January 19, 1981, at 9:30 a.m. in the
Bell Building Committee Room
Roll Call Present were: Councillor Maurice Prout, Chairman
Councillor Diane Hamre, Member

Resolution #CS-1-81
Moved by Con. Hubbard, seconded by Con. Hamre
THAT the minutes of the meeting held on December 2, 1980
be adopted as read.

Resolution #CS-2-81
Moved by Con. Hubbard, seconded by Con. Hamre
Free Ice Time THAT the report of the Community Services Director
for Schools relative to Free Ice Time for School in Wards 1
Wards 1 and 2 and 2, be received for information.

Resolution #CS-3-81
Moved by Con. Hamre, seconded by Con. Hubbard
THAT the recommendation in the report of the
Bowmanville Director of Community Services be endorsed as follows:
United "THAT the Community Services Committee recommend to
Soccer Council that the request of the Bowmanville United
League Soccer League incorporate the Recreation Soccer
Takeover. League into their organisation and take over assets
pertaining to the Recreation Soccer League such as
equipment (sweaters and soccer balls, etc.)

THAT the previous resolution be amended by adding
that an Agreement be drawn up between the Town
and the Bowmanville United Soccer League and it
be presented to the next meeting of the Committee.

Monthly THAT the monthly Fire Reports for November 1-30, 1980
Fire Reports and December 1-31, 1980, be received for information.

Moved by Con. Hamre, seconded by Mayor Rickard
Wood THAT Fire Chief Hayman contact the Press and set up
Burning information articles relating to the use of wood
Stoves burning stoves.

Moved by Con. Taylor, seconded by Con. Hubbard
Appointments THAT the recommendation in the report of the Deputy
to Boards Clerk be adopted and she be authorized to contact
and Committees the various Boards and Committees, requesting them
1981 to submit recommendations for five members of each
Board for 1981.

Insurance of THAT the Town insure five members of each Board
Board Members and Committee.

Moved by Con. Taylor, seconded by Con. Hamre
Orono Park THAT the Director's report regarding Erosion Control,
Erosion Control Orono Park, be received for information.

Resolution #CS--10-81
Moved by Con. Taylor, seconded by Con. Hubbard
Newcastle THAT Item 2. in the correspondence from the Newcastle
Arena Arena Management Board to the Town Manager, dated
Deficiencies November 27, 1980, relative to deficiencies at the
Item 2 Newcastle Arena, be considered an item of maintenance
and that it be the responsibility of the Arena
Management Board.

Item 4 THAT Item 4. of the abovementioned letter be referred
to the Fire Chief to recommend an appropriate solution
with a cost, and report back to the next meeting of
the Committee.

Federal THAT the report of the Director regarding the Federal
Cultural Cultural Review Committee be received for information
Review and the Director be authorized to expand his Public
Committee Relations media program.

Fitness Centre THAT the Director's report of the hiring of
Employees three persons for the Newcastle Fitness Centre
be received for information.

Business Resolution #CS-14-81
Moved by Mayor Rickard, seconded by Con. Taylor
Meeting THAT the Committee accept the invitation of the
with School Community Services Committee of the Northumberland
Board Newcastle School Board to meet to discuss the
Community Service use of indoor facilities and the Chairman arrange
Committee with the Board a suitable date and time and report
to Council.

REPORT #1
Mayor Rickard and Members of Council:-
The following is a report of the meeting of the Community Services Committee
held on Monday, January 19, 1981:
1. Received for Information
(a) Report relative to Free Ice Time for Schools in Wards 1 and 2.
(b) Monthly Fire Reports for November and December, 1980.
(c) Report regarding Erosion Control, Orono Park.
(d) Report re hiring of three persons for the Newcastle Fitness Centre.
2. Bowmanville United Soccer League Takeover
It was recommended to Council that the request of the Bowmanville
United Soccer League to incorporate the Recreation Soccer League
into their organization and take over assets pertaining to the
Recreation Soccer League, such as equipment, sweaters and soccer
balls, etc. be endorsed and an Agreement be drawn up between the
Town and the Bowmanville United Soccer League and presented to
the next meeting of the Community Services Committee.
3. Wood Burning Stoves
It was recommended that Fire Chief Hayman contact the Press and
set up information articles relating to the use of wood burning stoves.

4. Insurance for Board Members
It was recommended to Council that the Town insure five members of
each Community Centre Board and Abandoned Cemetery Committee.
5. Newcastle Arena Deficiencies
It was recommended to Council that Item 2 of the letter from the Newcastle
Arena Management Board to the Town Manager, dated November 27, 1980,
relative to deficiencies at the Newcastle Arena, be considered an item
of maintenance and it be the responsibility of the Management Board, and
Item 4 be referred to the Fire Chief to recommend an appropriate solution
with a cost, and report back to the next meeting of the Committee.
6. Federal Cultural Review Committee
It was recommended to Council that the report of the Director regarding
the Federal Cultural Review Committee be received for information and
the Director be authorized to expand his Public Relations Media program.

7. Meeting with School Board
It was recommended to Council that the Committee accept the invitation
of the Community Services Committee of the Northumberland and Newcastle
Board of Education to meet to discuss the use of indoor facilities
and the Chairman arrange with the Board a suitable date and time and
report to Council.
