Hobbs Mrs. A. D. Oke E. Rundle R. Dykstra L. Coombes M. Prout K. Shackelton C. Cooke M. McKnight Mr. Clarence Bell of 137 Liberty Street North addressed Council and requested Council's assistance in expediting a remedy for water run off from Liberty Street onto his driveway. Resolution tlC-529 Moved by Con. Prout, seconded by Con. Coombes. THAT our County representative contact the county warden and explain Mr. Bell's problem and request his immediate action. THAT Resolution tlC-397, approved by Council on August 5th, 1969, be amended to read, "That the sanitary sewer servicing of Rehder Avenue, Edsall Avenue, Frederick Avenue, Barbara Street, Sturrock Road and Jackman Road, be carried out persuant to the provision of Section 8 of the Local Improvement Act and thaI: the work IE included in the 1970 Capital Forecast. THAT leave be granted to introduce By-Law No. 69-27, being a by-law to provide for an advanced poll for Municipal Elections, and that the said by-law be now read a first time. THAT the Special Committee Report be adopted and that the Weed Inspector be instructed to have the grass cut along Scugog Street. Also, the Works Department was to be requested that when snow ploughing commences, the snow should be pushed back as far as possible along Liberty Street North to accommodate pedestrians. THAT Council concur with the letter from Strike & Strike and that 2 members of council be appointed to accompany the representative of Proctor & Redfern Limited in discussions with residents on Church Street, and that general procedures outlined in the letter be continued. "CARRIED" Tenders 1) Dagmar Construction Limited, 2085 Midland Avenue, Scarborough, Ontario. 2) Tripp Construction Limited, Port Perry, Ontario. $239,196.06 $241,789.08 Resolution #C-542 Moved by Con. THAT Council concur with the request of Cable TV (Bowmanville) and that the Police and Works Department be notified of street blockage. "CARRIED" Resolution #C-544 Moved by Con. Prout, seconded by Con. Dykstra. THAT a committee of three in conjunction with the Works Department, investigate a complaint by Mrs. R. Davies; and that this committee also investigate a problem at 95 Liberty Street North, and report back to next Council meeting. "CARRIED" The Mayor appointed Con. Prout, Shackelton and Cooke. e Proctor & Redfern Appointed Supervisors Appointment Of Clerk- Administrator, Mr. Joseph M. McIlroy Painting Of Town Hall 1969 Road Construction Programme Tender Award e - 4 - Resolution #C-545 Moved by Con. Dykstra, seconded by Con. Cooke. THAT the firm of Proctor & Redfern be appointed as supervisors on behalf of the Town for the F & T subdivision development. "CARRIED" Resolution #C-546 Moved by Con. Dykstra, seconded by Con. Coombes. THAT the recommendation of the committee appointed to interview applicants for the position of Clerk- Administrator be accepted and that Mr. Joseph M. McIlroy, A.M.C.T., be appointed Clerk-Administrator for the Town of Bowmanville and his salary commence at $12,500 and remain so for 1970, with the starting date of his employment to begin on October 20, 1969. THAT the painting of the Town Hall be held in abeyance until next year, but that tenders be called for the painting of the Works Garage and Dog Pound and that they be opened at Council meeting, October 6, 1969. THAT the 1969 Road Construction Programme be awarded to the lowest bidder, Dagmar Construction Limited, subject to: 1) reduction in work by deleting from the contract a) the intersection improvements at Base Line & Liberty Streets & b) the retaining wall on Simpson Avenue, to bring contract into line with amounts approved for construction in By-Law No. 69-5 and Supplementary By-Law No. 69-9 2) review and approval by Consulting Engineers 3) approval from Ontario Municipal Board 4) approval from Department of Highways of Ontario "CARRIED" e Adjournment Resolution #C-549 e - 5 - Moved by Con.
