THAT the minutes of a meeting of Council held on October 6th, 1969, be approved as printed subject to correction of committee appointed after Resolution #C-556. Members to read McKnight, Prout, Rundle. "CARRIED" Resolution #C-595 Moved by Con. Cooke, seconded by Con. Shackelton. THAT the minutes of a meeting of the Committee of the Whole, dated October 6th, 1969, be approved as printed. "CARRIED" Resolution #C-596 Moved by Con. Prout, seconded by Con. McKnight. THAT the minutes of a meeting of the Committee of the Whole, dated October 14th, 1969, be approved as printed. "CARRIED" Mr. R. Honey, M.P., addressed Council on the discussion which had taken place between the committee appointed to review the closing of the Bowmanvllle Custom's Office and the Government Officials, explaining that the Government's view is that the Bowmanville office is inefficient. Normal efficiency is considered to be 6,000 units per annum for two men. Bowmanville's was only 1,630 units for 1968. Mr. Bill Sinclair of Eastern Division Custom Glass of Newcastle, stated that Government Officials did not approach his company in the survey they made. Mr. Bill Luke of Hollingshead expressed that in his opinion, the Government Officials had a closed mind on the top ic. The industrial representatives at Council retired to Courtroom #2 to further discuss the situation. D.C.A.S. THAT a committee of three be appointed to review a complaint by Bowmanville Zoo regarding gravel on Mearns Avenue, and that the committee study all of the unpaved section of Mearns Avenue South of Concession Street. THAT a committee of three be appointed to study the feasibility of a garbage pickup for Bowmanville Zoo. "CARRIED" The Mayor appointed Con. Dykstra, Cooke and McKnight. Resolution #C-600 Moved by Con. Shackelton, seconded by Deputy Reeve Rundle. THAT Council concur with the recommendation of Proctor & Redfern Limited to obtain aerial photographs of proposed road alterations on local improvement construction routes, if these prints cannot be duplicated satisfactorily from present aerial photographs. THAT Council concur with the recommendation from our solicitors, McCarthy & McCarthy, that they forward a full report on the Consumers' Gas Franchise to the Ontario Energy Board, and that the solicitors take any steps they deem necessary to bring an early settle- ment between Consumers' Gas and the Town of Bowmanville. THAT the second reading of By-Law No. 69-29, be approved. "CARRIED" Resolution #C-609 Moved by Con. Dykstra, seconded by Con. Coombes. THAT the matter of costs for local improvements be referred back to the P.U.C. for request that Proctor & Redfern provide a cost per foot frontage charge on the local improvements. THAT Honeywell Controls Limited be allowed use of the Library basement room for lectures for the week starting November 2nd, 1969 at no cost, and that the Recreation Department be requested to alter their schedules if possible where there might be a conflict of time. THAT a committee of 2 be appointed to discuss with the Works Department, the problems of snow removal. "CARRIED" The Mayor appointed Con. Coombes and Dykstra. Resolution #C-6l9 Moved by Deputy Reeve Rundle, seconded by Con. Shackelton. THAT there be a 5 minute adjournment. "CARRIED" Council reconvened at 9:55 p.m. Mr. R. Honey ~eaddressed Council and expressed the general view of the committee that the Government Officials had a closed mind to the subject and that the survey made by the officials was inadequate. The committee stated that they will request a further investigation and a full report from the Government. Resolution #C-620 Moved by Con. Dykstra, seconded by Con. Coombes.
