THAT the minutes of Council dated November 3rd, 1969, be approved as printed. "CARRIED" Resolution #C-649 Moved by Deputy Reeve Rundle, seconded by Reeve Oke. THAT the minutes of a meeting of the Committee of the Whole, dated November 10th, 1969, be approved as printed. "CARRIED" Resolution #C-650 Moved by Con. Dykstra, seconded by Con. Cooke. THAT the petition submitted by Mr. and Mrs. W. G. Woodward relative to construction of a storm sewer on Prospect Street, under the Local Improvements Act, be tabled and presented to the 1970 Council. "CARRIED" Mr. K. Hooper, Chairman of the Public Utilities Commission, appeared before Council to point out to Council that the action taken by Council under Resolution #C-625, in allowing the Developer of the Waver ley Garden Subdivision to drain the weeping tiles of certain houses into the Sanitary Sewer, was contrary to the provisions of By-Law No. 878. Cooke. / .- THAT a letter be sent to the P.U.C. expressing Council's regret for their action in dealing with the above matter without the approval of the P.U.C., and asking the P.U.C. to concur with their action in this instance with the assurance that, in future, matters which properly come within the jurisdiction of the P.U.C., be forwarded to that Commission. Yeo, 16 Saunders Avenue, appeared before Council complaining of the lead-ins for Cable T.V. on Saunders Avenue, which were, in his opinion, spoiling the aesthetics of the subdivision which had underground services installed. THAT the Clerk-Administrator contact the management of Cable T.V. to find out if it is their intention to put the lead-ins underground or to continue with the present type of overhead wires. THAT the letter from the County Board of Education regarding the proposed secondary composite school, be received and filed. "CARRIED" Resolution #C-654 Moved by Con. Dykstra, seconded by Con. Prout. THAT the Works Department be requested to carry out work as requested in Mr. Lucas' letter dated November 10, 1969. "CARRIED" Resolution #C-655 Moved by Con. Cooke, seconded by Con. McKnight. THAT the third reading of By-Law No. 69-30, being a by-law to authorize the construction of road paving on Church Street, Division Street, Base Line and Simpson Avenue be rescinded; the passing of said by-law to be subject to the approval of the Ontario Municipal Board. THAT correspondence from the City of Barrie regarding a resolution for residential property tax reduction, be received and filed. THAT Council concur with the recommendation of the Planning Board to request Proctor & Redfern to be more specific in their reasons for recommending the maps and also to present a formula of the recovery of the expenditures from the parties who, they feel, would make use of these maps. Mutton, Chairman of the Kinsmen Club of Bowmanville to use the Old Fire Hall for an auction sale on November 29, 1969, in aid of the Cystic Fibrosis Foundation provided the Town still owns the Hall on this date and provided that the Club makes arrangements to have the hall heated. THAT the request of the Subdivider contained in his letter dated November 13, 1969, be approved subject to his providing a written guarantee and a bond that the asphalting and curbs be constructed by June 15, 1970, and further that the Subdivider be advised that all future work must be carried out strictly in accordance with the Subdivision Agreement. THAT the Statement of Accounts for the period of November 1st to November 13th, 1969, in the amount of $158,330.55, be approved, subject to bills for water and sewer being billed to the P.U.C. THAT leave be granted to introduce By-Law No. 69-33, being a by-law to amend By-Law No. 1909, being a by-law to regulate and govern Hawkers and Pedlars, and that the said by-law be now read a first time.
