" Page 5 COUNCIL ~UNUTES The regular meeting of Bowmanville Town Council convened at 7:30 p.m. on Monday, November 15, 1965 at the Council Chambers, Town Hall with His vlorship /iIayor Ivan M. Hobbs in the Chair. All members present. LORD'S PRAYER: ADOPTION OF MINUTES: /iIoved by Con. Hooper, seconded by Con. Chant. THAT the minutes of the meeting held on Monday, November 1st and Saturday, November 6th, 1965 be received and adopted. "CARRIED" III PETITIONS & DEPUTATIONS: "This is a petition for a By-law in the Town of Bowmanville for the closing of Service Stations from 7:00 p.m. until 6:00 a.m. for the sale of gasoline and to have the Service Station Operators each take their turn in staying open on Sunday and until 9:00 p.m. throughout the same week." Moved by Con. Hooper, seconded by Con. Chant. THAT the petition from /iIr. Reid Virtue on behalf of the Service Station Operators be received and referred to the Town Solicitor to draw up a By-law as soon as possible. "CARRIED" IV CO~1UNICATIONS: 1. W. T. Dempsey: "On October 25, 1965, I inspected the asphalt paving on Summer- field Court and Sunset Road in the above noted subdivision (Bowmanville Investments Subdivision). The work complies with the requirements of the specifications for this subdivision. It /iIoved by Con. Hooper, seconded by Con. Rundle. THAT the letter from W. T. Dempsey, dated November 3, 1965, be received and referred to the Finance Committee. ItCARRIED" 2. Department of Energy and Resources /iIanagement: "Miscellaneous Safety Procedures:- 1. During the current calendar year there have been a number of accidents in Ontario involving gas, fuel oil, kerosine, and propane, due to the use of unapproved appliances. 2. In Ontario, it is illegal to buy, sell or install an appliance which uses a petroleum fuel if it is not approved by the De- partment of Energy and Resources /iIanagement. 3. Petroleum fuel burning appliances approved for use in Ontario bear a label: (a) of the Canadian Gas Association (CGA) or ~~ "._f. - .. ,_ w. e .. Page 6 - 2 - (b) of the Canadian Standards Association (CSA) or (c) of the Underwriters' Laboratories of Canada (ULC) or (d) issued by the Minister of this Department. 4. The majority of unapproved appliances are sold over the counter by hardware and similar stores. Such appliances include portable kerosine and fuel oil heaters, propane heaters, et c. 5. If, during the course of your inspections, unapproved appli- ances should be found, would you please so inform: The Chief Inspector, Utilization Inspection, Energy Branch, Department of Energy & Resources I~nagement, 42 Charles Street East, Toronto 5, Ontario." THAT the letter from the Department of Energy and Resources Management, regarding miscellaneous safety procedures, be re- ceived and referred to the Building Inspector for his informa- t ion only. "CARRIED" 3. Ontario Municipal Board: "In the year 1965 your municipality filed a forecast of capital expenditures for the years 1965 to 1969 inclusive and after consideration a quota was established for your municipality for the year 1965. During the year, as well as having the benefit of a planned capital program, your applications were dealt with more conveniently and more expeditiously than would have been possible under the former system. It is now time to begin preparation of a new forecast if you have not already done so. Care should be taken to consult all local boards which have the right to request funds from the Council for capital projects. A new draft forecast for the years 1966 to 1970 inclusive is enclosed. It is greatly in the interest of your municipality to have your new forecast filed as early as possible in 1966. Kindly bring this letter to the attention of council in order that the necessary preparation may proceed without delay. It is imperative that your new quota be established well ahead of your first application in the new year." Moved by Con. Hooper, seconded by Con. Chant. THAT the letter from the Ontario Municipal Board, respecting the forecast of capital expenditures for the years 1966 to 1970 inclusive, be received and be referred to the Finance Committee. "CARRIED" 4. Department of Highways: "We are enclosing your copy of the Audit Report on the Road Expenditures of your Municipality, for the year 1964. THAT the Audit Report received from the Department of Highways be received and referred to the Roads & Streets Committee and their comments be forwarded to the Finance Committee. I1CARRIEDrt 5. General Accident Assurance Co. of Canada: Moved by Con. Hughes, seconded by Con. Hooper. THAT the Inspection Reports and Certificates of Inspection received from the General Accident Assurance Company be received and that this matter be referred to the Finance Committee. THAT the report of the Finance Committee, dated November 10th, 1965, be received and adopted. I1CARRIEDrt VI BY-LAWS: Moved by Con. Chant, seconded by Deputy Reeve Stevens. THAT leave be granted to introduce the following By-law: Being a By-law to authorize the sale of lands and premises to the Bank of Montreal. I1CARRIED" Moved by Con. Hooper, seconded by Con. Chant. THAT the By-law be read a first time, referred to Council in Committee of the Whole and read a second time, Mayor in the Chair. I1CARRIED" Moved by Con. Hughes, seconded by Con. Hooper. "CARRIED" 13. Garbage Collection: Moved by Deputy Reeve Stevens, seconded by Con. Hooper. THAT the Finance Committee make a study of an alternate method of financing the garbage collection. THAT the provisions of By-law No. 1711 as it pertains to dogs running at large be waived for the months of December, January, February and ~~rch and that the dogs be permitted to run at large during this period. "CARRIED" Moved by Con. Hooper, seconded by Con. Rundle. THAT the motion pertaining to dogs running at large be tabled until a report is received from the Department of Animals Branch. ttCARRIEDtt 15. William Dounoukos: A request was received from Mr. Vim. Dounoukos to remove a parking meter in front of the new garage on Division Street. Moved by Con. Hooper, seconded by Con. Rundle. That this matter be referred to the Police Committee with power to act. ttCARRIED" 16. John Quinsey: A letter was received from Mr. John Quinsey regarding a maple tree on Lovers Lane. Moved by Con. Hooper, se conded by Con. Chant. THAT the letter from Mr. ~rohn Quinsey be received and refer- red to the Roads & StreetE Committee with power to act. ttCARRIED" 17. Council Meeting: Moved by Con.
