COUNCIL MINUTES
The regular meeting of Bowmanville Town Council convened at
8:25 p.m. on Monday, November 1st, 1965 at the Council Chambers,
Town Hall with His Worship Mayor Ivan M. Hobbs,in the Chair.
All members present except Reeve Little.

THAT the minutes of the meeting held on Monday, October 18th,
1965 be received and adopted.

PETITIONS & DEPUTATIONS:
Mr. Albert Cole, Secretary of the Bowmanville Planning Board,
appeared before Council to advise of a special meeting of the
Central Ontario Joint Planning Board, being held on Wednesday,
November 3rd, 1965 for the purpose of discussing the Proposed
Rezoning of Part of Darlington Township for quary purposes, and
offered an invitation to Council members to attend.
COMMUNICATIONS:
1. Town of Renfrew:
"On behalf of the Council of the Town of Renfrew, I would like
to thank you for the reception granted the members of the Fire
Committee on their recent visit to your Municipality.
The Committee has expressed their appreciation of this reception
and of the information they received."
Moved by Con. Hughes, seconded by Con. Hooper.
THAT the letter from the Town of Renfrew, dated October 27, 1965,
be received and filed.

2. J. J. Flett:
liAs the sewer and water has been completed on Parkway Crescent
from the north-westerly corner of lot 47 to the south-westerly
corner of lot 25, I would like to have a letter of exceptance
on this.
This same street has been paved from the north-westerly corner
of lot 47 to the north-easterly corner of lot 61. I would also
like to have a letter of exceptance on this."

THAT pursuant to the request of Mr. J. J. Flett and subject to
a favourable report by Mr. Dempsey, we hereby accept the services
outlined in Mr. Flett's letter of October 20th, 1905. >

3. Santa Claus Parade Committee:
"A Committee has been formed to again organize the Santa Claus
Parade on the above date (November 27th, 1965).
A firm expenditure budget of $3,000. has been set, and a Fund
Raising Co~mittee formed to raise the necessary funds to meet
it.
We feel this annual Parade creates and fosters goodwill for
our Town in a general way, and more particularly, in the area
we serve.
With the active participation and support of all community
minded groups and organizations, it will be our aim to make it
a memorable and enjoyable one for young and old alike.
This submission is made to the Town Council in the hope it may
be deemed worthy of their support, and if so, they may see
their way clear to assist us financially in the maintenance of
the lighting, which adds so much to the appearance of the Town
during the Christmas Season."

dated October 25th, 1965, be received and held for further
investigation.

4. Pickering Planning Board:
"The formal ization of the Central Ontario' Joint Planning Area,
consisting of Oshawa, Whitby, Bowmanville, East Whitby, Whitby
Township and Darlington Township, occurred on May 12, 1965.
This formalization officially created a planning area to the
east of Pickering Township. Coupled with Metropolitan Toronto
on the west, it has effectively isolated the remainder of Ont-
ario County. frc'TI the Lake Ontario orientated services, the lake-
shore urban belt of industry and commerce and the advantages
associated therewith, except through Pickering Township.
This formalization was effected, despite prior attempts by
Pickering Township, the Town of Ajax and Pickering Village to
organize a discussion group to assess the effects of this area,
and occurred without regard to the remaining municipalities of
Ontario County. This organization may be desirable or otherwise,
but it is strongly felt that an awareness of the effects should
be known as well as any future implications.
In this regard, a discussion meeting is proposed to be held in
the Port Perry Legion Hall on Wednesday, October 27, 1965 at
8:00 p.m. It is recommended that your municipality be represent-
ed. A reply indicating the number proposed to attend would be
appreciated."

22, 1965, be received and filed.

5. Bowmanville Planning Board:
"At our last Planning Board meeting of October 20th, 1965, it
was brought to light that, due to the new legislation Rules of
the Planning Act, R.S.O. 1960, Chapter 296, as amended and laid
down in the 1965 Planning Act, Committee of Adjustments now
have the control of Part Lot Conveyances, etc., see Section 26,
paragraph (3) (c). Therefore, we recommend to Council that
paragraph 20 of the Town's Subdividors Agreement be revised to,
read in its last line, "Obtained from the Committee of Adjust-
ment of Bowmanville"."

THAT we concur in the recommendation of the Bowmanville Plan-
ning Board under date of October 25, 1965.

6. Central Ontario Joint Planning Board:
"At its third regular meeting held on Thursday, October 21st,
in the third floor Board Room of the Oshawa City Hall the writer
submitted a proposed Budget to cover the Board's operations for
the balance of the calendar year of 1965. .
On motion moved by Mr. Dennis Tyee, seconded by Mr. Harold Muir
and carried unanimously, the Board adopted the 1965 Estimates
dated October 20th, 1965, as prepared by the Director of
Planning.
An allowance is made in these estimates to cover pre-committed
expenditures in the early months of 1966 (such as salaries and
rent) until such time as the 1966 Budgets of the area municipal-
ities are approved. The surplus outstanding on December 31,
1965, will of course be credited to each municipality in the
usual way in the Board's estimates for 1966.
As you know, the Planning Act requires that the Planning Board
submit its estimates to the Council of each Municipality in the
planning area, and as instructed by my Board, the 1965 Estimates
for the Central Ontario Joint Planning Board are submitted here-
with. You will note that the total estimates and the amount
chargeable to each municipality, is less than the amount already
appropriated and referred to in Council's resolution to the
Minister of Municipal Affairs.
Would you please advise the Board upon Council's approval of tqe
estimates in order that, in accordance with the provisions of
the Act, such funds might be requisitioned."

7. Santa Claus Parade Committee:
"It is our intention to hold our imnual Santa Claus Parade on
Saturday, November 27th, 1965, under sponsorship of our local
Chamber of Commerce.
This letter is a request for official approval of what we
believe to be a worthwhile event enjoyed by thousands of child-
ren and adults from Bowmanville and surrounding districts.
Judging from previous experience, we expect the usual problems
concerning traffic and movement of people. Therefore, we
would appreciate the support of the Town Police Force in this
regard.
Would you please convey our request to your next regular
Council Meeting for their consideration. We would appreciate
hearing their decision at your earliest convenience."

Committee with power to act.

8. Township of Darlington:
"NOTICE OF APPLICATION to the ONTARIO MUNICIPAL BOARD by the
CORPORATION of the TOWNSHIP OF DARLINGTON for approval of a
By-law to regulate land use passed pursuant to Section 30 of
the Planning Act.
TAKE NOTICE that the Council of the Corporation of the Town-
ship of Darlington intends to apply to the Ontario Municipal
Board pursuant to the Provisions of Section 30 of the Plan-
ning Act for approval of By-law 2307 passed on the 28th day
of October, 1965. A copy of the By-law is furnished herewith.
A note giving an explanation of the purpose and effect of the
By-law and stating the lands affected thereby is also furnish-
ed herewith.
Any person interested may, within fourteen (14) days after the
date of this notice, send by registered mail, or deliver to
the Clerk of the Township of Darlington notice of his objection
to approval of the said By-law together with a statement of the
grounds of such objection.
The Ontario Municipal Board may approve of the said By-law but
before doing so it may appoint a time and place when any objec-
tion to the By-law will be considered. Notice of any hearing
that may be held will be given only to persons who have filed
an objection.
The last day for filing objections will be November 12th, 1965.

school crossing guard in the South Ward.

riate action on a recommendation in regard to a change of
location of a school crossing guard, which is expected in the

3. Civic Committee:
The Civic Committee Chairman advised of the Armistice Day
observance on Saturday, November 6th, 1965 and asked that all
Council endeavour to attend.
He also advised of the official opening of the New Public
Library scheduled for November 20th.

THAT appropriate notice be effected in the press in regard to
the new Library's official opening.

2. A By-law to appoint places for holding the next Municipal
Election and for other purposes.
3. A By-law to provide for the levy and collection of a special
rate in order to defray the Corporation's share of the cost
of the construction of an addition to the High School at
Courtice, in the County of Durham, the furnishing and equip-
ping thereof, and the expenses connected therewith.

Con. Chant, Chairman of the Public Property Committee,
advised of the condition of the Gestetner machine which
indicated that its age necessitated considerable expense in
repair, in fact, the cost was too extensive to justify the
repair.

THAT the Public Property Committee be given the authority to
deal the old Gestetner subject to Budget Limitations.

THAT the Civic Committee be authorized to effect presentation
of a token acknowledgement on behalf of Council in respect to
the forthcoming 25th Anniversary of the Local Rubber Workers
Union.
