Hobbs in the Chair. All members present. I LORD'S PRAYER: II ADOPTION OF MINUTES: Moved by Con. Hughes, seconded by Con. Hooper. THAT the minutes of the meetings held on October 4th and 12th, 1965, be received and adopted. "CARRIED" III COMMUNICATIONS: 1. Russell C. Honey, M.P.: "You have probably already learned that mail carrier service is authorized for Bowmanville, as well as for other centres through- out Canada. I spoke over the week-end to His Worship Mayor Hobbs about the matter. However, because of our previous correspondence over the past two or three years I thought I should write to you so you would have a record for your file. It will be now necessary for mail slots to be put in the homes and places of business, street numbers to be affixed if now missing and so on. These details will take a little time, but as soon as they have been completed the carrier service should be able to start. In any event Mr. Vice will be quite familiar with the detailed requirements, and will no doubt be passing the information on to the citizens of Bowmanville. Will you please extend my thanks to His Worship and members of Council for their co-operation throughout. Also, I appreciate very much your personal co-operation and assistance." Mr. George Vice, Post rJIaster, appeared before Council to discuss the effect of Mr. Honey's letter, at which time it was suggested that some re-numbering of the Town would be required. Moved by Deputy Reeve Stevens, seconded by Con. Hooper. THAT His Worship the Mayor Dame a Committee of three to study and report on the re-numbering of the Town. "CARRIED" Committee appointed: Con. Chant, Chairman, Con. Fice and Con. Rundle. Moved by Con. Hooper, seconded by Con. Hughes. THAT the letter received from Mr. Russell C. Honey, respecting mail delivery, be received and filed and that a vote of thanks be extended to Mr. Honey for his efforts in this regard. "CARRIED" , . . . e Page 6 - 2 - 2. Department of Municipal Affairs: "Re: Centennial Grants Programme I acknowledge receipt of your letter, dated October 7, 1965, informing me that the Town of Bowmanville no longer wishes to participate in this programme. I know that the Cabinet Centennial Committee of Ontario will be sorry to learn that the Town is unalbe to promote a suitable capital works project for the purpose of celebrating the centennial. The County of Northumberland and Durham will be informed of the Town's decision and the county will now be able to apply for the centennial grant entitlement of the Town in accordance with Section 2 (5) of the regulations made under the Confederation Centennial Act 1962/63." Moved by Con. Hooper, seconded by Con. Fice. THAT the letter received from the Department of Municipal Affairs regarding Centennial Grants be received and filed. "CARRIED" 3. Lake Ontario Development Association: "This is to extend to you on behalf of the Lake Ontario Develop- ment Association an invitation for all your members of Council to attend our Annual Industrial and Municipal Relations Confer- ence. The Conference will be held this year in the Rock Haven ~futel in Peterborough on 'dednesday, October 27th beginning at twelve noon. Many outstanding speakers have been invited to address the assembly. The theme this year is "Decentralization of Ontario's Industry". lie are sure your Council is interested in this subject. Advance registrations have already been sent out and further registration forms will be forwarded. We would suggest that you let us know as soon as possible the number you expect to. attend. The price this year is the same as other years, that of ~i7. 50 per person." Moved by Con. Hooper, seconded by Reeve Little. THAT the letter received from L.O.D.A., dated October, 1965, be received and filed. "CARRIEDll 4. Ontario Municipal Board: "Re: Proposed construction of Works Department Building Thank you for your letter of the 7th instant with enclosures. The following material and information will be required, however, as set out in the Board's procedure attached to letter of Septem- ber the 17th, 1965 referring to your 1965 quota: 1. Advice as to the legislation, quoting chapter and section, under which council intends to proceed. Would this be Section 333(1) of The Municipal Act? , Page 7 . - 3 - 2. Evidence that arrangements have been made with the bank for temporary financing of the entire cost, pending the sale of de bent ures . If a vote of the electors is required by law, and an order of this Board is desired dispensing with a vote under Section 63 of The Ont ario 1.1unicipal Board Act, would you please proceed in accordance with item 2 of the aforementioned procedure." Moved by Con. Hooper, seconded by Con. Rundle. THAT we request the Ontario Municipal Board to dispense with a vote under Section 63 of the Ontario Municipal Board Act in respect to our application for approval of the proposed con- struction of the Works Department Building. . DeVries: "I have repeatedly asked members of Council to cover the hole on top of our dr~veway. . It is very difficult to drive in and out the driveway without missing the hole. Again, I ask to have something done about it." Moved by Con. Hooper, seconded by Con. Prout. THAT the letter received from i~. C. DeVries, dated October 18, 1965, be referred to the Roads and Streets Committee for necessary action to have this repaired. "CARRIED" 6. Russell C. Honey, M.P.: e "This has reference to our previous correspondence rfllative to the reconstruction of the Elgin Street bridge. I am advised by the Board of Transport Commissioners for Canada that the design of a new bridge is now being prepared by the Canadian Pacific Railway's Chief Engineer. It is anticipated that the new structure will be of steel and concrete construction. Provision has been made in the 1966 Appropriations Submissions of the Canadian Pacific Railways for the cost of the new bridge. Officials of the Board of Transport Commissioners for Canada have assured me that they have asked the railway company to give all necessary co-operation to the I~yor and Members of Council, and to complete the plans as speedily as possible. . . . e Page 8 - 4 - The railway officials have assured the Board of their desire to be co-operative but point out, however, that there will be some time elapse for the engineering details of the new structure to be worked out and the plans finalized." Moved by Con. Hooper, seconded by Con. Hughes. THAT the letter received from ~rr. Russell C. Honey, dated October 18th, 1965, respecting the C.P.R. Crossing at Elgin Street, be received and filed. "CARRIED" IV BY-LAWS: Moved by Con. Chant, seconded by Con. Hooper. THAT leave be granted to bring in the following By-law: A By-law to repeal By-law No. 1086. "CARRIED" Moved by Con. Hooper, seconded by Con. Hughes. THAT the By-law be read a first time, referred to Council in Committee of the \{hole and read a second time, Mayor in the Chair. ltCARRIEDlt Moved by Con. THAT the report of Council in Committee of the Whole on the By-law be received and adopted, the same be now read a third time, engrossed, signed by the Mayor and Clerk, sealed and numbered as follows: A By-law to repeal By-law No. 1086. B/L No. 1946. "CARRIED" V ~v & UNFINISHED BUSINESS: 1. D.H.O. Interim Subsidy: Moved by Con. Hooper, seconded by Reeve Little. THAT we petition the Department of Highways for interim payment of subsidy under the Highway Improvement Act on expenditures made in the year 1965. "CARRIED" 2. Bernard Street: See Council minutes of October 12, 1965. 3. Sturrock Road: 4. By-law 1916: Nothing further reported. This zoning amendment By-law remains left on the te',le. . . . . Page 9 - 5 - 5. Matters Referred to Roads & Streets: (1) Prospect Street - drainage. (2) Lamb's Lane - drainage. (3) Victoria Street - drainage. (4) Southway Drive - drainage. These matters ~re presently being considered in the Roads & Streets program. The following recommendations were presented: (5 ) Mrs. T. J. Newman Matter - That no action be taken. (6) Guy LeBlanc - driveway - That no act ion be taken. (7 ) Beach Avenue Parking - That this matter be referred to the 1966 Counc il. (8) Mearns Avenue - C.P.R. Crossing - That this matter be referred to the 1966 Council. (9) Trees - various locations - That necessary action be taken. Moved by Con. Hooper, seconded by Con. Rundle. THAT we concur in the Report of the Roads & Streets Committee in respect to items 5, 6, 7, 8 & 9 above. "CARRIED" 6. New Public Library: Progress reported. 7. Works Department Shed: Progress reported. 8. C.P.R. Bridge: This matter dealt with under Communications. 9. Third Street Lots: Awaiting further advice from the Town Solicitor. 10. Conservation Authority ~~tter: Advice awaited from County Council. 11. Special Committee re Town Automobile: Nothing reported. 12. Pedlars By-law: 13. Committee re Old Town Shed: Moved by Deputy Reeve Stevens, seconded by Con. Hooper. THAT the Special Committee consisting Town Clerk be instructed to endeavour title to the Old Town Works Shed. of the Mayor, Reeve and to negotiate to clear "CARRIED" 14. Renfrew Fire Committee: Con. Hooper reported on a meeting between our Fire Committee and the Fire Committee of the Town of Renfrew held on Monday, October 18th, 1965. . . . . . , Page 10 - 6 - 15. County Council: The Deputy Reeve reported that a Committee report presently awaited by County Council may clarify or alter connecting link agreement s. 16. Trees: The Roads and Streets Committee were asked to check on the condition of a tree at the N/E corner of Liberty and King Streets. 17. Civic Committee: Moved by Con. Hooper, seconded by Con. Fice. THAT the Civic Committee be given the authority to purchase and present individual trophies to the Boys Baseball Team which recently won the }\.ll Ontario title to extent of ~~85 .00. "CiiRRIED" 18. 401 Cloverleaf: Moved by Con. Hooper, seconded by Con. Fice. THAT the Clerk be instructed to communicate with the Department of Highways asking for better lighting and road markings at the 401 intersection in the Town of Bowmanville.
