Hobbs in the Chair. ~ll members present except Councillors Chant and Hughes; I LORD'S PRAYER: II ADOPTION OF MINUTES: Moved by Con. Hooper, seconded by Con. Prout. THAT the minutes of the meeting held on Monday, July 5th and Tuesday, July 20th, 1965 be received and adopted. "CARRIED" III PETITIONS & DEPUTATIONS: e Ontario Street Residents: Mr. B. Payne and others appeared before Council to discuss the local improvement sidewalk propo8ed for Ontario Street from Nelson to Liberty Street. AS ~tr. Dempsey was not present at the meeting with the further information requested by Council no serious consideration could be given to this matter. The delegation was assured that every effort would be made to have IIJr. Dempsey present at the next regular meeting in order to discuss this subject. IV CO~IT1UNICATIONS: 1. Durham County District High School Board: "vfhen the bids for the addition to Courtice High School were opened, it was found that they were much higher than expected. We had been using an estimate of $1,197,000.00 and the low bid is now $1,315,997.00 after cutting. . Therefore, we have no alternative but to of a further $125,000.00 in debentures. You have already approved $365,000.00 in from current funds. request your approval Resolutions are enclosed. debentures and $33,594.00 The bid is only good for 60 days, so that time is important. After receiving your approval we must obtain approval of the Municipal Board and have County Council pass the 3rd reading of the By-law. It would, therefore, be much appreciated if you could return the resolutions by August 15. Three copies are to be returned." Moved by Deputy Reeve Stevens, seconded by Con. Rundle. THAT viHEREAS the Durham County District High School Board intends to construct a vocational addition to the Courtice High School, and to furnish and equip the same, and the original estimated normal costs to the said Board in all was estimated~o be the sum of $398,594.00. . AND WHEREJ~S the Durham County District High School Board applied to the Municipal Councils having jurisdiction in the said District ".--- -the issue of debentures in the amount, estimated to be - '3 5,000.00 to provide for the major portion of the cost of con- stuction to the Board of the said vocational addition to the J , e . . . Page 6 - 2 " Courtice High School, the furnishing and equipping therof, the interest theron and the expenses connected therewith, and the majority of the Councils of the said municipalities have by resolution approved the said application. AND wHEREAS of the tenders received by the said BOard, the one which the Board proposes to accept is in an amount that will render the estimated normal cost to the Board of 1398,594.00 inadequate. AND WHEREAS the Board has now applied to the Municipal Councils having jurisdiction in the said District for the issue of deben- tures in the amount of S125,OOO.00, to provide for the said cost increased as aforesaid. BE IT RESOLVED that the Council of the Corporation of Town of Bowmanville being a municipality included in the said District, hereby approves the said application and agrees to assume its proper proportion of the amounts required to pay the said deben- tures, the interest thereon and the expenses connected therewith, as prescribed by The Secondary Schools and Boards o~ Education Jtct. BE IT FURTHER RESOLVED that the Council of the Corporation of Town of Bowmanville hereby requests the Council of the Corporation of the United Counties of Northumberland and Durham to raise the sum of $490,000.00 in total now required for the purposes afore- said by the issue of debentures of the Corporation of The United Counties of Northumberland and Durham. AND the Council of the Corporation of Town of Bowmanville hereby recognizes that the said Board will be required to raise out of current funds in accordance with Section 34 of The Secondary Schools and Board of Education Act an amount equivalent to the difference between the amount to be raised by debentures as afore- said and the said cost to the said Board of ~33,594.00 increased for reasons aforesaid, "CARRIED" 2. St. Josephs Separate School: "The board of Trustees of St. Josephs Roman Catholic School request that the (~4. 00 per foot severance tax be 'Hai ved, due to the fact that this property will be used for an extension of our school. The property referred to are lot numbers 41, 42 and 43, plan 652, fronting on Parkway Crescent." Moved by Con. Hooper, seconded by Reeve Little. THAT the letter received from St. Josephs Separate School Board, dated July 27th, 1965, be received and that we authorize the Planning Board to waive the frontage tax in respect to the transfer of Lots 41, 42, and 43, Plan 652, as the land is to be used for education purposes. "CARRIED" 3. Junior Men's Town League: "Enclosed you will find copies of a letter I am sending to Service Clubs, Softball Organizations and other groups in Town who maybe come involved regarding flood-lights at Memorial Park. . . e . Page 7 - 3 - This letter is self-explanatory regarding the need of flood- lights at Memorial Park. It would be appreciated if Council would study this letter closely and give hard cohsideration to this worth while project. I would appreciate a reply of your findings. Thanking you for your kind attention in this matter, I remain," Moved by Con. Hooper, seconded by Con. Prout. THAT the letter received from James C. Coyle, President of the Junior Men's Town League, respecting flood-lights at the Memorial Park, be received and a letter to ~~. Coyle wishing every success and advise that Council has no objection to their proposal. "CARRIED" 4. City of Gwen Soundl "At a meeting of City Council held on July 12th, 1965, I was directed to forward the following resolution fOr your Council's endorsation or comments: 'THAT WHEREAS the use of disposable glass bottles in the soft drink industry is rapidly increasing, AND WHEREAS the use of such disposable glass containers is deemed to be a hazard particularly to children who encounter the broken glass on playgrounds, public beaches, roadways, etc., NOW THEREFORE BE IT RESOLVED that the Council of the City of Owen Sound petition the Provincial Legislature to enact legisla- tion to prohibit the use of disposable glass containers in the soft drink industry and that copies of this resolution be for- warded to the Ontario Municipal Association and all cities and towns in the Province requesting their endorsation. THAT the resolution received from the City of Owen Sound regarding the use of disposable glass bottles in the soft drink industry be received and filed. "CARRIED" 5. Department of Highways: "Would you kindly advise whether or not the Town expect to sub- ~it any Construction Proposals for construction work on Connecting ~inks during the 1965-66 fiscal year. You will recall that in your letter of October 8th, 1964 to the District Engineer you mentioned that some work was proposed and that it consisted of storm sewer and widening on King Street from Ontario to Brown Street. Would you, therefore, advise as soon as possible whether or not you intend to submit the proposal this year and if so the approx- imate total cost and the DHO share for this fiscal year. It . . . . THi,T the letter received from the Department of Highways respect- ing Proposed Connecting Link Work 1965-66, dated July 29th, 1965, be received and we advise the Department that the proposed con- struction will take place next year at the same time as their proposed construction on King Street and ask if our project could be included in their contract. Attorney General's Department: "Enclosed, herewith, is a copy of an Office Consolidation of an Act respecting Emergency Measures, Statues of Ontario 1962-63, Chapter 41 as amended by 1965, Chapter 36. You will note that Section 4, Sub-sections (2), (3) and (4) of this Act, requires the formulation of a plan to provide for the continued functioning of municipal government and the necessary services of the municipalities in the event of an emergency; "Emerl!encyTl, means either a wartime (national emergency), or a peacetime (natural emergency). Also, this legislation as amended, now provides for the effective operation of such plans. The Emergency Measures Branch, Public Safety Division, Department of the Attorney General is most anxious to assist and advise in the preparation of plans as required by this Act. United Counties of Northumberland and Durham: Moved by Deputy ~eeve Stevens, seconded by Con. Hooper. THAT the Equalivation By-law of the United Counties for the year 1966, be received and filed. Rotary Club of Bowmanville: "Plans are being completed by the Rotary Club to seed within the next two weeks approximately 5 acres of the recreation area which the club is developing for the use of the citizens of Bowmanville. We also hope that some work on providing roads within the area Cftn be started this fall. Before seedin~ can be started some levelling of the area is required. It is requested that permission be granted to the Rotary Club to have the use of the town road grading equipment on Saturdays and in the evening under the direction of ~~. Stewart to help level the area to be seeded and to help prepare the road areas for gravel. . . : . . Page 9 - 5 - If permission is granted, it is suggested that the writer be authorized to work out the details with ~~. Stewart to arrange for the use of the equipment at times most convenient to him and to arrange for the payment of the employees who will be re- quired to operate the equipment. As our funds for development of the area are very limited, any help which the Council may be able to give us in providing the use of the equipment will be greatly appreciated." Moved by Con. THAT the letter received from the Rotary Club, dated August 16, 1965, be referred to the Road Superintendent with the authority to make necessary arrangements as requested by the Club's letter provided that all work is performed after regular working hours and all costs are arranged by the Rotary Club. THAT a communication be fOFwarded to the C.P.R. inquiring as to when reconstruction of the Elgin Street Bridge will commence and that a copy of this letter be forwarded to Mr. R.
