Hobbs in the Chair. All members present. I LORD'S PRAYER: II ADOPTION OF MINUTES: Moved by Con. Hooper, seconded by Con. Chant. THAT the minutes of the meeting held on Monday, April 19th, 1965 be received and adopted. "CARRIED" . III PETITIONS & DEPUTATIONS: 1. Third Street Residents: Mrs. J. Killeen on behalf of the Third Street area residents presented the following petition: "After recently hearing that Town Council proposes to sell Lots IS, 19, and 20 on Third Street, we, the undersigned, would re- commend to Council that the above lots be retained for park purposes as originally planned. We would also recommend that such a park be developed as soon as possible; so that the younger children in the vicinity may use it as a playground." Following discussion on this subject it was! :.- Moved by Con. Hooper, seconded by Con. Hughes. THAT the petition received from Third Street area residents in respect to the proposed sale of Town owned lots on Third Street be received and referred to the Public Property Committee and Recreation Committee for their consideration and renort at the , next regular session of Council. "CARRIED" 2. Queen Street Local Improvement Petition: Moved by Con. Hughes, seconded by Con. Hooper. THAT the Petition received from Ratepayers of Queen Street having been certified sufficient by the Clerk, be received and that the necessary Engineer's report be received and included in the by-law for presentation at our next meeting. "CARRIED" IV COMMUNICATIONS: 1. Ontario Municipal Board: .- "The Board acknowledges your letter of l\pril 21, 1965. Consideration has been given to your application for approval of By-law 1916 and it would appear that when sections Sand 10 are deleted from By-law 1916, the only objections remaining would be to eection 5 of this By-law. e . . . Page 3 - 2 Upon receipt of a by-law to delete sections 3 and 10 from By-law 1916 the Board will issue an appointment for hearing and direct- ions for the service of notice of such appointment." Moved by Con. Hughes, seconded by Con. Rundle. THAT the letter received from the Ontario Municipal Board, dated April 23, 1965 respecting "Town of Bowmanville Restricted iirea By-law 1916", be received and that the necessary By-law for implimentation of suggestion be presented later in this meeting. "CARRIED'l 2. Welfare Officers' association: Moved by Con. Rundle, seconded by Con. Prout. THAT the Welfare Administrator be authorized to attend the forth- coming Annual Conference of the Welfare Officers' Association being held June 7, 3, and 9, 1965 in the City of Sudbury. "CARRIED" 3. Wm. M; 1\llin: "As we are installing a Sprinkler System for Fire protection in our plant at 19 Scugog Street in !~y of this year, we would like to make '~n application to have an alarm connected with the Town Fire Alar~ System. Could you make arrangements to have this connection made and what the cost would be." Moved by Con. Fice, seconded by Con. Rundle. THAT the letter received from 1;fm. M. Allin, dated ':"pril 29th, 1965 be received and referred to Councillor Hooper for his act ion. "CARRIED" 4. Kiwanis Club of Bowmanville: "The Kiwanis Club of Bowmanville would like the permission of the Council to hold their annual peanut drive on the 17th of May, 1965. The proceeds of this drive will be used to improve the Kiwanis Park on Jackman Road." Moved by Con. Rundle, seconded by Con. Prout. THAT the letter from the Kiwanis Club of Bowmanville be received and that we grant permission for the Club to hold their annual peanut drive on the 17th of ~~y, 1965, provided there is no conflict with other approved dates. "CARRIED" 5. Town of Port Hope: "The following resolution was passed at the regular meeting of the Fort Hope Council held ilpril 26, 1965: e . . . Page 9 - 3 - 'Be it resolved that the Town of Fort Hope recommend to the other municipalities of the Durham County District High School Area that a more equitable distribution of costs for the High School Area be made than on the present assessment basis. That a system calculated on a 50% assessment and 50% pupil basis be adopted by the municipalities of the High School Area.' I am enclosing an information sheet as used to explain the recommendation at the recent joint meeting of the Councils. Would you present this recommendation to your Council at their next meeting and advise if any decision is reached on the matter." Moved by Reeve Little, seconded by Deputy Reeve Stevens. THAT the letter from the Town of Port Hope respecting the Durham County High School Area levy, dated April 27, 1965, be received and referred to the Finance Committee for report. "CARRIED" 61 Boy Scouts of Canada: "On behalf of the Bowmanville District Council of the Boy Scouts of Canada, I am requesting permission for the District to hold a Scouts' Own Service Sunday, June 6, 1965. The tentative arrangements are that the parade form up at Central Public School with the Service to be held at Memorial Park. The route and time has not yet been decided. Vie will contact the Chief of Police when the arrangements have been finalized. Would you please present this letter to the next meeting of the Bowmanville Town ~ouncil and advise us if they have given their approval.1I Moved by Reeve Little, seconded by Con. Hooper. THAT the letter from the Bowmanville Boy Scouts, dated May 1, 1965 be received and that we grant permission for the Scouts to hold the Scouts' Own Service Sunday on June 6, 1965 and that ~s a parade is involved a copy of this letter be forwarded to the Police Chief. "CARRIED" 7. Ross Stevens: "As I am dividing my lot and building a house on the separated lot, I ask permission to remove the curb in two places so that I may make a circular drive." MCl"fed by Con. Hughes, se conded by Con. Chant,. THrlT the request of r~. R. Stevens, dated May 1st, 1965 be granted. In amendment, it was: Moved by Con. Hooper, seconded by Con. Rundle. THAT the foregoing resolution be amended by adding that one cut is to be the responsibility of the Town and the other cut the responsibility of the owner. Royal Canadian Legion: "Branch 178, Royal Canadian Legion, request the permission of the Town Council to park the Legion Carnival Car alongside the old Post Office at the four-corners of the Town for the sale of tickets. For your consideration and reply." Moved by Con. Hooper, seconded by Con. Fice. THAT the request of the Royal Canadian Legion, dated May 2nd, 1965, be granted. "CARRIED" v REPORTS: 1. Welfare: Moved by Con. Rundle, seconded by Con. Prout. THAT the report of the Welfare Department for the month of April 1965 be received and adopted. "CARRIED" 2. Building Inspector: Moved by Con. Chant, seconded by Deputy Reeve Stevens. THAT the report of the Building Inspector for the month of April 1965 be received and adopted. "CARRIED" 3. Roads & Streets: Moved by Reeve Little, seconded by Con. Hooper. THAT the report of the Roads & Streets Department for the period ending March 31, 1965, be received and adopted. "CARRIED" 4. Police Dept.: Moved by Con. Hooper, seconded by Con. Chant. THAT the report of the Police Department for the month of March 1965 be received and adopted. "CARRIED" 5. Northumberland-Durham Health Unit: Moved by Reeve Little, seconded by Con. Hooper. THAT the report of the Northumberland-Durham Health Unit for the month of March 1965 be received and filed. A By-law to amend By-law No. 1916. B/L No. 1934 e . . Page 13 IX NEW & UNFINISHED BUSINESS: 1. Bernard Street: This matter is being looked after by the Town Solicitor. Nothing further reported. 2. Sturrock Road: This matter along with the Concession Street Road Allowance matter was discussed at the Board of Works meeting of March 30, 1965. No recommendations have been made to date. 3. Local Improvements: We are still awaiting O~M.B. approval for King Street Sewer crossing. 4. Matters Referred to Roads & Streets: (1) Prospect Street - letter re storm drainage for report. (2) Lambs Lane - letter from J. P. Rice for report. (3) Victoria Street letter re storm drainage for report. (4) Southway Drive - drainage letters from Cowan and Cornish. (5) Mrs. F. W, Nelles- Roads & Streets Committee given power to act. (6) Mrs. T. J. Newman- Scugog & Edsall - for report. (7) Washington Place - letter from J. C. Coyle for report. 5. Matters Referred to Traffic Advisory Committee: (1) Scugog-King Street intersection. (2) Hydro Pole at Scugog-Queen Street intersection. 6. Matters Referred to Public Property Committee: (1) Letter from Centennial Caravan Committee. (2) Letter from Hospital Board re parking lot lights. 7. Matters Referred to Police Committee: Parking - intersection of Prince and Liberty Streets. 3. Proposed New Works Department Shed: Report on this matter presented in the Board of Works Committee Report. 9. C.P.R. Bridge: The matter of the land rail on the Elgin Street Bridge has been brought to the C.P.R.'s attention and has been repaired. e . . . Page 14 - 3 - 10. Dust Control: The Road Supertintendent is to be advised that dust control procedures are to be effected only on public property and at no time on private property. 11. Fire Department Property: Moved by Con. Chant, seconded by Con. Hooper. THAT the dangerous trees on the Fire Hall property be referred to the Roads and Streets Department for investigation and neces- sary action. "CARRIED" 12. Liberty Street Subway: Moved by Deputy Reeve Stevens, seconded by Con. Hooper. THJ\T a letter be forwarded to the Board of Transport Commissioners for Canada, a copy of which is to be forwarded to County Council and the C.P.R. asking for an investigation of the C.P.R. Subway, Liberty Street North, with a view to correcting the hazardous condition which exists at this location. "CARRIED" 13. Baseline Road: Moved by Deputy Reeve Stevens, 3&oonded by Con; Hughes. THAT arrangements be made to hold a joint meeting with Darling- ton Council in an effort to petition jointly the Ontario Depart- ment of Highways to continue the proposed Developement Road from Martin Road east to Waverly Road. "CARRIED" 14. Centennial Committee Appointment: Appointment made as a result of Board of Works Committee recom- mendation: Chairman Deputy Reeve Stevens, Con. Chant, Con. Hughes. 15. Decoration Day: Moved by Con. Rundle, seconded by Con. Chant. THAT Decoration Day be observed Sunday, June 20, 1965 and that the necessary arrangements be left with the Civic Committee. "CARRIED" 16. Little N.H.L.: Con. Rundle reported that the local Pee Wee Team had been suc- cessful in winning the All Ontario Championship in Collingwood recently. Moved by Con. Rundle, seconded by Con. Hooper. THAT we honour these boys in a fitting manner the cost of which '\ not to exceed \>150.00 and that the necessary arrangements therefore be left with Council's Civic Committee. "CARRIED" e . . .
