COUNCIL MINUTES The regular meeting of Bowmanville Town Council convened at 8:00 p.m. on Monday April 5th, 1965 at the Council Chambers, Town Hall with His Worship Mayor Ivan M. Hobbs in the Chair. THAT the minutes of the Council meetings dated Monday March 15th, 1965 and Thursday r~rch 13th, 1965 be received and ado~ted. "CARRIED" COMl'IDNICAT IONS: 1. Town of Fort Hope: "The Councils of Hope Township and the Town of Fort Hope would like to arrange a meeting with your Members of Council for Tuesday, April 13th, 1965 at 8:00 p.m., in the Council Chambers, Port Hope. This meeting is to discuss education costs in the Durham County District High School Area. Would you please let us know at your earliest convenience, if your Council Members would be able to attend." Moved by Reeve Little, seconded by Con. Hooper. THAT the letter from the Town of Port Hope, dated ~Brch 31st, 1965, be received and that as many members of Council as possible attend the outlined session being held Tuesday, April 13, 1965 in Port Hope. "CARRIED" 2. Ontario Fire College: "The Training Course for lftunicipal Fire Chiefs will be held at the University of Toronto in the Debates Room of Hart House as in former years for two days, April 27 and 28, 1965. The suc- ceeding two days; April 29 and 30, will be devoted to the annual meeting of the Ontario Fire Chiefs' Association. The fee this year is $10.00 and fire chiefs are responsible for their own travelling expenses and living costs while attending. If pay- ment is made by cheque, it should be made payable to the Univer- sity of Toronto. If you desire to make advance payment, such payment should be sent to Business & Industry Section, Division of Extension, University of Toronto, 34 Queen's Park Crescent, Toronto 5, along with the enclosed application form. The fee includes the cost of providing a copy of the proceedings to everyone registered. From the enclosed program you will observe that an informative agenda has been prepared on topics of immediate interest to the Fire Chiefs of this province. This course presents an opportun- ity to the senior Fire Department Officer to keep abreast of many current problems. . -2- Notification of this Conference is also being forwarded to the Plant Fire Chiefs of a large number of industries. In the event that some Plant Fire Chiefs may have been missed, it would be appreciated if you would contact those within your municipality and advise them of the Course. Those attending should make sure of hotel accommodations immediately and, if any assistance is required in this matter, please notify the Ontario Fire Marshal's Office, 204 Richmond St. West, Toronto." "CARRIED" 3. Kinswen Club of Bowmanville: a.... ..." "Further to our request regarding the letter on proclamation for Cystic Fibrosis week (May 24 to May 30) have with your per- mission a streBt bingo and refreshment booth on Friday May 28th. The club would like to block off Temperance Street or Division Street from King Street to Church Street from six o'clock until midnight. All proceeds for this function are to be donated to Cystic Fibrosis (C.F..). If the weather is not permissable on May 23th we would like to have the al tertlate dat e of Friday June 4th." Moved by Con. Rundle, seconded by Con. Prout. THAT the letter from the Kinsmen Club of Bowmanville, dated March 31st, 1965 be received and that we concur with the re- quests contained therein. Lions Club and Rotary Club: "On behalf of the Bowmanville Lions Club, I \'lOuld like to apply for a Centennial Grant through our Town Council for the Bowman- ville Lions Club to build a swimming pool in the year of 1966." "On behalf of the Rotary Club of Bovrmanville, I would like to make application to the Council of the Town of Bowmanville for a Centennial Grant. It would be our purpose to use this grant to develop the seven- teen acre parkland site, recently purchased by our Club, into a Community Park for the use and benefit of the citizens of the Town of Bowmanville. ... It would seem to us that this might be a project worthy of con- sideration in connection with the plans being made for the cele- bration of our Centonnial Year. Any consideration the Council cares to give this application will be greatly appreciated by the Members of the Bowmanville Rotary Club. . . '. . -3- Moved by Con. Hooper, seconded by Con. Hughes. THAT the letters received from the Lions Club of Bowmanville and the Rotary Club, respecting requests for the Centennial Grant, be received and held pending consideration by Council ana that the Clubs be so advised. "CARRIED" 5. Canadian Cancer Society: "Would you request Town Council, on our behalf, at the next session, for permission to hold our Annual Blitz for funds in the Town of Bowmanville on i'londay April 26, 1965. The Blitz will be conducted, as in the past, by the Canadian Order of Foresters and The Sunshine Group. Thank you for your attention to this matter." Moved by Con. Fice, seconded by Con. Hooper. THAT the letter received from the Canadian Cancer Society, dated March 29th, 1965 be received and request be granted. "CARRIED" 6.. Municipal Clerks and Finance Officers Association: "This is the usual reminder that the Kssociation's Conference and Annual Meeting will be held this year again at Delawana Inn, Honey Harbour, June 21, 22, 23. The rate per person is $15.50 und as in the past the Board of Directors has authorized the [-lanagement of the Inn to acid 10 per cent to all bills in place of any tips or gratuities for any of the staff. It is called to your attention that the Board of Directors has fixed the registration fee for non-members this vear at $15..00 and for members ~i5. 00. There is no fee for the wife or husband of a member. For the information of new members it is pointed out that al- though the Conference starts officially on Monday, the 21st, most of those attending arrive in time for the evening meal on Sunday. The Programme Committee this year is headed by Mr. C. T. Ouellette and the Entertainment Committee by ~tr. S. L. Heath. Plan~ of both these committees are well under way. The formal annual meeting of the Association will be held at 10:00 a.m. Wednesday, June 23, 19b5. Before long we will be writing to you for your suggestions as to matters you would like considered at the Group Sessions.- It's not too early NOw to start jotting down subjects which occur to you. "CARRIED" 7. Township of Saltfleet: "Enclosed is a petition which the Council of the Corporation of the Township of Saltfleet intend to forward to the Govern- ment of Ontario. Your Council is respectfully requested to ratify the enclosed pet ition. We would appreciate a certified copy of your Council's reso- lution prior to IVIay 15, 1965." "To the Honourable Members of the Legislative j,ssembly of the Province of Ontario: The Petition of the undersigned, the Corporation of the Town- ship of Saltfleet, HUMBLY SREWETH:- 1. THAT the operation of Police Services within a municipality in accordance with the Police Act, R.S.O. 1960, Chap. 298, is an essential service. 2. THAT the Province of Ontario, in accordance with the various Acts of the Legislative rlssembly of Ontario, provides grants to Municipalities for the maintenance and upkeep of the other essential services such as schools, roads, libraries, welfare, recreation programmes, etc. 3. THAT the provision of grants in aid of the maintenance and upkeep of Hunicipal Police Forces within the ,rovince of Ontario by the Legislative rlssembly of the lrovince of Ont- ario will benefit the whole population of the ;rovince as follows: (a) By standardizing the level of lolice Services throughout the ; rovince. My records have been noted accordingly, and I enclose herewith, six copies of project application statement and would apnre- ciate your returning four completed copies at the time you intend to re-apply." Minister of Munic ipal ;,ffairs: "I acknowledge receipt of your letter of March 4, 1965, enclos- ing copy of a resolution requesting that a planning area be defined to embrace the City of Oshawa, the Towns of Bowmanville andvJhitby, and the TownShips of 1rJhitby, East.Jhitby, and Dar- lington and that the City of Oshawa be named the designated municipality. Resolutions have not vet been submitted by the other municipal- ities affected by this proposal and any decision regarding this matter will have to be deferred until I have heard from all of the municipalities concerned. "CARRIED" 10. John D. Graham: "I, John D. Graham, at 2 .~bert Street would like to have the north side of Albert Street from Liberty St. to be made a no parking zone for one hundred feet to the west. From this point to the west there is no parking as Mr. Robinson has no boulevard, as it is a flower garden. lit present on my frontage the cars park on both sides of the street which is narrow. When it has parking on both sides, there is only room for one car to drive through. The cars going to the hospital use this street when there is available space along in front of the hospital. Further more, I keep the boulevard clean and cut the grass and especially at this time of the year it is cut up by the cars. I respectably Wish that your road committee would look the sit- uation over. There is no scarcity of parking space at the hosp- ital if the visitors are Willing to walk a few steps further. ilease give this some consideration and oblige." . . . . -6- Moved by Con. Robert Morris and Others: "We, the undersigned, citizens of the Town of Bowl!W.nville are complaining about the noise and disturb~nce caused by Howard Woods Trucks parking on Robson Motors property off Brown Street while warming up engines and loading and unloading and also using pro- fane language. This racket starts around 5:00 a.m. lasting some nights till after 10:00 p.m. and occasionally on Sundays. This is very annoying and depreciates surrounding properties, also very unsightly, dusty and 3 danger to children." - . . . . -7- Moved by Con. Fice, seconded by Con. Hooper.
