THAT the minutes of the meeting held on l10nday February 15th, 1965 be received and adopted. "CARRIED" III COMMUNICATIONS: 1. Community Planning Association: A letter was received from the Community Planning Association of Canada advising of the forthcoming annual conference being held in Toronto, April 25-29th, 1965. Moved by Con. Hooper, seconded by Con. Fice. THAT the letter received from the Community Planning Association of Canada be received and filed. "CARRIED" 2. Howard T. iiestlake: "I have received a number of parking tickets in the past two months. I have spoken with r~. Stewart of the Town Hall and he instructed ~e to write to you. I have a '61 Oldsmobile and I find it impossible to enter the driveway without hitting the bottom of the car. We are renting an apartment at 90 Church Street and I would appreciate it if some action would be taken immediately concerning this matter." iVloved by Con. Hooper, seconded by Con. Chant. THAT the letter received from V~. Howard Westlake, dated Feb- ruary 24, 1965 be received and referred to the Roads and Streets Committee for consideration and report. "CARRIED" 3. Joint Planning Board. Moved by Con. Hooper, seconded by Reeve Little. THAT the Minister of iIunicipa1 ;lffairs be requested to define a Planning ,\rea composed of the City of Oshawa, the Town of vlhitby, the Town of Bowmanville? the Township of 'iJhitby, the Township of East Whitby and the Township of Darlington, and to name the City of Oshawa as the designated j.1unicipality. v - . . . -2- It is further requested of the llIinister of Hunicipal Affairs that the provisions of Section 5 of the Planning Act be used with regard to the appointment of memhers to the Joint Plan- ning Board of the aforesaid Planning Area as follows: The City of Oshawa - two elected representatives and two non- elected representatives, as well as the ex-officio member. One elected representative and one non-elected representative from the Town of whitby, the Town of Bowmanville, the Township of ,<[hit by, the Township of East 'vJhit by and the Township of Darlington.. It is further recommended that the Planning "rea be named the Central Ontario Joint Plannin~ Area. - And it is further requested that wherever desired the member Municipalities will continue to maintain their Planning Boards as subsidiary Planning Boards within the proposed Joint Plan- ning Area. Upon the Minister's approval of the aforesaid proposal, the budget for the Joint Planning Area will approximate $35,000.00 for the year 1965 based on an apportioning of the cost having regard to the 1964 population of the respective Municipalities. This therefore will represent a per capita cost of 31~~ for each member Municipality. Provided that we would be permitted to withdraw at any time for a.ny reason. "CARRIED" 4. Department of Energy and Resources danagement: A letter was received from the Department of Energy and Re- sources 11anagement warning of flood conditions and suggesting the steps which should be take~ at a local level to be pre- pared for such an emergency. Moved by Con. Hooper, seconded by Con. Fice. THAT the letter received from the Department of Energy and Resources Hanagement, dated February 26th, 1965, be received and referred to the E. M. O. Tenders for Old Post Office: The Clerk advised that pursuant to Council's direction at the last regular meeting, that he had caused notice in the local and Oshawa paper that tenders for the Old Post Office Building would be received until 4:00 p.m. Monday, March 1st, 1965, and that they would be presented at this session of Council. He advised that he had received two tenders. Moved by Con. Hooper, seconded by Con. Hughes. THAT the tenders received be now opened. THAT we accept the tender submitted by the Bank ,of 110ntreal for the old Post Office Building at a price of $46,375.00 subject to necessary arrangements being made for the Library to remain in this Building until their new quarters are completed. "CARRIED" 2. Bernard Street: Nothing further reported in this respect. 3. Sturrock doad: Nothing further reported in this respect. 4. Franklin Park and Park Land: The Clerk reported that he had received the executed deed from ~tr. Franklin for the 33' of the east side of his property for the widening of Prospect Street. Moved by Con. Hooper, seconded by Reeve Little. THAT the Clerk be authorized to prepare the necessary By-law for the widening of Prospect Street for presentation at the next regular Council session. "CARRIED" 5. Matters Referred to Roads & Streets: The chairman of the Roads and Streets Committee advised that a meeting was scheduled for Tuesday March 2, 1965 to discuss the various items before this Committee. 6. ~~tters Referred to Traffic Advisory Board: 1. King-Scugog Intersection: 2. Pole on Scugog Street at Queen St.: The Chairman reported that a meeting of this Board would be held in the near future to consider these matters. 7. l~tters Referred to Industrial Committee: 1. TH~T this Council go on record concurring vrith the comment of tlooe Department of Nunicipal "ffairs in respect to Paragraph 8 of By-lall 1916 being in conflict with our Official Plan and that vie advise the Ontario i:lunicipal Board in this regard, suggesting that this section be deleted from the said By-law and that application will be made at a future d~te for this change. "CARRIED" (2) Planning Board Suggestion re Apartments: Hoved by Con. Hughes, seconded by Con. Rundle. THAT we concur vrith the Planning Board's suggestion in regard to Apartment Buildings and that we request the Board to make recommendations in this regard. 10. Drainage; "CARRIED" Moved by Con. Hooper, seconded by Con. Hughes. THAT the drainage problem at the intersection of Elgin and Horsey Streets be referred to the Road Superintendent with power to act. 11. Elgin Street: "CARRIED" Moved by Con. Hooper, seconded by Con. Chant. THAT the Roads and Streets Committee Consider installing a guard rail on the south side of the Elgin Street Railvray Bridge and report to Council. 12. Traffic Advisory Board: "CARRIED" Moved by Con.
