Hobbs in the Chair. All members present except Con. Prout who was absent because of illness. I LORD'S PRAYER: II ADOPTION OF MINUTES: Moved by Con. Hooper, seconded by Con. Fice. THAT the minutes of the meeting held on Monday February 1st, 1965 be received and adopted. e "CARRIED" III PETITIONS & DEPUTATIONS: Moved by Con. Hooper, seconded by Reeve Little. THAT the petition received from King Street Ratepayers for a Sanitary Sewer having been declared sufficiently signed be re- ceived and adopted and that the necessary local improvement By-law be prepared and presented for enactment by Council. "CARRIED" IV COMMUNICATIONS: . 1. Southway Drive: Letters were received from ~tr. & Mrs. F. Cornish and Tom Cowan complaining of the storm drainage problems on Southway Drive and asking that consideration be given to the construction of a storm sewer to serve that area. Moved by Con. Hooper, seconded by Con. Chant. THAT the letters received from r~. & Mrs. F. Cornish and Tom Cowan respecting storm drainage on Southway Drive be received and referred to the Roads & Streets Committee for consideration and report. "CARRIED" 2. L. O. D. A.: "Regional Development is continuing to grow. There are now nine Regional Development Associations in Ontario and the concept is spreading to other Canadian Provinces and into the United States. The increasing acceptance of the benefits of Regional Development is most encouraging. The L.O.D.A. basis of membership is .07~ per capita which in most cases works out to a modest sum. It is our intention, with the support of the municipalities in the Region, to continue our promotional activities in agriculture, industry, tourism, etc. .. e . . THAT the letter from the Lake Ontario Development Association dated February 3th, 1965 be received and filed. "CARRIED" 3. United Counties of Northumberland & Durham: "The request from the Council of the Town of Bowmanville, con- cerning a 50 per cent Rebate, was brought to the attention of these Counties' Council at its January Session. The matter' was referred to the Road and Bridge Committee for discussion. The recommendation of this Committee that this letter be re- ferred to the Special Rebate Committee for its consideration when they are meeting to discuss rebates for all the munici- palities was adopted in Open Council." Moved by Reeve Little, seconded by Con. Hooper. THAT the letter received from the United Counties of North- umberland & Durham, dated February 4th, 1965 respecting our request for increased road rebate, be received and ~iled. "CARRIED" 4. J. Treybal: "In your last letter you promised to repair as soon as possible the approaches to the C.P.R. crossing on Mearns Avenue North. Until now - two winters later - nothing has happened, the con- ditions have only worsened further. To repeat once more the problem: The crossing at the mentioned point is far too narrow and especially on the north side of the crossing the road has a dangerous slope to 3-4 deep ditch on the east side. The road at this point should be leveled and widened as you promised. In the last few days after freezing rains it was most of the time impossible to pass the crossing, the road being narrow, icy and not sanded as it should be. Five cars ended in the ditch, including mine - as far as I know. Please plan to improve the conditions of this crossing this year. In the meantime please sand the crossing, when slippery or provide a container with salt nearby, so we can sand it when necessary before some really serious accident on this dangerous point happens. " Moved by Con. Hughes, seconded by Con. Hooper. THAT the letter from !~. Jaroslov Treybal, Mearns Avenue North, dated January 27th, 1965 respecting the C.P.R. Crossing on Mearns Avenue North be received and referred to the Roads & Streets Committee for a report back. "CARRIED" . ~Il~e s- -3- ;. 5. Northumberland-Durham Health Unit: "A meeting of the Board of Health for the United Counties of Northumberland and Durham was held on Wednesday, January 27 at which time the chairman was appointed. The Board of Health for 1965 consists of t he following members: Chairman - Mr. 1. Gibson, Reeve, ~lillbrook ~tr. A. 1. Blanchard, Reeve, Darlington Township (Warden) Mr. J. G. Honey, Reeve, Cramahe Township Mr. R. Porter, Deputy Reeve, ~funvers Township Mrs. George Edwards, Cobourg (Lieutenant- Governor's representative) Secretary-Treasurer - Nr. L. R. Griffith, Cobourg . In accordance with Regulations under the Public Health Act, one member is appointed by the Lieutenant-Governor-in-Council. The other four members are appointed by the Counties Council. It is their responsibility to see that the provisions of t he Public Health Act and the Regulations are carried out." Moved by Con. Hooper, seconded by Con. Rundle. THAT the Northumberland-Durham Health Unit notice of Consti- tution, dated January 29th, 1965, be received and filed, "CARRIED" 6. George Shaw Construction Ltd.: e A letter was received from the George Shaw Construction Co. Ltd. in reply to our letter of October 14th, 1964 respecting the Mausoleum Structure at the Bowmanville Cemetery. Noved by Con. Hooper, seconded by Con. Chant. THAT the letter from George Shaw Construction Ltd. respecting the lf~usoleum at the Bowmanville Cemetery be received and re- ferred to the Board of Works Committee for consideration. "CARRIED" 7. Ontario School Trustees' and Ratepayers' Association: A letter was received from the Ontario School Trustees' and Ratepayers' Association asking that Council consider membership in this Association and advising of the forthcoming Section meeting on April 19th, 1965. Moved by Deputy Reeve Stevens, seconded by Reeve Little. THAT the letter received from the Ontario School Trustees' and Ratepayers' Association, dated January 25, 1965, be received and filed. "CARRIED" . 3. Department of Labour: "Re: The Construction Safety hct, 1961-62. . . . . ~aje /, -4- With reference to your letter of February 3, 1965 and to our telephone conversation, I would like to suggest that rather than discussing the matter by correspondence, that it might be more suitable if it were possible for the writer to meet with your Council in Committee so that there could be a full and frank discussion of the advantages and disadvantages of your proposaL I would point out that with regard to construction safety, it is necessary that the matter should be looked at in the overall picture rather than on a local basis. If the foregoing meets with the approval of your Council, arrangements can be made as to a suitable date for such a meeting." Moved by Con. Hooper, seconded by Con. Rundle. THAT the letter from the Department of Labour, dated February 10, 1965, be received and filed, and that r~. McNair be invited to attend the next regular session of the Board of Works Com- mittee meeting, if possible~ "CARRIED" 9. Kinsmen Club of Bowmanville: "The Kinsmen Club of Bowmanville Inc. wishes the approval of Town Council in proclaiming the last week of May (24th - 29th) as Kinsmen Cystic Fibrosis Week. In endeavouring to assist numerous Kinsmen Clubs in this Dis- trict to meet a financial obligation for the Research of Cystic Fibrosis your permission to grant our above request would be much appreciated. r~y I convey that our Club is willing to meet costs with re- gards to the above requested proclamation." A By-law to appoint a member to the Bowmanville Library Board. 2. A By-law for Licensing and Regulating Transient Traders in the Town of Bowmanville. 3. A By-law to authorize the Construction of a Sanitary Sewer on King Street as a Local Improvement. 4. A By-law to provide for certain exemptions for lands assessed in parcels of not less than five acres, as provided in Section 37 of the ,\.ssessment j\ct, Chapter 23, R.S.O. 1960. "CARRIED" Moved by Con. Hooper, seconded by Con. Fice. THAT the By-laws be read a First Time, referred to Council in Committee of the Whole and read a Second time Mayor in the Chair. THAT the report of Council in Committee of the 1Ilhole on the By- law authorizing the construction of a Local Improvement be re- ceived and adopted and that the same be now referred to the Ontario Municipal Board for approval prior to third and final reading. THAT we petition the Department of Highways for the statutory grant under the provisions of the Highway Improvement rtct on expenditures made during the year 1964. "CARRIED" 2. Bernard Street: This matter dealt with under the Finance Committee Report adopted earlier in the meeting. 3. Sturrock Road: Council is awaiting further word from Mr. Rehder in this respect. 4. Local Improvements: As a result of the passing of a local improvement by-law under "By-laws" on these minutes it will be in order for Council to call tenders for the various works when O.M.B. approval is received. 5. Park Land, etc.: This matter is dealt with under the Finance Committee Report adopted earlier in the meeting. 6. Industrial Agreement: The Chairman of the Industrial Committee advised that an ex- tended agreement with Bowbrook had been signed and registered by the Town Solicitor. 7. Referred to Roads & Streets: 1. Parking Meter removal - Silver Street: Nothing further reported in this regard. 2. S. R. James Matter: Moved by Con. Hooper, seconded by Con. Hughes. THAT we rescind the resolution passed by this Council on January 18th, 1965 which gave the Roads & Streets Department the authority to excavate on the east side of Centre Street to determine if additional tiles join up with the James drain and to report their findings to Council. Roads & Streets Department: The Chairman reported that they had received two Quotations for 2 - 1200 x 24 tires and tubes 8 ply as follows: H. W. Knapp G. F. Jamieson $ 2(9.36 $ 275.00 Moved by Reeve Little, seconded by Con. Rundle. THAT we accept the lowest tender submitted by H. W. Knapp for 2 - 1200 x 24 tires and tubes 3 ply at a pri6e of $269.36. "CARRIED" 13. County Jail: The matter of the proposal by the County to join with other Counties in the construction of a new jail was considered at length. The Deputy Reeve advised that he had considerable in- formation in respect to this proposal and would make it available at the next meeting of Council for further consideration.
