PORT DARLINGTON NEIGHBOURHOOD SECONDARY PLAN
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PSD-143-04 be received;
2. THAT the proposed Amendments to the Municipality of Clarington Official Plan, Port
Darlington Neighbourhood Secondary Plan as shown in Attachment 2 be referred back
to Staff for further review and consideration of comments received at the Public
Meeting; and
3. THAT any interested party or delegation be advised of Council's decision.

1.0 BACKGROUND
1.1 On June 28th, 2004 Council approved the expropriation of specific properties in the East
Beach area; Council approved further acquisitions and expropriations in the East Beach
area in October of 2004. The lands to be acquired have been identified in the
Waterfront Strategy (1992) and in the Land Acquisition Strategy (2000) as amended.
1.2 At the October 25th, 2004 meeting of Council, staff was authorized to make appropriate
amendments to the Port Darlington Neighbourhood Secondary Plan.
1.3 This amendment to the Secondary Plan is to allow for the relocation of a portion of Port
Darlington Road and East Beach Road and the enlargement of the East Beach portion
of the district park for the Bowmanville Waterfront.
2.0 DESCRIPTION OF PROPOSED OFFICIAL PLAN AMENDMENT
2.1 Additions to the Policies
The Official Plan Amendment proposes relatively minor modifications to policies
concerned with the alignment of a portion of Port Darlington Road and East Beach
Road in Sections 4, 8 and 11. The following highlights the revised policies contained
within the Amendment (by Section number). All changes to the text are noted in bold
italics.
"4.4 Notwithstanding Section 24.3 of this Official Plan, the road alignments and
land use designations on Map A - Land Use will be confirmed by detailed
park development and engineering studies. The configuration of the
Marina Commercial, Village Commercial and Waterfront Greenway
designations will be subject to the road alignment and district park
configuration. "
"8. 1 The Waterfront Greenway comprises lands within the Regulatory Shoreline Area
and additional lands to be acquired by means of park/and dedication or municipal
acquisition. The Municipality will seek to secure park/and for an appropriate
distance beyond the Regulatory Shoreline area as determined through the review
of development applications, detailed park development plans, hydraulic,
shoreline and wetland studies."
"11.5 The West Beach Road west of the Liberty street extension shall be maintained
as a rural cross section. All other loca/ roads shall be constructed and
maintained to an urban standard; except through the district park where
urban standards may be altered to provide for park related features."

2.1.1 The Amendment clarifies that the acquisition of the East and West Beaches for the
District Park is part of the municipal acquisition strategy.
"8.3 The Municipality Greenway as indicated on Map A. It is the long term goal of this
plan for the Municipality to acquire lands in the West and East Beaches for one
of these District Parks. The Municipality has developed an acquisition
strategy setting out priority areas and timeframes for acquisition. Council
may amend the acquisition strategy based on the detailed plans for the
park development. The other District Park will be acquired and developed in
conjunction with residential development. "
2.2 Deletions from the Policies
2.2.1 Policy 7.4 provided for an alternative use to public parkland on the south side of East
Beach Road. The Amendment removes the policy. With the continued erosion in this
area, the cost of preparing and implementing a comprehensive shoreline stabilization
plan through private ownership and public acquisition of many of these parcels, it has
become apparent that this policy is not desirable. Instead, commercial uses should be
set well back from the shoreline to enhance public safety, security and usability of the
waterfront district park.

2.3 Technical Chanaes
2.3.1 A number of technical changes form part of this proposed amendment. Section
numbers of the Secondary Plan are identified with the recommended changes noted in
BOLD.
2.2 Clarification that "local residents" are "local residents of Clarington"
4.4 Renumber existing 4.4 to 4.5

3.1 In accordance with the Planning Act, R.S.O. 1990, appropriate notice of the Public
Meeting was given through advertisements placed in the October 20, 2004 edition of the
Canadian Statesman. A courtesy letter was mailed to the individuals in the East Beach
area that we are engaged in property negotiations with and the Port Darlington
Community Association.
4.0 CONCLUSIONS
4.1 The Port Darlington Neighbourhood Secondary Plan identified a policy framework for
the future development of a residential neighbourhood generally located east of the
Bowmanville Creek. It also included policies for the overall acquisition and development
of the Bowmanville Waterfront District Park. This revision provides for the enlargement
of the District Park and realignment of Port Darlington Road and East Beach Road. This
amendment will incorporate appropriate policies into the Municipality's Official Plan to
provide for some flexibility in the precise configuration of this larger park.
4.2 The Planning Act, R.S.O. 1990, requires that a Public Meeting be scheduled to consider
an Official Plan Amendment. The purpose of this report is to facilitate the public
consideration of the proposed Official Plan Amendment to the Port Darlington
Neighbourhood Secondary Plan.

AMENDMENT NO.
TO THE CLARINGTON OFFICIAL PLAN
PURPOSE:
The purpose of this amendment is to revise the Port
Darlington Neighbourhood Secondary Plan to allow
for the realignment of a portion of Port Darlington
Road and East Beach Road to enlarge the waterfront
district park area.
BASIS:
The Amendment is based upon the detailed design
development for the parkland and road alignment,
resulting from engineering and hydraulic, shoreline
and wetland studies.
ACTUAL AMENDMENT: The Port Darlington Neighbourhood Secondary Plan
is hereby amended as follows:
1. In Section 2.2, by adding the words" of Clarington" after the words '10cal
residents".
2. By adding the following new Section 4.4:
"4.4 Notwithstanding Section 24.3 of this Official Plan, the road
alignments and land use designations on Map A-Land Use will be
confirmed by detailed park development and engineering studies.
The configuration of the Marina Commercial, Village Commercial
and Waterfront Greenway designations will be subject to the road
alignment and district park configuration."
3. By renumbering 4.4 to 4.5.
4. In Section 6.3, by replacing the word "Facility" with "Facilities".
5. By deleting Section 7.4.
6. In Section 8.1, by adding the words "detailed park development plans,
hydraulic, shoreline and wetland studies" to the end of the final sentence,
so that the final sentence reads:
'The Municipality will seek to secure parkland for an appropriate
distance beyond the Regulatory Shoreline area as determined
through the review of development applications, detailed park
development plans, hydraulic, shoreline and wetland studies,"

7. In Section 8.3, by adding the following sentences after the second
sentence:
"The Municipality has developed an acquisition strategy setting out
priority areas and timeframes for acquisition. Council may amend
the acquisition strategy based on the detailed plans for the park
development."
8. In Section 11.5, by adding the words "except through the district park
where urban standards may be altered to provide for park related
features" to the end of the last sentence, so that the final sentence reads:
"All other local roads shall be constructed and maintained to an
urban standard; except through the district park where urban
standards may be altered to provide for park related features."
9. In Section 13.2, by adding the word" boardwalks" to the second bullet so
that the second bullet reads as follows: "bridges/boardwalks"
IMPLEMENTATION:
The provisions set forth in the Official Plan and the
Port Darlington Neighbourhood Secondary Plan as
amended, regarding the implementation of the Plan
shall apply in regard to this Amendment.
INTERPRETATION:
The provisions set forth in the Official Plan and the
Port Darlington Neighbourhood Secondary Plan as
amended, regarding the interpretation of the Plan
shall apply in regard to this Amendment.
