SUBJECT: MINISTRY OF HOUSING REVIEW OF TOWN
OF NEWCASTLE BUILDING DEPARTMENT PROCEDURES
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-74-88 be received for information.
BACKGROUND AND COMMENTS:
As the Committee Members may recall in March of 1987, the General Purpose and
Administration Committee resolved to request the Staff to meet with the Ministry of
Housing to review the required practice of mandatory inspections with the intention
of seek a practical solution to inspections in larger subdivisions. Following
thereon, a meeting was arranged with representatives of the Ministry of Housing and
a review of the Department's administrative procedures and inspection procedures
undertaken.
Due to changes in staffing at the Ministry, the results of their review were not
received and it was necessary to, again, meet with Ministry representatives to
review the situation.
Following thereon, Staff received the attached response which basically confirmed
that the procedures being followed by Staff were adequate and met the objectives of

the relevant legislation. in addition, suggestions were made with respect to
the Town's Building By-law, customer relations, and various details relative to
forms presently utilized by Staff.
The Chief Building official is working with these suggestions with the
intention of implementing the necessary changes and will do so as soon as
practical.

Dear Mr . Wight :
It was a pleasure for me to visit your office recently
to review and comment on your administrative procedures
with regard to issuing building permits .

The detailed administrative process you described
respecting the issuance of building permits and
subsequent inspections appears to be efficiently
designed.
I have however, some suggestions to make regarding
signing of permits and customer relations .
As you know, the issuance of a building permit in a
municipality is the responsibility of the chief
building official as stated in Section 5 . ( 1 ) of The
Building Code Act RSO 1980 . Therefore , responsibility
for signing the permit rests with the chief building
official . For purposes of expediency , a chief building

reference to customer relations is in regards I_o
developing an information package to hand out to
applicants at the counter. This would contain a
description of the process and necessary information

lessen time spent trying to explain what is required in
order to obtain a permit to construct .

With reference to our discussion of your building
by-law, I am attaching a copy of "A guide to a
Municipal Building By-law" which should assist you in
amending your municipal by-law.
In reviewing your record keeping system, I cannot
detect any concerns in this regard. The files that I
have seen appear to be neat and orderly. Furthermore ,
I understand that you are in the process of preparing
an office Procedural Manual . This no doubt, will
assist you and your staff in determining the status of
a particular application , permit or file in a more
expeditious manner .
Finally, I wish to congratulate you in what appears to
me to be a smooth running building administration
department .

13. MINISTERIAL -MODIFICATIONS TO THE: TOWN OF NEWCASTLE
OFFICIAL PLAN

14. EAST OF COURTICE ROAD - LAND USE DESIGNATION
That staff bring forward a report on the implications of changing
the land use designation of the area east of Courtice Road within
the Courtice Urban Area, and recommendations on how to proceed.
15. STAFFING - PLANNING AND DEVELOPMENT DEPARTMENT
That the appropriate staff be hired to deal with the work load
in the Planning Department under the following conditions :
1 . That the fees be increased per Planning Report PD-69-87 -
Section 5(b) of attachment #2, to offset the cost to the
municipality; and
2. That any new staff be informed that the position may be
of an eliminatable nature ; and
3. That staff meet with the Ministry of Housing to review the
required practice o " mandatory inspections with the intention
of seeking a practical solution to inspections in larger
subdivisions ; and
4. That Staff report back in 3 months .
16. RENTAL PROPOSAL PHOTOCOPY EQUIPMENT
That Report TR-13-87 be referred back to staff for further review
and subsequent report.
