SUBJECT: Report on Orono Town Hall (Orono Youth Centre)
1. History:
The Parks & Recreation Department inherited the Orono Town Hall in September
of 1974, when the Orono Chamber of Commerce decided not to look after the operation of
the hall.
During 1974, 1975 and a portion of 1976, the hall was used by Teens during the
winter months and Tuesday, Thursday and Friday evenings and Saturday afternoons. The
Orono Jamboree started in the hall in November of 1974. This is a monthly event held once
a month during the fall, winter and early spring. The teens groups faded out in the
spring of 1977 and was discontinued.
This department had a branch office in the hall during the year 1975. Mr. J.
Caruana, now Deputy Director used the basement office. However, in January of 1976,
Mr. J. Caruana was brought into the Town Hall in Bowmanville, as this is the centre of
programme and facilities operation point.
During the past two years the hall has been used more then it was three or
four years ago.
2. Building Maintenance & Requirements:
In February of 1977, James E. Hayman, Fire Chief of Newcastle recommended the
following requirements under the Fire Safety Act, also including cost:
1. Auditorium - South-east fire Exit requires repairs or replacement to the
ext:rior landing and stairs. ($80.55)
2. Install a solid-core door with panic bar hardware and latch. (.,T99.50)
3. Install anilluminated exit light over auditorium door to exit. ($35.40)

4. Install 2 - 22 gal. pre surized water fire extinguishers Rated 2A in
auditorium area. ($80.00)
S. Install 1 - 22 gal. pressurized water fire extinguisher Rated 2A in the
gallery area of the auditorium. ($40.00)
6. Furnace Room - Requires 2 hr. fire separation, fire rated door and
frame with closure. ($202.00)
7. Furnace Room - Requires exterior air for combustion and ventilation,
two permanent openings (28 sq. inches per gal.) 10" by 10" = 100 sq.
inches. ($40.00)
8. Furnace Room - Requires 1 - 5 lb. ABC dry chemical fire extinguisher
Rated 2A 10 BC. ($32.00)
9. Storage room under main entrance stairwell, clean up, no storage of
plastic garbage containers.
10. Install 1 - 22 gal. pressurized water extinguisher Rated 2A in Card
Club Room (main floor) . ($40.00)
11. Office Area Main Floor - Requires 1 - 5 lb. ABC dry chemical fire
extinguisher Rated - 2A 10 BC. ($32.00)
12. Every exit door other than the main entrance to a room or building
shall have an illuminated exit sign placed over it. (4 lights) ($141.60)
13, Emergency lighting for areas having an occupancy load of 60 persons
or more. (auditorium) . ($245.00)
14, Fuel pipe to combustible material clearance shall be 9 inches. ($76.00)

The Fire Chief also recommended that the exit rear door on the south east
side of the auditorium have a panic bar and that a new platform and staircase replace
the old one which he considered dangerous.
This work was finally completed in July of this year.
The Town Treasurer submitted an intent Grant re: Community Centre for $4.000.00
re: cost of project. The Town would receive $1,000.00 from the Government towards this
expenditure.
The hall was used very little plus not being properly looked after until the
Parks 4 Recreation Department took it over in September of 1974. At the present
time we are looking after the caretaking of the building and opening and closing of it.
Mr. . A. Ritchie resigned as caretaker as of November 30th of this year. His salary was
$121,00 a month.
We need a reliable person as caretaker of the building who will maintain the
building properly.
A proper caretaking schedule should be prepared for the caretaker, so that he
will be able to keep ahead of the work.
The washrooms are a disgrace and need to be up graded. The Men's Room has
one stool and a basin and it is very small and only accomodates one person at a time.
The Women's Washroom is larger, but there is only one stool and a basin there.
Nearly every time that the undersigned has worked a Jamboree we have a
plumbing problem. Personally I feel the septic tank is not large enough to handle
the traffic in the building. On Sunday, December 4th both toilets flooded over due
to the septic tank. This information, ? received from Harvey Partner Junior, who I called
in immediately when this problem took place.
The tiles in the basement should be replaced with new ones.

Occasional Rentals:
Now and then the hall is used for public meetings by the Region,
Hydro, Planning Department, Orono Athletic Association, Orono Swimming Club
and Election Station, Library Puppet Shows, Orono Jamboree and various Christmas
Shows.
Groups who paid a rental fee were, Election Station and Hydro. Town
Groups were not charged for use of the hall .
S. Orono Hall Rental Fees (As of December 7th, 1977) :
Over a year ago at a Property & Personnel Committee Meeting I recommended
that the rental fees of the Orono Hall should be revised. Some of the local
Orono Groups feel they should have the hall free.

A rental of $30.00 per session for the auditorium sounds reasonable, compared
to the present rates. Whether this straight fee of $30.00 will turn some of the groups
now using this hall away, is difficult to answer.
A yearly fee of $500.00 for the Cara Club broken down, is about $44.00 a month.
They use the Card Room morning, afternoon and evening. The attendance is staggered. At
times there may be 15 or 20 playing cards or pool and at other times about 4 or 5.
The Bowmanville Jaycees have meetings there on Wednesday evenings, however they
are in the office other days during the week. The meeting room is used by groups in
town when the Jaycees are not using the meeting room.
8, Tentative Estimate - Revenue:

The total Revenue of $4,355.00 will depend on whether the groups involved
will use the hall at the rates tentatively set.

10. Summary:
The use of the hall is limited. At the present time it could be used
for dances, but we would not be able to aquire a bar permit due to the improper
washrooms.
Most of the chairs are old and some have already been repaired several
times. There is a shortage of chairs at present. When we do have a big event
we have borrowed chairs from the Haw--ton Hall.
To hold Bingo's we have no tables at all. For Banquets, no kitchen
facilities.
The large meeting room in the new Orono Arena may phase out Rentals
now taking place in the Orono Hall.
Mr. Roy Forrester of the Orono Weekly Times and the undersigned have
often thought maybe the hall should be turned into a music centre. This would
involve all types of music. Rental charges could be involved here. At one time the
Orono Kinsman Club were interested in operating the Hall and I understand the
Bowmanville Jaycees are interested in looking after the Hall. I feel an Orono based
group or a committee of responsible people from the Orono area could do a good job .
in looking after this hall.
11. Recommendation:
That a Hall Board be formed of various individuals from Clubs and
organizations in the Orono area to administrate and operate the hall. It seems the
Hall Boards working in other communities are doing well and I feel it can be done
in Orono.
