SUBJECT: REZONING APPLICATION - QUADRILLIUM CORPORATION
PART LOT 8, CONCESSION 1, FORMER TWP. OF CLARKE
OUR FILE: DEV 87-101
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-41-88 be received; and
2. THAT the application submitted by Quadrillium Corporation, to rezone lands
to allow for the development of a proposed subdivision, be referred back to
Staff for completion of the circulation process and a subsequent report.
BACKGROUND AND COMMENT:
On November 30, 1987, the Planning Department received an application to rezone the
above-noted property to permit the development of a subdivision. The subdivision
application was received on December 16, 1987 and proposes sixty-six (66) single
family dwellings.
Staff would note for Committee's information that, pursuant to Council's resolution
of July 26, 1982 and the requirements of the Planning Act, the appropriate signage
acknowledgiang the application, was installed on the subjects lands, and
surrounding property owners were advised of the proposal. Staff have also conducted

a circulation to receive comments from relevant agencies and departments.
The lands subject to rezoning and plan of subdivision application are within
the boundaries of the 0ewtouville Hamlet Plan and are designated for
"Residential Expansion" and a `park site' . However, the 0evvtonville Hamlet
Plan is currently under review by the Durham Regional Planning Department and
therefore is not yet an approved document. Concerns which have been raised
over the NewtouviIle Plan include comments from the Ministry of Agriculture and
Fond and lack of potable water. This latter concern is intended to be resolved
, by provision of a municipal water system. Regional Council approval is pending
on the proposed system.
Staff note m further biodecance to processing this application is the oaumber
of comments outstanding from various agencies and departments. Comments
received to date generally have indicated no objection to the proposed
rezoning.
In consideration of the above-noted information, Staff are not in a position to
present a recommendation on the rezoning application at this time.
Accordingly, it is recommended that this reBmcL be referred back to Staff for
further processing and subsequent ceDuct at such time all outstanding comments

are received and the 0ewtooviIle Hamlet Plan concerns have been resolved.
