THAT Report PD-35-88 be received; and 2. THAT Staff be authorized to retain the services of the Proctor and Redfern Group to prepare Hamlet Secondary Plans for the Hamlets of Hampton and Orono as per the Terms of Reference; and 3. THAT a copy of Staff Report PD-35-88 be forwarded to the Purchasing Agent to allocate funds from the Consulting Services Budget Reserve Account No. 2900-0023. BACKGROUND AND COMMENTS: As the members of Council may recall, at the meetiang of November 16, 1987, Resolution $GPA-897-87 was approved authorizing the allocation of Forty Thousand Dollars ($40,000.) from the Consulting Services Budget for the use of the Planning Department to retain the services of a consultant for the purposes of preparing Secondary Hamlet Plans for Hampton and Orono. In addition, the Consultants were . . .2 REPORT 0O. : PD-35-88 PAGE 3 _______________________________________________________________________________ required to provide a separate quotation for the undertaking of the preparation of a Concept Plan for the development of the vaIleylauda adjacent to the Orono Business Improvement Area and an 000eoomeot of the potential for providing additional downtown parking within the Hamlet. Accordingly, Staff prepared Terms of Reference for the preparation of the Hamlet Secondary Plans and invited five (5) Consulting Firms to submit proposals. on January 15, 1988, Staff received submissions from four (4) of the firms, MocobaII, Macklin, yomogbau; Totten, Sims, Bobinki; M.M. Dillon; and the Proctor and Redfern Group. The Greer Galloway QcooD regretfully did not submit s proposal doe to existing workload. Staff would note for the Committee's information that three (3) of the four (4) quotations were below the amount allocated in the Budget. After a review of each proposal, Staff are satisfied that the Proctor and Redfern Group proposal for the sum of Thirty-seven Thousand Dollars ($37,000.00) should be accepted. Accordingly, Staff respectfully recommends that the Town retain the services of the Proctor and Redfern Group for the undertaking of the Secondary Hamlet Plans and the vaIleyland and parking review in the Hamlet of Orono. � Respectfully submitted, Recommended for presentation to the Committee fAdmi------------ ----------------- T.T. Totten, Sims Hubicki $21,488. $13,458. $37,336. Totten, Sims, Hubicki did not submit separate quotations for the parking and valleylands. Those costs are included in the cost of the Hamlet quotation. However, a Disbursement Fee of $2,390. was added. M.M. Dillon $17,500. $17,000. $3,000. $2,500. $40,000. Marshall, Macklin & Monoghan $20,760. $15,740. $3,100. $3,400. $43,000.
