SUBJECT: EXTENSION OF DRAFT APPROVAL - MARIANNA DEVELOPMENTS
(FORMERLY WILSWAR DEVELOPMENTS LTD.) - PART LOT 26, CONC. 2

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
.l. THAT Report PD-28-88 be received; and
2. THAT the Ministry of Municipal Affairs be advised that the Town of
Newcastle has no objection to the extension of draft plan approval for Plan
of Subdivision 18T-78027 for a further one (1) year period to May 21, 1989;
and
3. THAT a copy of this Report and Council's decision be forwarded to the
Ministry of Municipal Affairs.
BACKGROUND AND COMMENT:
On January 14, 1988 the Town received a letter (attached) from Marianna
Developments advising that draft approval of Plan of Subdivision 18T-78027 is due
to lapse on May 21, 1988 and requesting that an extension to the draft approval be
considered by Committee and Council.

Plan of Subdivision 18T-78027, which is located in Part Lot 26' (2>ooeaaimo %r
former Township of Clarke (Newcastle Village) proposes the creation of single
family lots and a pack block on a 13.5 hectare (3].35 acre) DacoeI of laud
located east of Arthur Street and north of Highway 0o. 3 in Newcastle Village
(see Attachment 0o. I) . The plan was originally draft approved for a three (3)
year period by the Ministry of Municipal Affairs and Bnooiug on May 21' 1982,
to which extensions have been obtained.
STAFF COMMENT:
Staff have reviewed the draft approved plan and note that the Plan as proposed
conforms to the policies of the Town of Newcastle Official Plan as they relate
to the Newcastle Village Urban Area. The subject site is zoned "Urban
Residential Type One (BI)" by By-law 84-63' as amended. Staff have also
reviewed the conditions of draft approval for Plan I8T-78027 and have no
difficulties with same.
Given that the plan 000fncma with the Official Plan, it is recommended that the
Ministry of Municipal Affairs be advised that the Town of Newcastle has no
objection to the extension of draft approval of Plan of Subdivision I8T-78027
for m further one (I) year period to May 21, 1989.
Additionally, Staff would note for the Committee's information that Staff has
recently met with the new Owners, Marianna Developments, to discuss the
requirements of the subdivisions and subsequent submission of a Development
Agreement.
