RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-16-88 be received; and
2. THAT Rezoning Application DEV 87-99 submitted by Memphis Holdings Limited be
referred back to Staff for further processing and preparation of a
subsequent report upon receipt of all outstanding comments; and
3. THAT a copy of Council's decision be forwarded to the applicant and the
interested parties indicated hereto.
BACKGROUND AND COMMENT:
On December 2, 1987, the Town of Newcastle Planning Department received an
application to rezone a 1.27 hectare parcel of land in Part of Lot 9, Broken Front
Concession, in the Town of Bowmanville (see key map) . The subject lands are
presently zoned "Light Industrial. (Ml) " and the application seeks to rezone the
site to permit outside storage of mining equipment.

The subject site is part of an application for a 38.86 hectare subdivision
approval (18T-87054) . The applicant has also submitted an application for Land
Division (LD 38/88) for the said lot which proposes to sever this parcel in
order for development of the lands to take place as soon as possible.
The rezoning application has been circulated to various agencies for comment.
The Town has received few comments to date, one of which had no objection,
however, the Fire Department has noted an objection to the application
regarding the ability to maintain a high level of efficiency if development
takes place.
Comments have yet to be received from the following agencies:
- Town of Newcastle Public Works Department
- Newcastle Hydro Electric Commission
- Regional Planning Department
- Regional Works Department
- Canadian National Railway
Given the number of comments outstanding in respect of the subject rezoning
application, it is respectfully recommended that Rezoning Application DEV
87-99° submitted by Goodman & Carr on behalf of Memphis Holdings Limited, be
referred back to Staff for further processing and the preparation of m

subsequent report upon receipt of all outstanding comments.
