SUBJECT: ORONO DOWNTOWN BUSINESS IMPROVEMENT AREA
OUR FILE: PLN 12.2.2
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-4-88 be received; and
2. THAT the Town of Newcastle Local Architectural Conservation Advisory
Committee be requested to initiate a study of Orono and its potential for
designation as a Heritage Conservation District; and
3. THAT the Newcastle Local Architectural Conservation Advisory Committee be
requested to review and recommend to Town Council other areas of the Town
which may have merit for designation as Heritage Conservation Districts; and
4. THAT Town Staff continue to liaise and assist the Orono D.B.I.A. with
respect to their application to Heritage Canada under the Mainstreet
Program.
BACKGROUND AND COMMENTS:
At the Council Meeting of November 23, 1987, Mr. Roy Forrester appeared as a
delegation on behalf of the Orono Downtown Business Improvement Area. Mr.
Forrester outlined a proposal of the D.B.I.A. and the possible involvement of
Heritage Canada relative to a Mainstreet Revitalization Program. The matter was
refererred to Staff for a further dialogue with the D.B.I.A.

In that regard, on December 4' 1987, Staff met with Mc. Forrester in order to
ascertain their specific requirements and the extent of the Town's involvement.
As a result of said meeting, Town Staff assured Mr. Forrester that we would
make every effort to assist the D.8.I./\. with their application to Heritage
Canada under the Mainotreet Program. Related to this issue is the question of
the preparation of a Hamlet Development Plan for Orono.
At the Council Meeting of November 23, 1987' Staff indicated that a component
of this plan could be the preparation of conceptual plan for the vaIleylaud
development as well as an appraisal of the opportunities for providing off-
street parking within the downtown of Orono. Submissions have been requested
from a number of Planning Consultants relative to the Development Plans and it
is hoped that by January 18, 1988 we will have proposals for undertaking these
tasks. At such time as a consultant is selected, they will be requested to
meet with the Orono D.B.Z.&. to solicit their input to preparation of a Hamlet
Plan as well as the other aspects of the D.8.I.&. "a Downtown Revitalization
proposal.
In keeping with the plans of the Orono D.B.I.A., Staff feel that it may be
worthwhile to designate all or n portion of Orono as a Heritage Conservation
Area pursuant to the Ontario Heritage Act. Accordingly, we would recommend
that the Town of Newcastle Local Architectural Conservation Advisory Committee
be requested to conduct a study of Orono as input to the preparation of a
Heritage Conservation District Development Plan for eventual submission to the
Ministry of Citizenship and Culture and designation as a Heritage Conservation
District.
