SUBJECT: PARK DEVELOPMENT
COURTICE WEST NEIGHBOURHOOD
RECOMMENDATIONS:
It is respectfully recommended to Council the following:
1. THAT Report PD-42-86 be received; and
2. THAT Planning Staff initiate the necessary amendments to the Neighbourhood
Development Plan to facilitate development of a larger park in the area bounded by
Townline Road on the west, Highway No. 2 on the north, and Darlington Boulevard
South on the east, and the Farewell Creek on the south; and
3. THAT a Public Meeting be scheduled for consideration of such Neighbourhood
Development Plan amendment; and
4. THAT Staff incorporate any necessary revisions to the Engineering Drawings for
abutting lands in order to protect the Town' s options with respect to park
development in this area.
BACKGROUND AND COMMENTS:
As part of our ongoing review of the development in Courtice, discussions with the
Community Services Department have indicated that the present distribution of parkland,
within the Courtice West Neighbourhood, is too fragmented to permit development of park

facilities consistent with the anticipated requirements for this neighbourhood
in terms of recreational facilities. In this regard, the Director of Community
Services has requested the Planning Department to examine the alternatives that
may be available for meeting their objectives and as a result of our
examination, we feel that, through deletion of a number of smaller parkettes and
purchase of additional lands in conjunction with lands to be dedicated for park
purposes west of Darlington Boulevard south of Highway No. 2, the Community
Services requirements can be satisfied. This option, however, requires an
amendment to the Neighbourhood Plan and will require certain revisions to the
engineering drawings for a draft approved plan of subdivision adjacent to the
area under consideration for park development. The necessary funds for
acquisition of these lands would be obtained through disposal of any park
dedications deemed to be redundant and through acceptance of a cash-in-lieu in
all other situations consistent with the recommendations of the Town' s Master
Plan for culture and recreation.
* Attached herewith is a photocopy of that portion of the Neighbourhood Plan
directly impacted by this proposal and a copy of the Neighbourhood Plan, in its
entirety, will be made available for discussion at the Council meeting.
In view of the fact that the request of the Community Services Department can be
accommodated if steps are taken immediately to protect this option and in view
of the fact that the proposed change would result in an increase in the amount
of useable park land within this neighbourhood, Staff are recommending that the
necessary amendments to the Neighbourhood Plan be prepared and a public meeting
scheduled at the earliest possible opportunity in order to seek public input
into these changes.
