SUBJECT: DOWNTOWN REDEVELOPMENT
OUR FILE: PLN. 12.2.1
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
I. THAT Report PD-37-86 be received for information; and
2. THAT Council consider organizing an excursion to the Town of Elmira to tour their
downtown development and indoor shopping complex.
BACKGROUND AND COMMENTS:
At its meeting of December 16, 1985, Council considered correspondence from Mr. James
Slyfield with respect to the redevelopment of Downtown Bowmanville. Mr. Slyfield
suggested that it would be in the interests of the Town and the Bowmanville Business
Improvement Area to visit the Town of Elmira to view and tour their downtown redevelopment
project including a downtown shopping complex. Council resolved to refer the matter to
Staff for a report with specific direction to obtain comments from the Bowmanville B. I .A.
In this regard, the subject correspondence was forwarded to the Bowmanville Business
Improvement Area Board of Management and was considered at their January meeting. As a
result of their consideration they responded that they would be in favour of such an
excursion and requested that, when Council is organizing same, they be so advised.

Staff have investigated the cost of chartering a bus for a day trip for
fifteen (15) persons. Similarly, any day excursion would, of necessity,
require a budget allocation for lunch and should include a representative
from the Town of Elmira or its Business Improvement Area to provide
background information relative to the project and its success. Staff would
suggest that a budget allocation of Two Hundred and Sixty-five Dollars
($265.00) for transportation and Two Hundred Dollars ($200.00) for other
expenses, including lunch, would be appropriate.
We would suggest that all the Members of the Council , the Director of
Planning, the Chief Administrative Officer and five (5) members of the Board
of Management from the B.I .A. be invited to attend. If Council is
interested in organizing such an excursion, appropriate direction would be
required and an appropriate budget account identified.
Staff note that, in his letter of November 18, 1985, Mr. Slyfield offered to
cover one half of the cost of this excursion, however, if Council feels that
the proprosal has merit, it would be appropriate for the Town to bear the
full cost.
