SUBJECT: MUNICIPAL STREET ADDRESSES
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-26-86 be received for information.
BACKGROUND AND COMMENTS:
On September 23, 1985, the Council of the Town of Newcastle approved a policy in respect
of municipal street addresses. In consideration of this policy, Staff have proceeded with
preparation of municipal address plans for various areas of the Town. As a part of this
ongoing review, it has become apparent that there are certain areas of the Town, where,
although, municipal numbering has never previously been assigned, residents have adopted
street numbers for their own convenience. In almost all instances these street numbers
have little regard for municipal street numbering convention and would not comply with the
Town' s Policy.
As was indicated as part of the Staff' s Background Report to the House Numbering Policy,
no changes to existing numbers would be recommended without first reporting Council . The
purpose of this report is to specify, for the benefit of the members of Council , the
procedure Staff propose to follow in those instances where it appears that existing number
systems may warrant revision in order to comply with the Town Policy.

In that regard, Staff propose to survey the residents of any area which, we
consider, requires adjustment to ascertain the level of support or
opposition which may be expected to any changes. Following conclusion of
this survey, a report to Council would be prepared to summarize the results
of our review and to seek appropriate Council direction.
* A copy of the proposed questionnaire is attached and it is noted that,
initially, Staff are proposing to survey property owners within Orono
Estates and Townline Road North within the Courtice Urban Area. As other
areas may be identified, similar surveys will be undertaken. We note that
the survey will be accompanied by a letter of explanation outlining the
process to be followed.

RE: MUNICIPAL STREET ADDRESSES
On September 23, 1985 Council of the Town of Newcastle approved a
policy in respect of municipal street addresses. A review of our
files has not revealed any formal assignment of addresses within
the Orono area. However, it is apparent from a review of the
assessment rolls that residents of the Orono Estates subdivision
have, through common usage, adopted their lot numbers as municipal
street addresses. This, of course, does not comply with the new
policy, however, prior to recommending any change to Council we
consider it appropriate to assess the need or desire for such a
change. I would, therefore, appreciate it if you could take a few
moments to complete the enclosed questionnaire and return same in
the enclosed envelope by, no later than, February 21, 1986. Upon
conclusion of our survey a report to Council will be prepared and
a copy made available to you if you so desire.
To assist you in your consideration, I enclose a copy of both the
existing system and the system which would comply with the
municipal convention for street addresses. I note that the
greatest benefit of the municipal system is the orderly
progression of the numbers. This greatly benefits delivery
personnel as well as emergency services in that numbers on
opposite sides of a street would correspond to each other.
Currently, numbers have little or no relation to numbers on the
opposite side of the street and only relate to abutting lots on
the same side. The main benefit in retaining the current
addresses is their common acceptance and convenience to residents.

NOTICE TO RESIDENTS - MUNICIPAL STREET ADDRESSES
On September 23, 1985, the Council of the Town of Newcastle approved a
policy in respect of municipal street addresses. Based upon this
policy, municipal addresses can be assigned to all properties not
previously assigned an address by the municipality. However, in some
instances unofficial addresses may have gained acceptance, through
common usage, but were never formally sanctioned by the Town. In such
cases municipal Staff will attempt to notify residents over the course
of the coming year, in an effort to assess the need and support for
changes and where necessary, correct the numbering system.
While it is not the intention of the municipality to assign addresses to
rural properties, other than those in Hamlets, persons wishing to obtain
a street address, for the purposes of property identification for
emergency services or deliveries, may do so by submitting a written
request to the address noted below.
