HomeMy WebLinkAboutPD-15-86 TOWN OF NEWCASTLE e+w` �1 REPORT File Res. # By-Law # MEETING: General Purpose and Administration Committee DATE: January 6, 1986 REPORT #: PD-15-86 FILE #: 18T-81008 SUBJECT: EXTENSION OF DRAFT APPROVAL - FILE: 18T-81008 DANARUS MANAGEMENT GROUP PART LOT 29, CONCESSION 2, NEWCASTLE VILLAGE RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-15-86 be received; and 2. THAT the Region of Durham be advised that the Town of Newcastle has no objection to the extension of draft approval for Plan of Subdivision 18T-81008 for a one (1) year period. BACKGROUND AND COMMENT: Plan of Subdivision 18T-81008 was draft approved by the Region of Durham on March 29, 1983. Draft approval is scheduled to lapse on March 29, 1986 and the Region has requested the Town' s comments on the extension of draft approval . At the time the draft plan of subdivision was circulated for comment, the Regional Works Department indicated that the most economical method of providing sanitary sewer services to this proposal , as well as some adjacent vacant lands, would be the construction of a sanitary sub-trunk sewer through the vacant land to the east. As an alternative,- thirteen (13) lots could be serviced through the construction of an extension from the existing . ..2 J. REPORT NO.: PD-15-86 Page sanitary sewer on King Street; however, this would not appear to be economically viable for the development of only thirteen (13) residential lots. Recent discussions with the Region of Durham Works Staff have indicated that these comments are still valid. Staff note that permanent access to the subject subdivision will be provided from adjacent lands, but that until such time as these lands develop, a temporary access to King Street will be used. It is important to note that there are no active subdivision proposals on the adjacent vacant lands, nor have the owners of these lands expressed any recent interest in proceeding with development. It is Staff's concern that, should the development of the subject subdivision proceed, this temporary access could continue as the only access for a significant period of time. Staff are concerned that the development of the subject subdivision may be premature in the context of the development of the entire area north of King Street and west of Foster Creek. However, inasmuch as draft approval is scheduled to lapse on March 29, 1986, Staff also feel that the developer should be given an opportunity to evaluate the alternatives available. It is, therefore, recommended that the Region of Durham be advised that the Town of Newcastle has no objection to the extension of draft approval for the Danarus Management plan of subdivision for a period of one (1) year. At such time as the extension of draft approval is considered again, Staff will re-evaluate its position should no substantive action have been taken by the developer towards proceeding with the development. :Respectf y ted, T.T.
