SUBJECT: REZONING APPLICATION - SON RISE CHRISTIAN MINISTRIES
PART LOT 13, CONCESSION 2, BOWMANVILLE

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following :
1. THAT Report PD-11-86 be received; and
2. THAT the application submitted by Rev. B. Reilly, agent, on behalf of Son Rise
Christian Ministries , to rezone a parcel of land being Part of Lot 13, Concession
2, Bowmanville to permit the development of an assembly hall as defined within
By-law 84-63, be received and referred to Staff for processing and a subsequent
report and public hearing; and
3. THAT consideration be given to the applicants request pertaining to a refund of the
application fee.
BACKGROUND AND COMMENT:
On December 9, 1985 the Planning Department received an application submitted by Rev.
B. Reilly, agent, on behalf of Son Rise Christian Ministries, to rezone a parcel of land
* located in Part of Lot 13, Concession 2, former Town of Bowmanville (see attached). The
submission of the rezoning application is to permit the development of an assembly hall as
defined within By-law 84-63.

The application has been circulated to various agencies and Town departments
* for their comments (see attached) .
It is recommended that the application be received for information and
referred back to Staff for a subsequent report. At such time as the
necessary circulation has been completed, Staff shall schedule this
* application for a public meeting of the General Purpose and Administration
Committee pursuant to the requirements of the Planning Act.
Furthermore, Staff would note that a request (see attached) accompanied the
application form for due consideration that the application fee be waived in
consideration of the applicant being a registered charitable organization.
Accordingly, Committee's consideration of same would be appropriate.

The Town of Newcastle Planning and Development Committee is considering an
application for an amendment to Zoning By-law # 84-63 and, pursuant to its
procedure for processing applications, wishes to obtain your comments before
submitting its recommendations to the Town of Newcastle General Purpose and
Administration Committee.

and add an "assembly hall" as defined in By-law 84-63 to permit recreational/
cultural centre featuring public gatherings (concerts, information meetings,
recreation - games, music, relaxed "coffee house" setting supervised youth
programs in the areas of sport, music, drama, dance, etc; skill building
programs; employment training, counselling.
