HomeMy WebLinkAboutPD-1-86 TOWN OF NEWCASTLE t REPORT File # Res. # By-Law # STING: General Purpose and Administration Committee DATE: January 6, 1986 REPORT #: PD-1-86 FILE #: ADMIN 2.7 SUBJECT: DEPARTMENT OF PLANNING AND DEVELOPMENT 1985 ANNUAL REPORT AND 1986 WORK PROGRAM RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-1-86 be received; and * 2. THAT the Planning and Development Department's 1986 Work Program, Attachment No. 1 , be approved. BACKGROUND: In past years, Staff have regularly submitted a proposed Work Program outlining the operations of the department to year-end and identifying major activity areas and priorities for the coming year. The Work Program is intended to provide guidance to Staff with respect to Council priorities and to allow for the best utilization of the department resources in dealing with the issues of greatest concern to the Town. The Work Program priorizes activity areas and identifies outstanding items, as well as items carried over from the previous year's program. In 1985 a Work Program was not submitted due to the ongoing high priority assigned to completion of the Town' s Comprehensive Zoning By-law and the extremely high level of development activity which has dominated Staff time for the past year. Staff did, . . .2 REPORT NO. : PD-1-86 Page 2 however, continue to follow the objectives identified by the 1984 Work Program through the past year. Submission of the 1986 Work Program should be seen as an opportunity for Members of Council to review the priorities assigned to various projects by Staff and, where necessary, to identify new objectives to be addressed. COMMENTS: The Planning and Development Department, as Members of the Council are aware, is comprised of two (2) divisions, Planning and Building. The Planning division is responsible for all aspects of local municipal planning, including preparation and administration of planning documents such as official plans, development plans, zoning, by-laws, and development agreements. This division is also responsible for specific review and reporting functions relative to land division, committee of adjustment and development applications. The Building division is responsible for the administration of the Ontario Building and Plumbing Codes through plan review, permit issuance and inspections. In addition, the Building division is responsible for administration of the Town' s property standards, sign and pool fence by-laws. STAFFING In 1985, the departmental staff compliment was increased by the addition of a Building/Plumbing Inspector. This increased the staff level to eleven (11) fulltime employees and one (1) part-time. The attached organization chart * (Attachment 2) provides an illustration of the departmental structure and lines of responsibility. BUDGET In 1985, the department received a total budget allocation of $502,823. This was allocated on the following basis. Planning Administration - $341 ,862. Building - 147,031. Committee of Adjustment - 9,905. Property Standards Committee - 4,025. . . .3 IU (� REPORT NO. : PD-1-86 Page 3 DEPARTMENTAL OPERATIONS: PLANNING DIVISION The operations of the Planning Division of the department can be further categorized as Current Operations and Long Range. However, the majority of Staff time is directed towards current activities with Staff responsibilities being assigned on the basis of workload and geography of the Town. (a) Long Range In 1985 the Department processed and commented upon eighteen (18) official plan amendment applications. In addition, the Department initiated a significant amendment to the Town' s Official Plan to recognize recent changes to the Planning Act and to extend local * official plan coverage to all areas of the Town. Attachment 3 provides a comparison of annual totals for official plan amendment applications. In addition to the processing of official plan amendments , the Long Range division is also responsible for preparation of Hamlet and Neighbourhood Development Plans which, due to the heavy workload of current operations, have received a lower priority over the past three (3) years. The recent amendment to the Official Plan has established Hamlet policies thus simplifying preparation of the Land Use Plans. In 1986, Staff are proposing to continue its ongoing review of the Official Plans and will be undertaking preparation of amendments in respect of parkland dedications, public notices, community improvement and the various land use designations as contained in the Regional Official Plan. The Department would also like to complete any remaining Hamlet Development Plans and commence work on detailed community improvement plans. These projects will , of course, be dependent upon the limitations imposed by the Current Operations workload. . ..4 j op REPORT NO. : PD-1-86 Page 4 (b) Current Operations Current Operations, in 1985, remained the Department' s priority. In the past year the Town' s Zoning By-law received final approval and a review of the by-law's first year of operation has been completed. This will , of course, result in a number of amendments which Staff hope will be more conducive to development while still ensuring the basic rights of property owners and residents of the Town. By far, the greatest portion of the 1985 workload was related to subdivision approvals. During the past year, the Department processed * to registration, ten (10) plans of subdivision. Attachment 3 provides a year to year comparison of subdivision applications since 1974, * while Attachment 4 indicates the breakdown for draft approved and registered units. Each of the plans registered also required negotiation and execution of a Development Agreement. Staff also reviewed and commented upon a total of eight (8) new applications for subdivision approval , only one (1) of which proceeded to registration before year end. The next greatest allocation of Staff time was related to zoning and site plan approvals. In 1985, a total of thirty-seven (37) rezoning applications and eleven (11) site plan applications were processed. Inasmuch as site plan approval can result in direct benefits to the municipality, Staff are proposing that, during the coming year, a further review of the Town' s site plan policies may be in order, particularly with respect to application fees, as an incentive to the development industry to co-operate with the municipality in achieving its site plan objectives. In addition to these two (2) major activities, Staff also provided comments to the Durham Regional Land Division Committee on one hundred and twelve (112) applications for Land Division and comments to the Town of Newcastle Committee of Adjustment on forty-four (44) applications for minor variance. We also responded to a total of one thousand, three hundred and thirty (1,330) written requests for zoning clearance which is an all time high and reflects the increased development activity in the Town. . . .5 REPORT NO. : PD-1-86 Page 5 (b) Current Operations (cont'd) With respect to the applications to the Committee of Adjustment, it is worth noting that the number of applications were substantially reduced in 1985 as a direct result of the approval of the * Comprehensive Zoning By-law. Attachment 3, attached hereto, provides a year to year comparison of the applications processed by the Department. BUILDING DIVISION The activities of the Building Division of the Planning and Development Department are primarily related to the review and approval of building applications as well as the various inspections required by the Ontario Building Code. In this regard, 1985 was a record year for building activity in the Town, in terms of new residential units added to the existing housing stock, with the bulk of the building activity being within * Courtice and the Wilmot Creek development. Attachment 5 provides a summary of the new residential units for the various areas of the Town dating back * to 1974, and Attachment 6 provides a yearly comparison of the value of building permits issued within the Town. In addition to the statutory activities of the division, Staff were also responsible for administration of the Town' s Property Standards sign and Pool Fence By-laws. COMMITTEE OF ADJUSTMENT In addition to Planning Staff' s responsibility for the commenting on Committee of Adjustment applications, the administration of the Committee also falls within the jurisdicition of the Planning and Development Department. The Secretary/Treasurer for the Committee of Adjustment is a . . .6 REPORT NO. : PD-1-86 Page 6 part-time employee of the Planning and Development Department and is also responsible for recording secretary duties to the Property Standards Committee. In 1985, forty-four (44) applications for minor variance were processed by the Secretary/Treasurer and a total of eleven (11) meetings of the Committee of Adjustment held. This represents an all time low for the Committee of Adjustment and can be directly attributed to municipal approval of a Comprehensive Zoning By-law. The term of the Committee of Adjustment runs coincident with the term of Council , however, the existing Committee will remain in place until new appointments are approved by Council . PROPERTY STANDARDS COMMITTEE As indicated under the Building Division, the Planning and Development Department is also responsible for administration of the Town' s Maintenance and Occupancy By-law. Since its approval in 1982, the Building Division has processed 93 complaints of which 84 have been resolved and the balance remain current. There has not been a Property Standards Committee meeting convened since approval of the by-law, owing to the success of Staff in resolving the majority of the complaints and the fact that none of the complaints, filed to date, have proceeded to an appeal , to the Committee, of an order issued by the Property Standards Officer (Chief Building Official ) . * Attached hereto is the proposed Work Program for 1986, and if satisfactory to the Committee, Staff would recommend its approval for the coming year. At this point in time it is appropriate for the Committee to consider any adjustments to the Work Program to reflect changing emphasis and priorities, or objectives for the coming year.
