Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-252-91 be received for information.
1. Town Council is aware that the Bowmanville Main Central Area Study
is underway. Staff reported on this matter on October 7, 1991,
(Report PD-234-91) . The Bowmanville Main Central Area Study is
being funded by landowners in the vicinity of Highway #2 between
Regional Road #57 and Green Road.
The primary consultant for the study is Berridge Lewinberg
Greenberg. Price Waterhouse is a sub-consultant retained to
examine the market forces, specifically to undertake an analysis
of the retail and office markets and to develop a commercial policy
framework and implementation strategy.
2 . In our early meetings with regard to the Bowmanville Main Central
Area Study, staff have examined with Price Waterhouse the
requirements to expand their terms of reference to examine the
entire Town including Newcastle Village which Council has indicated
earlier that commercial development in the village needs to be
addressed. This broader view would enable the Town to evaluate
and consider commercial development applications in other parts of
the municipality and assist in the development of an economic
development strategy.

3 . Price Waterhouse have prepared a proposal of the requirements for
such a study with a cost of $31, 000 plus G. S.T. Staff have
reviewed the consulting budget and expenditures to date and said
amount can be accommodated within the current budget. Accordingly,
staff will be authorizing this supplementary work as required to
broaden the terms of reference. This enables the work to be done
in the most cost-effective manner since data can be collected and
analyzed concurrent with the Bowmanville Main Central Area Study.
