PROPOSED HERITAGE DESIGNATIONS
ONTARIO HERITAGE ACT
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-236-91 be received,
2 . THAT the request of the Town of Newcastle Local Architectural
Conservation Advisory Committee to designate as Historical
Structures, these properties listed on Attachment Nos. 1 through
4 hereto, be approved;
3 . THAT the Clerk prepare, send and publish the required notices of
intent pursuant to the provisions of the Ontario Heritage Act and
report back to Council following the prescribed notification
period; and
4 . THAT the Town of Newcastle Local Architectural Conservation
Advisory Committee be advised of Council's decision.
1. BACKGROUND
1. 1 The Planning Department has received copies of requests submitted
by the Local Architectural Conservation Advisory Committee
(L.A.C.A.C. ) to designate a total of 4 properties as having
historic and/or architectural value or interest. The subject
properties are described on Attachment Nos. 1 through 4 hereto, and
are listed below:
the Orono Armory, 6 Park Street, Orono
67 Ontario Street, Bowmanville
27 King Street West, Bowmanville
Enfield United Church, 1640 Concession Road 9, Part Lot 31,
Concession 9, former Township of Darlington.

All four properties have been identified in the Town of Newcastle's
L.A.C.A.C. inventory as being structures of "primary" heritage
value.
1. 2 The Ontario Heritage Act empowers a municipality to pass a by-law
designating a property to be of historic or .architectural value or
interest. The Act stipulates that the owner of property so
designated cannot alter the property where such alteration is
likely to affect the reason for the designation, without the
written consent of Council. Council is required to consider any
application for alteration of a designated property in consultation
with L.A.C.A.C.
1. 3 The Chairman of L.A.C.A.C. has advised that three (3) of the
designation requests have been made in response to requests
submitted by the respective property owners. L.A.C.A.C. has
provided the property owners with relevant information related to
the designation of their properties, including the restrictions
placed on their properties as the result of designation.
1. 4 The request for the designation of the Orono Armory, however, has
been submitted by L.A.C.A.C. itself. This property is currently
owned by the Town of Newcastle. As the structure has been listed
for sale, the L.A.C.A.C. is concerned that its fate will be in
question once the ownership changes. This building is very
significant to the residents of Orono and, indeed, to the entire
municipality.
2 . COMMENTS:
2. 1 The Committee should be aware that the designation request of the
Orono Armory is based on the preservation of the exterior masonry
with its decorative corbelling and pilasters, the small paned
windows and voussoirs of the second storey, the small paned windows
on both floors at the rear and the circular windows and trim of the
third floor. The designation process will protect these exterior

features from being altered but will not affect any changes which
may be made to the interior of the building. There are also grants
available from the provincial government to restore features which
have been listed in the reason for designation.
2 . 2 Staff have reviewed the four (4) , properties indicated on
Attachment Nos. 1 through 4 in terms of their Official Plan and
Zoning By-law designations and, as well, have conducted external
.visual inspections of the properties. Staff have no objection to
designating the four (4) subject properties pursuant to the Ontario
Heritage Act as having historical or architectural significance.
2.3 It is therefore recommended that the Clerk prepare, send and
publish the required notices of intent pursuant to Section 29 of
the Ontario Heritage Act and report back to Council following the
prescribed notification period.

THE ORONO ARMORY - 6 PARK STREET, ORONO
This former armory was constructed between 1913 and 1914 and was a
centre for volunteer activity in connection with World War I. It has
been a home to various community organizations throughout the years and
forms an eminent part of the Orono streetscape.
This structure is recommended for designation based on its historical
significance and the following architectural features:
Exterior: Masonry work with its decorative corbelling and
pilasters.
Small paned upper storey windows and voussoirs.
Small paned windows on both storeys at the rear and
their decorative voissoirs.
Third floor circular windows and trim

67 ONTARIO STREET, BOWMANVILLE
This vernacular Georgian town house was constructed some time between
1856 and 1865 and its style is uncommon to the Town of Newcastle. It
is recommended for designation for the following architectural features:
EXTERIOR: A hip roof, which retains the original pannelling
under the eaves.
Running bond pattern masonry.
Band of decorative corbelling beneath the eaves.
Random-coursed fieldstone foundation.
Panelled pilasters flanking the front door.
Second floor 6 over 6 sash windows.
INTERIOR: Plaster medallion on the parlour ceiling.
Built-in pine cupboard.
Hardwood and pine plank flooring.
Baseboards and millwork.

27 KING STREET WEST, BOWMANVILLE
This property has been home to commercial activity in Bowmanville since
the 1860's and during the late 1880's the second floor of the structure
was used as the first office of the Bell Telephone Company. It is
recommended for designation based on its historical significance and the
following architectural features:
EXTERIOR: Running bond pattern masonry.
Decorative pilasters.
Keystones.
The segmentally arched windows of the second floor.
Cornice with distinctive fretwork and brackets.
INTERIOR: Pine flooring.
Tongue and groove pannelling on both ceiling and
walls.

ENFIELD UNITED CHURCH
1640 CONCESSION ROAD 9,
PART LOT 31, CONCESSION 9, FORMER TOWNSHIP OF DARLINGTON
This church, built in 1877, is considered to be the best surviving
example of a small frame rural church to be found in Darlington
Township. The structure is not used regularly today for church services
but has evolved into a meeting place for the Enfield community. It is
recommended for designation based on its historical significance and the
following architectural features:
EXTERIOR: Clapboard siding.
Double hung Gothic windows of coloured and etched
glass.
The Gothic arched window above the front door.
INTERIOR: 6 inch pine floor boards.
Sponge grained wainscotting.
Pine coat rack.
The pews.
The Gothic arched window frames.
The pine construction of the choir loft and pulpit
with its newal post and bannisters.
The choir bench.

THE CORPORATION OF THE MUNICIPALITY OF CLARINGTON
PUBLIC NOTICE
NOTICE OF INTENTION TO DESIGNATE
The Municipality of Clarington intends to designate the land and
premises at 6 Park Street, Orono as a property of architectural and
historical value under Part IV of the Ontario Heritage Act, R.S.O. 1999,
Chapter 0.18.
The former armory was constructed between 1913 and 1914 and was a
centre for volunteer activity in connection with World War I. It has been
a home to various community organizations through the years and forms
an eminent part of the Orono streetscape. Various exterior features are
being recommended for designation.
Any person may within thirty (30) days of the publication of this notice,
send by Registered Mail or deliver to the Municipal Clerk of the
Municipality of Clarington, notice of his or her object to the proposed
designation, together with a statement of the reasons for the objection
and all relevant facts. If such a notice of objection is received, the
Council of the Municipality of Clarington shall refer the matter to the.
Conservation Review Board for a hearing.
