ONTARIO HERITAGE ACT
PLN 19.1
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD- 245-90 be received;
2 . THAT the request of the Town of Newcastle Local Architectural
Conservation Advisory Committee to designate as Historical
Structures, these properties listed on Attachment Nos. 1
through 7 hereto, be approved;
3 . THAT the Clerk prepare, send and publish the required notices
of intent pursuant to the provisions of the Ontario Heritage
Act and report back to Council following the prescribed
notification period; and
4 . THAT the Town of Newcastle Local Architectural Conservation
Advisory Committee be advised of Council's decision.
1. BACKGROUND
1. 1 The Planning Department has received copies of requests
submitted by the Local Architectural Conservation Advisory
Committee (L.A.C.A.C. ) to designate a total of 7 properties
as having historic or architectural value or interest. The
subject properties are described on Attachment Nos . I through
7 hereto.

1.2 The Ontario Heritage Act empowers a municipality to pass a by-
law designating a property to be of historic or architectural
value or interest. The Act stipulates that the owner of
property so designated cannot alter the property where such
alteration is likely to affect the reason for the designation,
without the written consent of Council. Council is required
to consider any application for alteration of a designated
property in consultation with L.A.C.A.C.
1.3 The Chairman of L.A.C.A.C. has advised that the designation
requests have been made in response to requests submitted by
the respective property owners. L.A.C.A.C. has provided the
property owners with relevant information related to the
designation of their properties, including the restrictions
placed on their properties as the result of designation.
1.4 Staff have reviewed the seven (7) , properties indicated on
Attachment Nos . 1 through 7 in terms of their Official Plan
and Zoning By-law designations and, as well, have conducted
external visual inspections of the properties. Staff have no
objection to designating the seven (7) subject properties
pursuant to the Ontario Heritage Act as having historical or
architectural significance.
2. RECOMMENDATIONS
2 . 1 It is recommended therefore that the Clerk prepare, send and
publish the required notices of intent pursuant to Section 29
of the Ontario Heritage Act and report back to Council
following the prescribed notification period.

WESLEYAN METHODIST CHAPEL - 25 PARK STREET ORONO
This former Methodist Chapel, built c . 1857, is an example of the
Classical Revival style. This structure is recommended for
designation for the following architectural features:
Exterior: imposing rectangular shape, hipped roof and
pilasters
original masonry executed in the common bond
pattern
ornate porch
stained glass in the front doors
Interior: interior woodwork and flooring

THOMAS BASSETT HOUSE - 73 TEMPERANCE STREET, BOWMANVILLE
This house, constructed c . 1872, is a fine example of a 1 1/2
storey home built in the L-shaped plan, which was highly popular
from the 1870 's on. The house is recommended for designation for
the following architectural features:
Exterior: masonry executed in a Flemish bond pattern
window treatment with Gothic type peaks
bay windows retain original brackets
glazed front porch and finely wrought trim

SAMUEL MCLELLAN HOUSE - 1909 BLOOR STREET EAST
This 1/2 storey centre-gable house is an excellent example of the
type of fieldstone farmhouse built in Darlington Township in the
mid 19th century. The house is recommended for designation for the
following architectural features:
Exterior: random-coursed granite remains in excellent
repair
cornice moulding and eaves
centre gable contains a Gothic window, lacy
gingerbread and finial and pendant
original shutters and sash

19 KING STREET EAST, BLOCK T. PART LOT 13, BOWMANVILLE
This commercial building, built c . 1880, is representative of those
buildings constructed on King Street in Bowmanville, during the
19th century. The builidng is recommended for designation for the
following architectural features:
Exterior: mansard root
slightly arched second storey windows
original glass panels which feature copper
games and bevelled glass medallions
panelled door surmounted by a transom composed
of a pair of gothic arches
Interior: tin ceiling on ground floor

WILLIAM WERRY HOUSE
This house, built c. 1862, is a good example of the stone farmhouses
built in Clarke Township in the mid 19th Century. The house is
recommended for designation for the following architectural
features:
Exerior: random-coursed granite facade
uncoursed rubble work of side and rear wing
windows in front wing retain original lintels
original eaves returns and cornice mouldings

PRESBYTERIAN CHURCH, 16 CHURCH STREET EAST, NEWTONVILLE
This former church, bult c. 1864, is a good example of the
vernacular, Gothic Revival style of church building. The former
church is recommended for designation for the following
architectural features:
Exterior: original deep, cut granite foundation
brick work in running bond pattern
original eaves returns and cornice mouldings
original steeple
original interlacing glazing in the upped parts
of the windows

"LINTONHURST" , 5161 MAIN STREET, ORONO
This house, built c . 1899, shows elements of both late Victorian and
early Edwardian styles. The house is recommended for designation
for the following architectural features:
Exterior: cut stone foundation and brick work executes
in running bond pattern
original eaves and brackets
distinctive 2 storey verandah
original stained and bevelled glass
Interior: wood work
pine and hardwood floors
