INTRODUCTIONS
Esther Rathwell introduced Officer Darren MacDuff of the Port Perry
detachment. Officer MacDuff was a guest interested in Clarington's Traffic
Management Advisory Committee.
1.0 ADOPTION OF MINUTES-(February 18, 2010)
The following motion was proposed:
THAT: "The minutes of the February 18, 2010 meeting are approved without
changes."

2.0 ITEMS FOR INFORMATION
2.1 Road Watch News & Statistics-(Gord Lee)
There were two trips to the six drop box locations. The Chair suggested putting
boxes in malls and stores and manning a kiosk from time to time.
DRPS Statistics-(Constable Esther Rathwell)
There is nothing to report at this time.
3.0 AGENDA ITEMS FOR DISCUSSION
3.1 Action List and Outstanding Items
09.03.01-Centerview and Main St. Orono - Bump Out
The Region doesn't see a need for the installation of bump outs in this location.
Bump outs are recommended more for pedestrian accessibility than for the
enforcement of"no parking". Durham Regional Police have attended the site of
illegal parking but can't catch anyone because of their visibility. The Region will
take the matter back for further discussion and report back at the April meeting.
Elwood Ward and Gord Lee volunteered to do some monitoring to see if there
really is a problem.
09.06.03-Bowmanville High School & Liberty Street Line Painting
The Region has advised the school about the pavement markings that should be
applied. The Region is waiting for a response from the school before they
proceed with line painting on behalf of the school.
10.01.03-Committee Mandate Review
Members are to submit their thoughts ahead of April's meeting to Ron Baker.
Gord Lee will sit down with Ron a week before the meeting to discuss.
10.02.03-Road Safety Challenge - Review
A Road Safety Challenge package came from the Province which was circulated
to members. The challenge begins May 12th through to June 13th. The Committee
should discuss if it is interested in participating in this type of annual safety
program either on its own or in partnership with other groups and either with
funding or without.

10.02.04-Municipal Election - When Does Committee Meet
There are no meetings between October 25th and January 2011. The Committee's
Term ends with the term of Council. Then Committee will be reappointed and
Committee meetings will reconvene.
3.2 G. J. McGillivray Public School-(Ron Baker)
Some Committee members attended the site in the morning and at end of day.
Meadowglade Road is a very narrow road. Suggestions were discussed such as
staged release of students or one queue for parent pick up/drop off. The school is
very busy but there is a lot of safety support. The Region states that the site meets
school siting guidelines which the Region is currently finalizing. Ron Baker
advised that the school has sent out flyers to guide parents. Most of the problem
occurs when people park illegally on one side of the road. It was recommended
that Road Watch volunteers go out and report violators to the Road Watch
program.
3.3 Intersection of Lawrence Gate/Rhonda Boulevard-Bowmanville
Ron Baker conducted a traffic count at this intersection. Volumes are half those
required for a warrant. This could be reviewed when the Montessori School
opens.
4.0 NEW BUSINESS AT DIRECTION OF CHAIR
4.1 Liberty Street Reconstruction
The Region advised that the reconstruction of Liberty Street from Baseline Road
to King Street East has been moved to 2017. The road will be overlaid this year
and the Independent Pedestrian Signal will be relocated to Parkway Crescent.
The Committee's official position is that this delay is unacceptable. Members
expressed concern for emergency services on this congested street particularly
given the location of the hospital. Council will be advised of the Committee's
dissatisfaction with Region's decision.
4.2 Liberty Street-Speed Concern
There was a speed concern from a Councillor on Liberty Street between
Concession 3 and 4. This has been referred to the Region.

4.3 Safety Blitz
Constable Esther Rathwell advised that Durham Regional Police will be
conducting a no-tolerance Safety Blitz next week particularly around school
areas. Durham Regional Police will be looking for seat belt violations, use of cell
phones, speeding etc.
4.4 Shoulder on Regional Road 57
As per Constable Rathwell, northbound cars are passing on the east shoulder of
Regional Road 57. It is difficult to enforce "No Passing" on new paved
shoulders without additional signage. The Region agreed to install more signage
than currently exists.
Ron Baker will e-mail Road Watch line painting information to Officer MacDUff.
4.5 Meeting Attendance
Two members have not attended three meetings. Due to the remaining length of
Committee's term, they won't be replaced.
5.0 NEXT MEETING DATE- April 15, 2010-7:00 P.M.
Committee Room 1C-Enter via Municipal Administrative Centre, 40 Temperance
Street, Bowmanville, through the north door on Church Street(Library entrance
doors).
