HomeMy WebLinkAbout2004-08-19 Minutes Draft Minutes-not vet approved by committee MINUTES Clarington Traffic Management Advisory Committee Thursday August 19, 2004 Location: Committee Room 1C (OLD LOCATION) —Access via Library, 163 Church St. Bowmanville Library 40 Temperance St. Bowmanville Present Gord Lee, Clayton Morgan, David Duffle, Dirk Zinner, Shane Morris, (Voting Ron Radcliffe, Don MacArthur, Wayne Godwin, Fred Johns, Glenn Wallis Members) Present Ron Baker, Stuart McAllister, Keith Richards, Leslie Benson (Non-Voting Members) Regrets: Tony Cannella, Ross Libbey, Andrew Kozak, Dave Rickard Absent: Brendon Nightingale Secretary: Donna Van Schyndel Prior to meeting agenda Fred Johns was welcomed to the committee as a new Ward 2 member. 1) Minutes of previous meeting (July 15, 2004) One correction will be made to the minutes to reflect Glenn Wallis being shown as regrets rather than absent. The minutes were approved. Moved by Wayne Godwin; seconded by Gord Lee. CARRIED 2) Items for information a) Road Watch-(Ron Radcliffe) Ron Radcliffe advised that he has not seen the radar message board figures as of yet. Page 2 of 4 CTMAC Minutes Thursday, August 19, 2004 Traffic Watch Update-(Ron Baker) Ron Baker advised of the statistics for the traffic watch update: Date Location # of Violations July 20 Old Scugog/Maryleah Court 34 July 23 Conc. Rd. 3 West of Lockhart 43 July 26 Old Scugog Hampton 16 July 26 Conc. Rd 6 Solina 21 July 28 Nash Rd. at Fourth Ave 24 August 3 Trulls Rd. Mitchell Corners 67 August 4 Conc. 7/Tyrone 14 b) Highway 407 update Leslie Benson commented that the July and August meetings were cancelled. The next scheduled meeting is Tuesday September 7t',2004. C) Bowmanville Community Improvement Plan Update Clayton Morgan attended the meeting and advised that construction downtown will commence on Monday August 23rd and will be completed late October. The committee hopes that by promoting tourism, visitors will be attracted to Bowmanville as has been the case in Port Hope. C) Other Information Longworth Avenue Update This project is running ahead of schedule and should be finished in October of this year. Leslie Benson suggested that everyone should visit the site. Norm Clark has set up a display in the 3rd floor hallway, at MAC and welcomes you to view progress photos. This project will have a positive impact on traffic patterns in Bowmanville and traffic will lighten once Longworth is finished. Leslie advised that Longworth Estates is at the approval stage but housing in this subdivision will not directly access Longworth Avenue. No Right Turn sign on Concession St at Liberty By-law restrictions and sign will be in place by November. Pavement Markings in Newcastle Stuart McAllister advised that eastbound right turn lane will be painted as a right turn, at which point it should be wide enough. Page 3 of 4 CTMAC Minutes Thursday, August 19, 2004 Speeds along Baseline Councillor McArthur has had complaints about speeding in the area just west of the RCMP Station. Ron Baker will check the area for signs. Pebblestone & Trulls Shane Morris asked if it would be appropriate to consider a four way stop at the intersection of Pebblestone and Trulls. Ron Baker commented that this intersection does not meet warrants for an all-way stop and sightlines are considered good. As a caution to drivers however, signs have been posted in the area to encourage particular attention to driving. Heavy Vehicle Inspection Durham Regional Police reported there was a heavy vehicle inspection held on July 26th'2004. Twenty six vehicles went through the inspection, 40% of them failed. 3) Agenda Items for Discussion a) Traffic Connection South Side of Newcastle Public School (Between Glass Crt. and Beaver St.) This topic will be deferred until the September meeting. Donna will copy the photo that appeared in This Week newspaper and bring it to the next meeting. b) 40 Km/Hr. Speed Zone Information for Discussion Constable Keith Richards commented that the 40 km/hr. signs should only be used in high traffic situations and that each situation should be looked at separately. There is a shortage of police staff to man every 40 km/hr. area therefore the high priority sites are monitored by Police more often. Concerned Residents Councillor MacArthur stated that residents in the St. Elizabeth's School area are concerned about speeding. Ron Baker advised that there is a crossing guard in the area and there has been radar set up with no recorded excessive speeds. Stuart McAllister mentioned that driver behavior changes during periods of pedestrian activity. People usually become more aware of their environment in school areas and automatically slow down with or without signs. Ron Baker thought that it might be wise to look at stricter speed enforcement at certain times of the day. Page 4 of 4 CTMAC Minutes Thursday, August 19, 2004 Complaints Most speeding complaints come in from regional roads. David Duffie would like to see harsher penalties for speeders. There are many ways to control traffic such as enforcement, radar and road design.
