Report #4: to the Members of the
Planning Advisory Committee
Town of Newcastle
From: John Layng, Planning Consultant
April 1, 1974
Re: APPLICATION BY ROBERT G. STEPHENSON
(NEWCASTLE SALVAGE CO.)
R. R. 2, NEWCASTLE 987 -4741
The applicant requests an amendment to Zoning By -law 1653
to re -zone a part of the south half of Lot 23, Cone. 1,
Clarke, from Agriculture to Industrial for a salvage yard.
The applicant has a similar operation in part of the north
half of Lot 23, Cone. 1, Clarke, south of Highway 2, on
the west side of Stephenson's Road, which he proposes to
close.
The definition of industrial uses on page eleven,
Industrial Zone (Ml) (the only Industrial category),
section 8.1(b) in By -law 1653, Clarke, apparently excludes
salvage yards. Also, the road access from the west, over
a two track level crossing railway, is dangerous for such
traffic.
Because the lands on each side of the road between Cone.
B. B.F. and Cone. 1, in this locality, are now used for
clean farming and orchards, it would be inconsistent with
existing Plans, and with good planning practice, to create
a spot industrial area here.
THE PLANNING ADVISORY COMMITTEE SHOULD RECOMMEND TO COUNCIL
THAT IT REJECT,$ THIS APPLICATION: AND THAT THE NEW PLAN
FOR THE TOWN OP NEWCASTLE SHOULD INCLUDE A PROPER LOCATION
FOR SUCH INDUSTRIAL USES.
Respectfully submitted,
